O-68-25 Fixing A Time And Place For The Public Hearing On The Proposed Village Of Lemont Main & Maley Redevelopment Project Area418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: George Schafer, Administration THROUGH: SUBJECT: An Ordinance Fixing A Time And Place For The Public Hearing On The Proposed Village Of Lemont Main & Maley Redevelopment Project Area DATE: December 8, 2025 SUMMARY/BACKGROUND In August of 2025 the Village Board approved a consulting agreement with Ryan, LLC to study several properties along the Main Street corridor near Maley Road and the surrounding industrial area. The area has been a key topic serving as a gateway to the downtown with heavy industrial and other transportation type uses occupying many of the properties. Blight and other factors may be preventing many of the areas from redeveloping into higher value opportunities which could benefit from tax increment financing and/or other incentives if they were deemed eligible. A three phase study commenced in August including the preparation of an eligibility report, a redevelopment plan and financial analysis for the potential district. The first formal step post is the setting a date for a public hearing, see attached. The public hearing would be at the February 9, 2026th Village Board Meeting. There are many steps to forming a TIF district, including the public hearing to take place on February 9th, the Joint Review Board Meeting, and additional meetings. The most outward benefit (of a TIF district, if it were to qualify) would be that it promotes meaningful development as it would give the Village a mechanism by which it can provide economic incentives to developers to responsibly develop properties within the TIF and raise property values of the areas in and around the district. Some or all of the properties in this area are hindered by either contamination, flood plain, lack of utilities, lack of platting or other hurdles to development. Any incentives considered for projects would have to be negotiated and approved by the Board via redevelopment agreement, and only for TIF eligible costs approved by the Board. Section 2 That the legal description of the proposed Redevelopment Project Area is attached hereto as Exhibit A and that a map of the proposed Redevelopment Project Area is attached hereto as Exhibit B. A copy of the proposed Eligibility Report and Redevelopment Plan is available for inspection at the Office of the Village Clerk. Section 3 In any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity thereof shall not affect any of the other provisions of this ordinance. Section 4 All ordinance in conflict herewith are hereby repealed to the extent of such conflict. Section 5 This ordinance shall be immediately in frill force and effect after passage and approval.
