The subject property is zoned M-2, General Manufacturing District and is occupied by Aggreko. The addition is designed to match the existing metal building allowing a seamless integration, but requires a variation from UDO Section 17.21.040, prohibiting metal panels as exterior building materials in non-residential zoning districts. ANALYSIS Comprehensive Plan The Lemont 2030 Comprehensive Plan identifies the subject site within the Industrial (IND) future land use designation. Planning & Zoning Commission (PZC) The PZC held a public hearing to discuss the matter on January 7, 2026. They voted (6-0) to recommend approval with conditions that are incorporated into the attached ordinance. Committee of the Whole (COW) The COW discussed the proposal at the meeting held on January 26, 2026. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Staff recommends approval of the attached ordinance. ORDINANCE NO. 0 AN ORDINANCE GRANTING A VARIATION FROM SECTION 17.21.040 OF THE UNIFIED DEVELOPMENT ORDINANCE TO ALLOW AN ADDITION TO THE BUILDING UTILIZING EXTERIOR METAL PANELS LOCATED AT 16748 NEW AVENUE IN LEMONT, IL (Natco Leasing) WHEREAS, Natco Leasing LLC (hereinafter referred to as "the Petitioner") is the owner of the property at 16748 New Avenue in Lemont, IL (PIN# 22-30-101-040-0000) (hereinafter referred to as the "Subject Property"), legally described in Exhibit A; and WHEREAS, Section 17.21.040 of the Unified Development Ordinance ("UDO") prohibits the use of metal exterior panels on building elevations; and WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois Municipal Code, Title 17 Unified Development Ordinance ("UDO") seeking a variation from § 17.21.040 to allow the use of exterior metal panels for a building addition in the M-2 zoning district, as depicted in Exhibit B; and WHEREAS, the Planning and Zoning Commission of the Village of Lemont, Illinois conducted a public hearing on January 7, 2026 and voted 6-0 to recommend approval of the requested variation as conditioned in this ordinance; and WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by law and was published in the Daily Smithtown, a newspaper of general circulation within the Village; and WHEREAS, the Village President and Board of Trustees have reviewed the matter herein and have determined that the requested variation is in the best interest of public health, safety, and welfare of the residents of the Village of Lemont, and hereby adopts the finding of facts as set forth in Exhibit C. NOW, THEREFORE BE IT ORDAINED by the Village President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois as follows: SECTION ONE: The foregoing findings and recitals are hereby adopted as Section 1 of this Ordinance and are incorporated by reference as if set forth verbatim herein. SECTION TWO: A variation from Section 17.21.040 of the UDO is hereby granted to permit the use of exterior metal panels for an 800 square -foot building addition on the property located at 16748 New Avenue. SECTION THREE: Conditions. The following conditions apply: 1. The addition shall be consistent with the plans provided in Exhibit B. 2. The metal panels used for the addition shall be consistent in material and color as the existing building. 3. All required building permits and approvals shall be obtained prior to construction. SECTION FOUR: That the Village Clerk of the Village of Lemont be and is directed hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois, made and provided. SECTION FIVE: That this Ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law. Based upon the evidence and testimony presented during the public hearing, the Lemont Village Board of Trustees finds the following: 1. The Lemont 2030 Comprehensive Plan designates the future land use of the subject property as Industrial (IND). 2. The subject property is within the M-2, General Manufacturing District. 3. The requested variation adequately meets the standards for granting variations within the Unified Development Ordinance. 4. The proposed addition and materials are compatible with the existing building.
