SUMMARY/BACKGROUND
The petitioner, Timothy R. White, has requested Special Use approval to permit fleet
maintenance and fleet repair activities within the existing building located on Lot 2 of the
Resubdivision of 926 S. Main Street. The subject property is located within the D-D Downtown
District.
The proposed use is limited to maintenance and repair of vehicles owned and operated by the
petitioner's company and will not include retail automotive repair services to the public. All
repair activities are proposed to occur within the existing building. There will be no outside
storage or parking of vehicles associated with the special use.
ANALYSIS
Comprehensive Plan
The future land use designated for the subject property in the Lemont 2030 Comprehensive
Plan is Mixed Use (MU).
Planning & Zoning Commission (PZC)
The PZC held a public hearing to discuss the proposed special use at the meeting held on
January 7, 2026. The PZC recommended approval of the special use with conditions that
have been incorporated into the ordinance.
Committee of the Whole (COW)
The proposed special use was discussed at the COW meeting held on February 16, 2026.
Consistency with Village Policy

Staff recommends approval of the attached ordinance.

WHEREAS, 926 Main St., LLC, whose principal is Timothy R. White (the "Petitioner"),
is the owner of the property covering approximately 0.7243-acres located at 926 Main Street
(PINS# 22-20-425-003-0000; 22-20-425-004-0000 and 22-20-425-006-0000), legally described
in Exhibit A (hereinafter referred to as the "Subject Property"); and
WHEREAS the property has been subdivided pursuant to a Plat of Resubdivision of 926
Main Street, creating three (3) lots, including Lot 2, which contains the existing commercial
building; and
WHEREAS the Petitioner seeks approval of a Special Use pursuant to Section 17.04.140
of the Lemont Unified Development Ordinance to permit auto body and repair activities in the
D-D, Downtown District within the existing building located on Lot 2; and
WHEREAS, the Planning and Zoning Commission of the Village of Lemont, Illinois
conducted a public hearing on January 7, 2026 and voted 6-0 to recommend approval of the special
use with conditions incorporated in this Ordinance; and
WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by
law and was published in the Daily Southtown, a newspaper of general circulation within the
Village; and
WHEREAS, the Village President and Board of Trustees have reviewed the matter herein
and have determined that the requested special use is in the best interest of public health, safety,
and welfare of the residents of the Village of Lemont, and hereby adopts the finding of facts as set
forth in Exhibit B.
NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village
of Lemont, Cook, DuPage and Will County, Illinois as follows:
SECTION ONE: The foregoing findings and recitals are hereby adopted as Section
One of this Ordinance and are incorporated by reference as if set forth verbatim herein.

SECTION TWO: A Special Use is hereby granted pursuant to Section 17.04.140 of the
Unified Development Ordinance to permit Auto Body Repair within the existing building located
on Lot 2 of the Resubdivision of 926 S. Main Street, subject to the conditions set forth herein. No
rights granted herein shall extend to or encumber Lot 1 or Lot 3 of the Resubdivision of 926 S.
Main Street.
SECTION THREE: Conditions. The Special Use shall have the following conditions:
1. The Auto Body Repair use shall be limited to maintenance and repair of vehicles
owned or operated by the property owner and/or affiliated business entities. No retail
automotive repair services to the public shall be permitted.
2. All repair activities shall occur entirely within the existing building located on Lot 2.
No outdoor repair activities shall be permitted.
3. No outdoor vehicle storage associated with the special use shall occur on Lot 1 or
Lot 3.
4. No expansion of the building footprint on Lot 2 shall occur without further approval
of the Village Board.
5. Except as expressly granted herein, Lot 2 shall comply with all other applicable
provisions of the Lemont Municipal Code.
6. The Special Use shall run with Lot 2 only and shall terminate upon a change in
principal use unless otherwise approved by the Village Board.
SECTION FOUR: That the Village Clerk of the Village of Lemont be and is directed
hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois,
made and provided.
SECTION FIVE: That this Ordinance shall be in full force and effect from and after its
passage, approval and publication as provided by law.
SECTION SIX: All ordinances in conflict herewith are hereby repealed to the extent of
such conflict.

FINDINGS. Based upon the evidence and testimony presented during the public hearing, the
Lemont Village Board of Trustees finds the following:
The Lemont 2030 Comprehensive Plan's future land use map designates the subject site
as Mixed Use (MU).
2. Personal fleet repair and maintenance in an existing auto repair building is consistent
with the mixed -use context when appropriately conditioned to mitigate external impacts.
The special use sufficiently meets the applicable standards for a special use found in
17.04.140 with the conditions incorporated into this ordinance.
