SUMMARY/BACKGROUND
Five (5) bids were received on February 13, 2026 at 10:00 a.m. for the PW Annex Storage
Barn project. The low bid was submitted by EP Doyle and Son, 1100 Wheaton Oaks Court,
Wheaton, IL 60187 in the amount of $2,480,655.00.
As discussed at the August 2025 COW meeting, the project consists of a 12,000 SF building
with mezzanine and attached office.
ANALYSIS
This project is consistent with the Village's 5-year Capital Plan. $500,000 has been budgeted
in FY26 to start the project, with the remaining budgeted in FY27.

A RESOLUTION APPROVING AWARD OF CONTRACT
PW ANNEX STORAGE BARN
WHEREAS the Village of Lemont requires that the PW Annex Storage Barn project be
completed; and
WHEREAS, the Village seeks to utilize the services of EP Doyle & Son for such work;
and
WHEREAS, EP Doyle & Son, 1100 Wheaton Oaks Court, Wheaton, IL 60187, submitted
a low bid for such work in the amount of $2,480,655.00.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreement attached hereto as Exhibit A is hereby approved.
SECTION 2:
The Village Administrator is hereby authorized to execute the agreement and to make
minor changes to the document prior to execution that do not materially alter the Village's
obligations, to execute any other agreements and documentation as well as to take any other steps
necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.

At your request, our office solicited bids compliant with the Illinois Procurement Code (30 ILCS
500) for the New Public Works Building located on Derby Road. The solicitation was publicly advertised
on January 161h, 2026 in the My Suburban Life newspaper. Bids were received and publicly opened at
Lemont Public Works on February 131h, 2026 at 10:OOAM local time.
A total of five bids were received from the following contractors (listed in alphabetical order): All
Construction Group, EP Doyle & Sons, Johnson Downs Construction, Kroeschell Engineering, and Paul
Borg Construction. Base bids ranged from $2,480,655.00 to $4,128,920.00. The low bid was submitted
by EP Doyle & Son while the high bid was submitted by Kroeschell Engineering. The lowest bid represents
a —14.5% increase over our estimate of $2,166,653.15.
After reviewing submitted bids and verifying compliance with the Bid Documents, all five bids are
considered responsive. We recommend the Village of Lemont awards the project to EP Doyle & Son in
the base bid amount of $2,480,655.00.

A. Base Bid, Single -Prime (All Trades) Contract: The undersigned Bidder, having carefully
examined the Procurement and Contracting Requirements, Conditions of the Contract,
Drawings, Specifications, and all subsequent Addenda, as prepared by Carlile Architects LLC
and Architect's consultants, having visited the site, and being familiar with all conditions and
requirements of the Work, hereby agrees to furnish all material, labor, equipment and services,
including all scheduled allowances, necessary to complete the construction of the above -named
project, according to the requirements of the Procurement and Contracting Documents, for the
stipulated sum of:

1.3 BID GUARANTEE

WE, E.P. Doyle & Son, LLC as PRINCIPAL, and
Ohio Farmers Insurance Company as SURETY, are held jointly,
severally and firmly bound unto the above Local Public Agency (hereafter referred to as "LPA") in the penal sum of 5% of the total bid
price, or for the amount specified in the proposal documents in effect on the date of invitation for bids, whichever is the lesser sum. We
bind ourselves, our heirs, executors, administrators, successors, and assigns, jointly pay to the LPA this sum under the conditions of this
instrument.
WHEREAS THE CONDITION OF THE FOREGOING OBLIGATION IS SUCH that, the said PRINCIPAL is submitting a written
proposal to the LPA acting through its awarding authority for the construction of the work designated as the above section.
THEREFORE if the proposal is accepted and a contract awarded to the PRINCIPAL by the LPA for the above designated section
and the PRINCIPAL shall within fifteen (15) days after award enter into a formal contract, furnish surety guaranteeing the faithful
performance of the work, and furnish evidence of the required insurance coverage, all as provided in the "Standard Specifications for Road
and Bridge Construction" and applicable Supplemental Specifications, then this obligation shall become void; otherwise it shall remain in
full force and effect.
IN THE EVENT the LPA determines the PRINCIPAL has failed to enter into a formal contract in compliance with any
requirements set forth in the preceding paragraph, then the LPA acting through its awarding authority shall immediately be entitled to
recover the full penal sum set out above, together with all court costs, all attorney fees, and any other expense of recovery.

WE, Johnson Downs Construction Co., Inc.
as PRINCIPAL, and
Ohio Farmers Insurance Company as SURETY, are held jointly,
severally and firmly bound unto the above Local Public Agency (hereafter referred to as "LPN") in the penal sum of 5% of the total bid
price, or for the amount specified in the proposal documents in effect on the date of invitation for bids, whichever is the lesser sum. We
bind ourselves, our heirs, executors, administrators, successors, and assigns, jointly pay to the LPA this sum under the conditions of this
instrument.
WHEREAS THE CONDITION OF THE FOREGOING OBLIGATION IS SUCH that, the said PRINCIPAL is submitting a written
proposal to the LPA acting through its awarding authority for the construction of the work designated as the above section.
THEREFORE if the proposal is accepted and a contract awarded to the PRINCIPAL by the LPA for the above designated section
and the PRINCIPAL shall within fifteen (15) days after award enter into a formal contract, furnish surety guaranteeing the faithful
performance of the work, and furnish evidence of the required insurance coverage, all as provided in the "Standard Specifications for Road
and Bridge Construction" and applicable Supplemental Specifications, then this obligation shall become void; otherwise it shall remain in
full force and effect.
IN THE EVENT the LPA determines the PRINCIPAL has failed to enter into a formal contract in compliance with any
requirements set forth in the preceding paragraph, then the LPA acting through its awarding authority shall immediately be entitled to
recover the full penal sum set out above, together with all court costs, all attorney fees, and any other expense of recovery.
