O-09-26 Rezoning 0.301 Acres of Property Located at 1115 Warner Ave., Lemont, IL?4d 418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jamie Tate, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: An Ordinance Rezoning 0.301 Acres of Property Located at 1115 Warner Avenue in Lemont, Illinois DATE: February 23, 2026 SUMMARY/BACKGROUND Lemont Township is under contract to sell its former office building at 1115 Warner Avenue to Lina's Embroidery for relocation of its business to this location. The property is currently zoned R-6 Multi -Family Residential District, which permits government offices but does not permit an embroidery business. The proposed rezoning to the B-1 Office/Retail Transitional District would establish the appropriate zoning classification to allow the Lina's Embroidery office use at this property. Approval of the associated parking variation request, presented as a separate ordinance, is also required for the use to fully comply with the off-street parking requirements of the Unified Development Ordinance. ANALYSIS Comprehensive Plan The subject property's future land use in the Lemont 2030 Comprehensive Plan is Mixed Use (MU). The rezoning is in agreement with the future land use. Planning & Zoning Commission (PZC) The rezoning was discussed at the public hearing held at the September 3, 2025 PZC meeting. The PZC recommended approval of the proposed rezoning for the purpose of locating Lina's Embroidery at this location. Committee of the Whole (COW) The rezoning was discussed at the COW meeting held on September 15, 2025. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Staff recommends approval of the attached ordinance. BOARD ACTION REQUESTED A motion to approve the attached ordinance. O- 01 -26 AN ORDINANCE REZONING 0.301 ACRES OF PROPERTY LOCATED AT 1115 WARNER AVENUE IN LEMONT, ILLINOIS (Lina's Embroidery) WHEREAS Lemont Township is the owner of the subject property covering 0.301 acres (PINS # 22-29-310-003 & 22-29-310-009) located at 1115 Warner Avenue (hereinafter referred to as the "Subject Property") described and depicted in Exhibit A; and WHEREAS SVL DECO, LLC d/b/a Lina's Embroidery (hereinafter referred to as the "Petitioner"), as contract purchaser of the Subject Property, petitioned the Village of Lemont for a zoning map amendment from the R-6 Multi -Family Residential District to the B-1 Office/Retail Transitional District pursuant to Title 17 of the Lemont Municipal Code; and WHEREAS the Planning & Zoning Commission of the Village of Lemont, Illinois conducted a public hearing on September 3, 2025 for the rezoning request and voted 6-0 to recommend approval of the rezoning; and WHEREAS the Village of Lemont, Counties of Cook, Will and DuPage, Illinois ("the Village") is a municipality in the state of Illinois with full powers to enact ordinances and adopt ordinances for the benefit of the residents of the Village; and WHEREAS, the Village and Petitioner have complied with the statutory procedures and requirements for rezoning of the Subject Property, defined as the 0.301 acres included in this Ordinance. NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village of Lemont, Cook, DuPage and Will County, Illinois as follows: SECTION 1: That the above recitals and legislative findings are found to be true and correct and are hereby incorporated herein and made a part hereof as if fully set forth in their entirety. SECTION 2: The Subject Property, as described in Exhibit A, is hereby rezoned from the R-6 Multi -Family Residential District to the B-1 Office/Retail Transitional District in conformance with the Village's Unified Development Ordinance. SECTION 3: General Conditions. Unless otherwise approved by the Village Board, the subject property shall be developed and maintained in accordance with the Lemont, Illinois Municipal Code and this Ordinance. SECTION 4: This ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law.
