SUMMARY/BACKGROUND
HR Green is assisting the Village with submitting an application to the Housing and Urban
Development Economic Development Initiative Community Development Fund for the
following infrastructure upgrades that will be used to promote future growth in the eastern
portion of the Village.
• Lift Station Upgrades at Ruffled Feathers and Glens of Connemara Lift Stations
• Water Main Installation along Bell Road from Equestrian Meadows to Gas n Wash (tying
in Montefiori as well)
The Village is asking the HUD EDI Community Development Fund for $2,000,000 in
appropriations with the promise to put up the remaining $1,000,000 for the project. This
resolution is the Village's commitment to HUD for this project. The Village had previously
included portions of this local match in the out years of its multi -year capital improvement plan
for the water main portion.

A RESOLUTION COMMITTING LOCAL FUNDS FOR
FY27 HUD EDI APPLICATION
WHEREAS, the Village Board of the Village of Lemont, Illinois has taken action to submit
an application for funding through the FY27 Community Development Fund — Economic
Development Initiative (EDI) administered by the Department of Housing and Urban Development
(HUD), and
WHEREAS, receipt of HUD EDI funding is essential to allow the Village of Lemont to
undertake the projects of upgrading the lift stations at Ruffled Feathers and Glens of Connemara as
well as installing water main along Bell Road connecting existing water mains near Equestrian
Meadows and Gas n Wash, and
WHEREAS, the Village of Lemont has certain monies allocated for the above -referenced
projects, as needed, and
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of Trustees
of the Village of Lemont, Cook, Will, and DuPage Counties, Illinois, as follows:
SECTION 1:
That a Request is hereby made to the HUD EDI Community Development Fund for Fiscal
Year 2026 in the amount of $2,000,000.00 for lift station upgrades at the Ruffled Feathers & Glens of
Connemara lift stations and water main installation along Bell Road.
SECTION 2:
That the Village President and the Village Administrator is hereby authorized to sign the
application and various forms contained therein, make all required submissions, and do all things
necessary to complete the application for the funds requested in Section 1 of this Resolution, a copy of
which application is on file with the Clerk.
SECTION 3:
That the Village President is hereby authorized to certify that matching funds which have been
identified as supporting its projects as set out within its application will be made available upon the
approval of the projects by the Department of Housing and Urban Development or the prorated share
thereof.
SECTION 4:
The Village of Lemont does hereby commit funds from the Water/Sewer fund for use in
conjunction with HUD EDI funds, such funds to equal 66.67% of the estimated total project cost of
$3,000,000.
PASSED AND APPROVED BY THE VILLAGE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND
DUPAGE, ILLINOIS, ON THIS 91h DAY OF MARCH, 2026.
