SUMMARY/BACKGROUND
The applicant and property owner, Castletown Homes, is requesting a variation to allow a
proposed detached garage at 700 Czacki Street to be accessed from Logan Street rather than
the existing public alley located along the rear property line. Under UDO Section 17.07.020(F)
(2), garages must utilize access from an existing alley when one is present. The applicant
seeks relief from this requirement due to significant grade changes, the presence of an
established curb cut and long-standing driveway alignment on Logan Street. The applicant
states alley access would result in a less functional layout and reduced usable rear yard
space.
ANALYSIS
Comprehensive Plan
The Lemont 2030 Comprehensive Plan identifies the subject property as Infill Residential
(INF).
Planning & Zoning Commission (PZC)
A public hearing was held on November 5, 2025 to consider the variation request. The PZC
voted (7-0) to recommend approval of the variation with conditions incorporated into the
attached ordinance.
Committee of the Whole (COW)
The COW reviewed and discussed the proposal at the meeting held on November 17, 2025.
Consistency with Village Policy

WHEREAS, Castletown Homes (hereinafter referred to as "the Petitioner") is the owner
of the property at 700 Czacki Street in Lemont, IL (PIN# 22-29-204-014-0000) (hereinafter
referred to as the "Subject Property"), legally described in Exhibit A; and
WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois
Municipal Code, Title 17 Unified Development Ordinance ("UDO") seeking a variation to
§ 17.07.020 from the UDO to allow for a detached residential garage without access using the alley
in the R-4A zoning district, as depicted in Exhibit B; and
WHEREAS, the Planning and Zoning Commission of the Village of Lemont, Illinois
conducted a public hearing on November 5, 2025 and voted 7-0 to recommend approval of the
requested variation as conditioned in this ordinance; and
WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by
law and was published in the Daily Southtown, a newspaper of general circulation within the
Village; and
WHEREAS, the Village President and Board of Trustees have reviewed the matter herein
and have determined that the requested variation is in the best interest of public health, safety, and
welfare of the residents of the Village of Lemont, and hereby adopts the finding of facts as set
forth in Exhibit C.
NOW, THEREFORE BE IT ORDAINED by the Village President and Board of
Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois as follows:
SECTION ONE: The foregoing findings and recitals are hereby adopted as Section 1 of
this Ordinance and are incorporated by reference as if set forth verbatim herein.
SECTION TWO: A variation from UDO Section 17.07.020(F)(2) is hereby granted to
permit the detached garage on the property located at 700 Czacki Street to be accessed from Logan
Street rather than the existing public alley.
SECTION THREE: Conditions. The following conditions apply:
1. All final plans shall comply with the R-4A District and all applicable provisions of
the Unified Development Ordinance, except as modified by this approved variation.
2. The applicant shall install foundation landscaping and consider additional
enhancement of the Logan Street —facing fagade to strengthen streetscape
consistency.
3. Preliminary grading, retaining wall, and drainage plans shall be reviewed and
approved by the Village Engineer prior to issuance of permits associated with the
variation.
SECTION FOUR: That the Village Clerk of the Village of Lemont be and is directed
hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois,
made and provided.
SECTION FIVE: That this Ordinance shall be in full force and effect from and after its
passage, approval and publication as provided by law.

FINDINGS. Based upon the evidence and testimony presented during the public hearing, the
Lemont Village Board of Trustees finds the following:
1. The Lemont 2030 Comprehensive Plan designates the subject property as Infill Residential
(INF), which supports reinvestment in established neighborhoods and the construction of
new single-family homes compatible with surrounding development patterns
2. The subject property is within the R-4A zoning district.
3. The requested variation adequately meets the standards for granting variations within the
Unified Development Ordinance.
