SUMMARY/BACKGROUND
SVL DECO, LLC d/b/a Lina's Embroidery, contract purchaser of 1115 Warner Avenue, has
requested a variation from Section 17.10 of the Unified Development Ordinance to permit an
office use without on -site off-street parking. The existing 5,000-square-foot building would
require approximately twenty (20) parking spaces; however, the property does not contain off-
street parking and has historically relied on on -street parking.
Approval of the variation would allow Lina's Embroidery to occupy the building. A separate
ordinance to rezone the property from R-6 to B-1 is being considered concurrently.
ANALYSIS
Comprehensive Plan
The future land use in the Lemont 2030 Comprehensive Plan is Mixed Use (MU).
Planning & Zoning Commission (PZC)
The PZC reviewed the request at public hearings on September 3, 2025 and February 4,
2026, and recommended approval of the variation with conditions incorporated into the
ordinance.
Committee of the Whole (COW)
The COW reviewed the proposal on February 16, 2026, after several previous discussions,
and considered the PZC recommendation and neighbor feedback.
Consistency with Village Policy
Lemont 2030 Comprehensive Plan
STAFF RECOMMENDATION
Staff recommends approval of the attached ordinance.

WHEREAS Lemont Township is the owner of the subject property covering 0.301 acres
(PINS # 22-29-310-003-0000 and 22-29-310-009-0000) located at 1115 Warner Avenue
(hereinafter referred to as the "Subject Property") described and depicted in Exhibit A; and
WHEREAS SVL DECO, LLC d/b/a Lina's Embroidery (hereinafter referred to as the
"Petitioner"), as contract purchaser of the Subject Property, petitioned the Village of Lemont for a
variation from Section 17.10 of the Unified Development Ordinance (UDO) to operate without the
provision of on -site off-street parking spaces; and
WHEREAS, Section 17.10 of the Unified Development Ordinance ("UDO") requires one
(1) off-street parking space per 250 square feet of gross floor area for office uses, which would
require approximately twenty (20) off-street parking spaces for the existing 5,000 square foot
building; and
WHEREAS the Planning & Zoning Commission of the Village of Lemont, Illinois
conducted a public hearing on September 3, 2025 and voted 6-0 to recommend approval of the
requested variation; and
WHEREAS the Village of Lemont, Counties of Cook, Will and DuPage, Illinois ("the
Village") is a municipality in the state of Illinois with full powers to enact ordinances and adopt
ordinances for the benefit of the residents of the Village; and

WHEREAS, the Village and Petitioner have complied with the statutory procedures and
requirements for the requested variation.
NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village
of Lemont, Cook, DuPage and Will County, Illinois as follows:
SECTION 1: That the above recitals and legislative findings are found to be true and
correct and are hereby incorporated herein and made a part hereof as if fully set forth in their
entirety.
SECTION 2: A variation from Section 17.10 of the Unified Development Ordinance is
hereby granted to permit the operation of SVL DECO, LLC d/b/a Lina's Embroidery office/retail
use at the property located at 1115 Warner Avenue without the provision of on -site off-street
parking spaces.
SECTION 3: Conditions. Unless otherwise approved by the Village Board, the Subject
Property shall be developed and maintained in accordance with the Lemont, Illinois Municipal
Code and this Ordinance.
1. This variation is expressly limited to the office/retail use operated by Petitioner (SVL
DECO, LLC d/b/a Lina's Embroidery) at this location and shall not authorize any other
principal use or operator at the Subject Property without further approval of the Village
Board.
2. Any proposed change in principal use at the Subject Property shall require review and
approval by the Village Board and reconsideration of the applicable off-street parking
requirements of the Unified Development Ordinance.

3. All other applicable provisions of the Lemont Municipal Code shall remain in full force
and effect.
SECTION 4: This ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.
SECTION 5: If any section, paragraph, clause or provision of this ordinance shall be held
invalid, the invalidity thereof shall not affect any of the other provisions of this ordinance.
