SUMMARY/BACKGROUND
As part of the FY2026-2027 budget process, staff conducted a comprehensive review of all
service charges and incorporated recommended updates into the proposed Fee Ordinance for
Board consideration. The ordinance was presented at the March 16 Committee of the Whole
meeting.
The proposal included targeted fee adjustments to better align with actual service costs,
including increases to public safety staffing rates, select administrative services, and utility
rates. Additionally, several new fees are proposed, effective May 1, 2026, related to special
events, permitting, EV charging, and administrative processing.
Fees increased:
• Patrol Officer, LEMA, CSO at special events (non school)
• Patrol Officer from $75.53/hr to $77.79/hr
• CSO from $43.20/hr to $55.41/hr
• LEMA from $24.42/hr to $25.15/hr
• Solicitor Fingerprinting from $50 to $100
• Animal Impound fee from $20 to $25
• Water and Sewer base and usage rates increased by 7%
New Fees:
• Special Events - Permit Fee (submitted <30 days) - $250
• Special Events - Billable PW personnel Regular/OT - $40.16/$60.24
• Filming Permit Fee - Other Billable Personnel - actual cost

Annual Fee Ordinance
NOW, THEREFORE BE IT ORDAINED by the President and Board of Trustees of the Village
of Lemont that:
SECTION 1: Creates an Ordinance establishing fee, charges, rates and regulatory measures for
FY 2026-2027.
SECTION 2: It is intended that the fees, charge, rates and regulatory measures set forth herein
will be reviewed periodically by the President and Board of Trustees. Accordingly, some or all of
the provisions of this Ordinance may be amended from time to time.
SECTION 3: The schedule of Fees, Charges and Rates are attached as Exhibit A
SECTION 4: Effective Date: This Ordinance shall be in full force and effect from and after its
passage, approval and publication in the manner provided by law. Each provision of this Ordinance
shall remain in full force and effect unless otherwise expressly provided or expressly amended by
subsequent ordinance, in which case the amended provision shall be immediately effective.
SECTION 5: Repealer: All Ordinances or parts of Ordinances in conflict herewith shall be and
the same are hereby repealed.
The Village Clerk of the Village of Lemont shall certify the adoption of this Ordinance and cause
the same to be published in pamphlet form.
