SUMMARY/BACKGROUND
V2 LLC, the applicant and current lessee of 113 Holmes Street, is requesting a Special Use to
operate a contractor office within the D-D Downtown District. The proposed use is limited to
administrative office functions and light indoor equipment storage conducted entirely within the
existing building, with no outdoor operations, contractor -yard activities, or outdoor storage.
The Special Use approval is specific to V2 LLC and will remain valid only for the duration of
the company's current lease, which expires June 30, 2027, or until redevelopment approvals
for the property are granted, whichever occurs first.

The Lemont 2030 plan designates the subject property as Mixed Use (MU).
Planning & Zoning Commission (PZCI
The Planning and Zoning Commission conducted a public hearing on November 5, 2025 and
voted 7-0 to recommend approval of the Special Use as conditioned in the attached
ordinance.
Committee of the Whole (COW)
The request was presented and discussed at the COW meeting held on November 17, 2025.

THE D-D, DOWNTOWN DISTRICT AT 113 HOLMES STREET IN LEMONT, IL

WHEREAS, Elvira Vela of V2 LLC ("Petitioner") is the tenant of certain property
located at 113 Holmes Street, Lemont, Illinois (PIN 22-20-414-011-0000) (hereinafter referred to
as the "Subject Property"), as described in the Legal Description attached hereto as Exhibit A;
and
WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois
Municipal Code, Title 17 Unified Development Ordinance ("UDO") seeking a special use for a
contractor office in the D-D zoning district pursuant to 17.06.020 (Table 17-06-01) and 17.06.120
C. of the UDO; and
WHEREAS, the Planning and Zoning Commission of the Village of Lemont, Illinois
conducted a public hearing on November 5, 2025 and voted 7-0 to recommend approval of the
special use for V2 LLC at 113 Holmes Street with conditions incorporated in this Ordinance; and
WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by
law and was published in the Daily Southtown, a newspaper of general circulation within the
Village; and
WHEREAS, the Village President and Board of Trustees have reviewed the matter herein
and have determined that the requested special use is in the best interest of public health, safety,
and welfare of the residents of the Village of Lemont, and hereby adopts the finding of facts as set
forth in Exhibit B.
NOW, THEREFORE BE IT ORDAINED BY THE VILLAGE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK,
DUPAGE, AND WILL, ILLINOIS AS FOLLOWS:
SECTION ONE: The foregoing findings and recitals are hereby adopted as Section
One of this Ordinance and are incorporated by reference as if set forth verbatim herein.
SECTION TWO: A special use is granted for a contractor office use in the D-D Zoning
District at 113 Holmes Street.
SECTION THREE: The special use shall have the following conditions:
1. This Special Use is granted specifically to V2 LLC for administrative office
operations associated with a contractor office use. The approval is non-
transferable and shall not extend to future tenants or subleases without Village
review and approval.
2. A minimum of six (6) off-street parking spaces shall be striped and maintained
on the paved surface of the property in accordance with UDO standards,
including one ADA-compliant space, prior to issuance of a Certificate of
Occupancy.
3. All equipment, trailers, materials, and boxes shall be stored entirely within the
building. No outdoor operations, storage, staging, or material handling is
permitted.
4. No truck parking, loading, unloading, idling, or fleet staging may occur.
5. The Special Use approval shall remain valid only for the duration of V2 LLC's
current two-year lease, which expires June 30, 2027, or until redevelopment
approvals are granted for the property, whichever occurs first. Any request for
extension requires reapplication and full review by the PZC and Village Board.
6. The building and site shall be maintained in a clean and orderly condition, free
from debris, abandoned items, discarded materials, or outdoor stockpiles. All
paved and landscaped areas shall be kept in good repair.
SECTION FOUR: That the Village Clerk of the Village of Lemont be and is directed
hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois,
made and provided.
SECTION FIVE: That this Ordinance shall be in frill force and effect from and after its
passage, approval and publication as provided by law.

FINDINGS. Based upon the evidence and testimony presented during the public hearing, the
Lemont Village Board of Trustees finds the following:
The Lemont 2030 Comprehensive Plan's future land use map designates the subject site
as Mixed Use (MU).
2. A contractor office is consistent with the mixed -use context when appropriately
conditioned to mitigate external impacts.
3. The special use sufficiently meets the applicable standards for a special use found in
§ 17.04.140 with the conditions incorporated into this ordinance.
