R-11-26 Authorizing the Purchase and Lease of Certain Real Property from the Metropolitan Water Reclamation District of Greater Chicago and Authorizing the Village Administrator to Execute Related Agreements74d 418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jason Berry, Community Development THROUGH: George Schafer, Village Administrator SUBJECT: A Resolution Authorizing the Purchase and Lease of Certain Real Property from the Metropolitan Water Reclamation District of Greater Chicago and Authorizing the Village Administrator to Execute Related Agreements DATE: February 23, 2026 SUMMARY/BACKGROUND The Village has been working with the Metropolitan Water Reclamation District of Greater Chicago (MWRD) regarding the proposed purchase of 19 Stephen Street (Lots 15 and 16, Block 3 of Singer & Talcott's Stone Company Subdivision) and the lease of 11 Stephen Street (Lots 19 and 20). On December 8, 2025, MWRD confirmed that its technical departments raised no objections to the proposed transaction, subject to formal authorization by both governing bodies. The attached resolution authorizes the Village Administrator to execute documents necessary to complete the purchase of 19 Stephen Street for a price not to exceed $165,700 and to enter into a lease agreement or amendment for 11 Stephen Street, subject to final legal review and approval. MWRD has approved the form of the Village's resolution and intends to bring the matter forward to its Board following Village approval. ANALYSIS The proposed acquisition and lease arrangement advances the Village's ongoing efforts to stabilize and consolidate property ownership along the Stephen Street corridor. The transaction structure reflects previously discussed terms and allows the Village to move forward with final contract and lease negotiations upon MWRD Board authorization. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Approval of the Resolution. BOARD ACTION REQUESTED Motion to approve the Resolution. R- i, -26 A RESOLUTION AUTHORIZING THE PURCHASE AND LEASE OF CERTAIN REAL PROPERTY FROM THE METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO AND AUTHORIZING THE VILLAGE ADMINISTRATOR TO EXECUTE RELATED AGREEMENTS WHEREAS, the Metropolitan Water Reclamation District of Greater Chicago ("MWRD") owns certain real property commonly known as 11 Stephen Street and 19 Stephen Street, Lemont, Illinois, consisting of Lots 15, 16, 19, and 20 in Block 3 of Singer & Talcott's Stone Company Subdivision; and WHEREAS, the Village of Lemont ("Village") desires to acquire 19 Stephen Street (Lots 15 and 16) and to lease 11 Stephen Street (Lots 19 and 20) in furtherance of public purposes, including corridor stabilization, site control, and redevelopment planning; and WHEREAS, the Village and MWRD have negotiated terms under which the Village would purchase 19 Stephen Street for a price reflecting MWRD's original acquisition value, with the Village assuming responsibility for demolition of existing structures on both 11 and 19 Stephen Street; and WHEREAS, by letter dated December 8, 2025, the Metropolitan Water Reclamation District of Greater Chicago confirmed that its technical departments raised no objections to the proposed purchase and lease, subject to authorization by the Village Board and MWRD Board and final legal documentation; and WHEREAS, the Village Board finds that the proposed purchase and lease arrangement serves the public interest and represents a fair and reasonable transaction for the Village of Lemont. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, Will, and DuPage, Illinois, as follows: SECTION 1: The Village Administrator is hereby authorized to execute all documents necessary to purchase 19 Stephen Street (Lots 15 and 16) from the Metropolitan Water Reclamation District of Greater Chicago for a purchase price not to exceed $165,700, subject to final legal review and approval by the Village Attorney. SECTION 2: The Village Administrator is further authorized to execute a lease agreement or lease amendment with MWRD for 11 Stephen Street (Lots 19 and 20) under terms substantially consistent with those presented to the Village Board, subject to final legal review and approval by the Village Attorney. SECTION 3: The Village Administrator is authorized to take all actions necessary to implement the intent of this Resolution, including execution of related agreements and coordination of demolition and site management activities SECTION 4: This Resolution shall be in full force and effect from and after its passage and approval as provided by law.
