O-14-26 Rezoning 28.799 Acres of Property Located at 13100 Main Street Lemont0 - ILJ -do 418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jason Berry, Community Development THROUGH: George Schafer, Village Administrator SUBJECT: An Ordinance Rezoning 28.799 Acres of Property Located at 13100 Main Street in Lemont, IL DATE: February 23, 2026 SUMMARY/BACKGROUND Jose Velez, the property owner, is requesting rezoning of approximately 28.799 acres of property located at 13100 Main Street, Lemont, Illinois, following annexation into the Village of Lemont. The requested zoning is M-2 General Manufacturing District, consistent with the terms of the annexation agreement approved by the Village Board. No specific development plans are being requested or approved as part of the rezoning. Any future development of the property will be subject to full compliance with the Village of Lemont Unified Development Ordinance, building codes, and standard permitting and review procedures. ANALYSIS Comprehensive Plan The proposed M-2 zoning is consistent with the Village's long-range planning objectives and reflects the existing and planned industrial character of the surrounding area. Planning & Zoning Commission (PZC) A public hearing was held before the Planning & Zoning Commission at its regular meeting on November 5, 2025, to consider the proposed rezoning. Following the public hearing, the Commission voted to recommend approval of the rezoning request. Committee of the Whole (COW) The proposed rezoning was reviewed and discussed by the Committee of the Whole prior to Village Board consideration. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Approval of the attached ordinance. BOARD ACTION REQUESTED A motion to approve the attached ordinance. O- H -26 AN ORDINANCE REZONING 28.799 ACRES OF PROPERTY LOCATED AT 13100 MAIN STREET, LEMONT, ILLINOIS WHEREAS, the Village of Lemont (the "Village") is an Illinois municipal corporation located in Cook, DuPage, and Will Counties, Illinois; and WHEREAS, Jose Velez (the "Owner") is the owner of certain real property commonly known as 13100 Main Street, Lemont, Illinois, consisting of approximately 28.799 acres, and legally described in Exhibit A attached hereto and made a part hereof (the "Subject Property"); and WHEREAS, the Subject Property has been annexed into the corporate limits of the Village of Lemont pursuant to an ordinance duly adopted by the President and Board of Trustees; and WHEREAS, the Owner has requested that the Subject Property be zoned M-2 General Manufacturing District pursuant to the Village of Lemont Unified Development Ordinance; and WHEREAS, a public hearing concerning the proposed rezoning was held before the Planning & Zoning Commission at its regular meeting on November 5, 2025, after due notice as required by law; and WHEREAS, following the public hearing, the Planning & Zoning Commission voted to recommend approval of the proposed rezoning; and WHEREAS, the proposed rezoning is consistent with the Village's long-range planning goals and policies and will promote the orderly growth and development of the Village. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Lemont, Cook, DuPage, and Will Counties, Illinois, as follows: 2 Section 1: The foregoing recitals are hereby incorporated into and made a part of this Ordinance as though fully set forth herein. Section 2: The Subject Property, legally described in Exhibit A attached hereto and made a part hereof, is hereby rezoned to the M-2 General Manufacturing District pursuant to the Village of Lemont Unified Development Ordinance. Section 4: If any section, paragraph, clause, or provision of this Ordinance shall be held invalid, such invalidity shall not affect the validity of the remaining provisions of this Ordinance. Section 5: All ordinances, resolutions, motions, or orders in conflict with this Ordinance are hereby repealed to the extent of such conflict. Section 6: This Ordinance shall be in full force and effect upon its passage, approval, and publication as provided by law.
