Salt

SUMMARY/BACKGROUND
The Village has participated in the State of Illinois Department of Central Management
Services (CMS) Joint Purchasing Program for Bulk Rock Salt for many years. The State is
requiring a Certificate of Authority by Vote binding the community to the terms of the purchase
to be submitted with its salt survey. This salt survey will ensure our salt order for the 2026-
2027 snow season.
The State requests communities to submit the required tonnage in March/April of the
preceding year. The State then prepares the bids and awards the contract in late fall. By
listing the Director of Public Works, Operations Superintendent, and Financial Analyst as
authorized, we can submit copies of this Resolution in future years without the need to pass
this every year.

The purchase of Rock Salt has been included in the FY27 Budget.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTIFICATE OF
AUTHORITY BY VOTE TO ENTER INTO JOINT PARTICIPATION AGREEMENT
WITH THE STATE OF ILLINOIS FOR ROCK SALT
WHEREAS the Village of Lemont, Counties of Cook, Will, and DuPage, Illinois, ("the
Village) is a municipality in the State of Illinois ("State") with full powers to enact Ordinances
and adopt Resolutions for the benefit of the residents of the Village; and
WHEREAS, the Village seeks to purchase bulk rock salt through the State Joint
Purchasing agreement; and
WHEREAS, the State requires the Village to execute a Certificate of Authority by Vote
(the "Certificate") substantially in accordance with Exhibit A to participate in the Joint
Purchasing Agreement; and
WHEREAS, execution of the Certificate binds the Village to the contractual obligations
for bulk rock salt in accordance with the terms of the joint participant agreement; and
WHEREAS, it is in the best interest of the Village of Lemont to approve the Certificate
substantially in accordance with Exhibit A
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1: INCORPORATION OF RECITALS
That the recitals set forth above are incorporated here by reference.
SECTION 2: APPROVAL OF CERTIFICATE OF AUTHORITTY
The Village President and Board of Trustees hereby approve the Certificate of Authority
by Vote, and Village Clerk, or Designee are hereby authorized and directed to execute on behalf
of the Village the Certificate of Authority by Vote substantially in the form attached as "Exhibit
A".
SECTION 3: REPEALER
All Resolutions or parts of Resolutions in conflict with any of the provisions of this
Resolution shall be, and the same hereby repealed to the extent of the conflict.
SECTION 4: SEVERABILITY
This Resolution and every provision thereof shall be considered severable. If any
section, paragraph, clause, or provision of this Resolution is declared by a court of law to be
invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the
validity of any other provisions of this Resolution.
SECTION 5: EFFECTIVE DATE
This Resolution shall be in full force and effect from and after its passage and approval in
the manner provided by law.

THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND DUPAGE, ILLINOIS,

Village of Lemont, Cook, DuPage and Will County, Illinois. I hereby certify the following is a true copy of
a vote taken at a meeting of the Village Board, duly called and held on March 23, 2026, at which a quorum
of the Board was present and voting.
Voted: That the Director of Public Works, Operations Superintendent, and Financial Analyst are duly
authorized to enter into contracts, to include joint participation agreements for the purpose of procuring road
salt, on behalf of the Village of Lemont with the State of Illinois and any of its agencies or department's and
further are authorized to execute any documents which may in his/her judgment be desirable or necessary to
affect the purpose of this vote.
I do hereby further certify that said vote has not been amended or repealed and remains in full force
and effect as of the date of the contract or joint participation agreement to which this certificate is attached. I
further certify that the person(s) listed above currently occupy the position(s) indicated and that they have full
