R-24-26 Approving Old Police Station HVAC Replacement418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Ted Friedley, Public Works THROUGH: SUBJECT: A Resolution Approving Old Police Station HVAC Replacement DATE: March 23, 2026 SUMMARY/BACKGROUND As discussed at the March 18th COW meeting, Village Staff received three (3) quotes for the replacement of the HVAC system at the Old Police Station / Village Hall. Work includes removing the old multi -zone air handler, boiler, fan, condensing unit, and replacing with three (3) split system zones serving the offices, 1st floor conference room, and jail cell area with three (3) condensing units to be installed on the roof. Additional upstairs offices, garage, front and rear entrances, generator room, and storage room will also have new systems installed as outlined in the proposal. The boiler system was installed in the early 1980's and requires replacement. GT Mechanical, 15729 South Annico Drive, Homer Glen, IL 60491 provided the low quote amount of $239,700.00. ANALYSIS This project was identified in the 5-year Capital Plan and $200,000 is included in the FY26 Budget. R-__-26 A RESOLUTION APPROVING OLD POLICE STATION HVAC SYSTEM REPLACEMENT WHEREAS it has become necessary for the Old Police Station HVAC system to be replaced; and WHEREAS, in connection with the work to be conducted on the replacement of the HVAC System, the Village has researched and evaluated available options and contractors; and WHEREAS, upon review by Village staff, GT Mechanical, 15729 South Annico Drive, Homer Glen, IL 60491, provided the lowest proposal in the amount of $239,700.00; and WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) allows the Board of Trustees of the Village ("Village Board"), upon a vote of two-thirds of the trustees then holding office, to waive the requirements for competitive bidding; and WHEREAS, The Village Board has determined that it is advisable, necessary, and in the best interest of the Village to waive competitive bidding and authorize the Old Police Station HVAC system replacement for $239,700.00. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows: SECTION 1: Incorporation Recitals. The foregoing findings and recitals are hereby adopted as Section One of this Resolution and are incorporated by reference as if set forth verbatim herein. SECTION 2: Waiver of Public Bid Requirements and Authority to Purchase. The Village Board hereby waives the competitive bidding requirements otherwise applicable to the Old Police Station HVAC system replacement by GT Mechanical at a price not to exceed $239,700.00 as Exhibit A. SECTION 3: The Village Administrator or his designee is hereby authorized to execute any documents and take any other steps necessary to complete the Old Police Station HVAC system replacement by GT Mechanical a price not to exceed $239,600.00 and to otherwise carry out this Resolution. SECTION 4: This Resolution shall be in full force and effect from and after its passage and approval as provided by law. Roofing contractor to roof in. • Ductwork for furnaces to existing distribution ductwork • Gas piping to furnaces • Power wiring • Startup • Air balancing of furnaces and zone ducts associated with existing multi -zone air handler • (2) Offices on top floor: provide ductless split system low ambient heating heat pump with (2) indoor evaporators, one for each space. Heat pump located on roof above with roof rails. Condensate drains to exterior walls. Please allow for roof patching of (4) small equipment rails and (2) pipe curbs. • Garage space off Main street: Replace hydronic unit heater with gas fired unit heater with new thermostat. Extend gas piping through attic space. Flue through the roof. Condensing units to sit on roof above existing mechanical room and furnaces shall be located in the mechanical room. 3. (1) Two zone ductless split system to serve the (2) second floor offices. 4. (1) Gas fired unit heater for garage 5. (3) Electric heaters for front entry vestibule, rear stairwell and emergency generator room 6. Ductwork modifications as required 7. Refrigerant piping 8.
