SUMMARY/BACKGROUND
Two (2) proposals were received since the bid opening on 8/15/2025, for the 2025 1&1
Improvements project, the work of which will consist of ensuring MWRD IICP compliance at
various locations around the Village. There were no bidders at the 8/15/2025 bid opening.
The work items for the project include televising sewer lines, smoke testing, property
inspections, private sector repairs, and manhole repairs.
The low proposal amount was submitted by Underground Pipe Solutions, in the amount of
$119,996.00.
ANALYSIS
The 2025 1&1 Improvements Program is consistent with the Village's 5-year Capital Plan, with
funds included in the FY26 Budget for this project.

RESOLUTION NO. R- 79 -25
A RESOLUTION AUTHORIZING THE 2025 I&I IMPROVEMENTS
WHEREAS it has become necessary for the 2025 I&I Improvements Program; and
WHEREAS, in connection with the work to be conducted on the 2025 I&1 Improvements
Program, the Village has researched and evaluated available options and contractors; and
WHEREAS, upon review by Village staff, it was concluded that the greatest benefit to
the Village will be realized by waiving the bidding process and accepting the proposal for 2025
I&I Improvements Program with Underground Pipe Solutions, 8113 46'h Street, Lyons, IL 60534,
in an amount not to exceed $119,996.00.; and
WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) allows the
Board of Trustees of the Village ("Village Board"), upon a vote of two-thirds of the trustees then
holding office, to waive the requirements for competitive bidding; and
WHEREAS, The Village Board has determined that it is advisable, necessary, and in the
best interest of the Village to waive competitive bidding and authorize 2025 I&1 Improvements
Program for $119,996.00.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
Incorporation Recitals. The foregoing findings and recitals are hereby adopted as Section
One of this Resolution and are incorporated by reference as if set forth verbatim herein.
SECTION 2:
Waiver of Public Bid Requirements and Authority to Purchase. The Village Board hereby
waives the competitive bidding requirements otherwise applicable to the 2025 I&I Improvements
Program by Underground Pipe Solutions at a price not to exceed $119,996.00 as Exhibit A.
SECTION 3:
The Village Administrator or his designee is hereby authorized to execute any documents
and take any other steps necessary to complete the 2025 I&I Improvements Program by
Underground Pipe Solutions at a price not to exceed $119,996.00 and to otherwise carry out this
Resolution.
SECTION 4:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.

Listed below and on the attached Proposals are the results of the proposals received since the 8/15/2025 bid
opening (where no bids were received) for the above captioned project. Two (2) proposals were received and
checked for accuracy. The results are as follows:
Underground Pipe Solutions. as read $119,996.00
Riccio Construction as read $148,195.20
We have analyzed the proposals and found Underground Pipe Solutions, Inc. of Lyons, Illinois to be the lowest
qualified bidder. The total is slightly below what was budgeted in the CIP budget, so HR Green, Inc. recommends
awarding the contract to Underground Pipe Solutions using the prices as shown in their proposal. As with all unit
price contracts, the final project amount will be determined after completion of the work.
