SUMMARY/BACKGROUND
FIR Green is assisting the Village and Franciscan Sisters of Chicago with submitting a CDBG
Application to demolish existing water tower at Franciscan Village and install two (2) new
connections with pressure reducing stations to existing Village water mains.
The Franciscan Sisters of Chicago existing water tower is currently in violation with the IEPA.
They also know that their current system of distributing water to Mt. Assisi, St. Mary's, and
Alvernia is not sustainable long term. They are ready to connect to Village water ASAP. If this
project were to go through, Mt. Assisi, St. Mary's and Alvernia would also have their
distribution pipe connect directly into Village water main. All 3 religious entities would have to
annex into the Village of Lemont in order to connect directly to the Village water main.
Additional benefits for the Village / Cook County in this project are the increased accuracy of
water loss that the Village will receive not having the Franciscan Sisters' water tower as an
intermediary and the County will have some unincorporated properties get annexed into the
Village.
The Village is asking Cook County for $500,000 in grant money with the promise to partner
with the Franciscan Sisters of Chicago put up the remaining $750,000 for the project. The
original plan was for the Franciscan Sisters to apply directly for CDBG funding, but as a
private entity, they are only eligible to apply for a $150,000 maximum compared to the
$500,000 maximum the Village can apply for. This resolution is the Village and Franciscan
Sister's commitment to Cook County for this project.
ANALYSIS
The Franciscan Village Water Improvements project has been discussed as part of the multi-
phase improvements program that would help the many religious entities along Main Street
receive Village Water.

A RESOLUTION COMMITTING LOCAL FUNDS TO
CDBG APPLICATION FOR WATER IMPROVEMENTS
AT FRANCISCAN VILLAGE
WHEREAS, the Village Board of the Village of Lemont, Illinois has taken action to
submit an application for funding through the Community Development Block Grant (CDBG)
Program administered by the Cook County Bureau of Economic Development, and
WHEREAS, receipt of CDBG Program funding is essential to allow the Village of
Lemont and the members of Franciscan Village to undertake the project to rehabilitate their
water tower and associated water main connections, and
WHEREAS, the Village of Lemont has certain monies allocated for the above -
referenced project, as needed, and
WHEREAS, the Village of Lemont would rehabilitate the existing water tower at
Franciscan Village and provide updated water main connections to the existing Village of
Lemont water main only if the CDBG funding is received, and
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Lemont, Cook, Will, and DuPage Counties, Illinois, as follows:
SECTION 1:
That a Request is hereby made to the County of Cook, Illinois for Community
Development Block Grant ("CDBG") funds for Program Year 2026 in the amount of $500,000.00
for Water Improvements at Franciscan Village.
SECTION 2:
That the Village President and the Village Administrator is hereby authorized to sign the
application and various forms contained therein, make all required submissions, and do all things
necessary to complete the application for the funds requested in Section I of this Resolution, a
copy of which application is on file with the Clerk.
SECTION 3:
That the Village President is hereby authorized to certify that matching funds which have
been identified as supporting its projects as set out within its application will be made available
upon the approval of the projects by the County of Cook, Illinois or the prorated share thereof.
SECTION 4:
The Village of Lemont plans to partner with the Franciscan Sisters of Chicago for funds to
use in conjunction with CDBG Program funds, such funds to equal greater than the required 50%
of the estimated total project cost of $1,265,105.00.
PASSED AND APPROVED BY THE VILLAGE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND
DUPAGE, ILLINOIS, ON THIS 91" DAY OF MARCH, 2026.
