SUMMARY/BACKGROUND
The Village is looking to partner with School District 210 on Safe Routes to School (SRTS)
grant application for the following proposed improvements at Lemont High School:
• Pedestrian Crossing Improvements at McCarthy Road and Julia Street
• Sidewalk Gap Closures on these Proposed Streets:
• Julia Street
• Grant Street
o Holmes Street
This year's SRTS program is 100% funded because the usual 20% local match will be
provided by the Highway Safety Improvement Program. The partnership works well because
of IDOT's involvement with reimbursing funds and their preference with working with
municipalities.
ANALYSIS
These are improvements that the Village has planned if the right funding source came along.
This is the right funding source.

A RESOLUTION AUTHORIZING SUPPORT OF PARTICIPATION IN THE SAFE
ROUTES TO SCHOOL GRANT PROGRAM
(Lemont High School — District 210 Pedestrian Crossing & Sidewalk Gap Closure)
WHEREAS, the Village of Lemont wishes to participate in the Safe Routes to School
(SRTS) Program 2025 Funding Cycle as the lead agency, in conjunction with the Lemont
Township High School District 210 as partners, toward providing infrastructure improvements
within the Village of Lemont to promote increase walking and bicycling opportunities for Lemont
High School students; and
WHEREAS, the Village of Lemont finds that the Safe Routes to School (SRTS) program
is a beneficial means of improving childhood physical activity and promoting pedestrian safety
measures in the vicinity of schools; and
WHEREAS, the Safe Routes to School Program (SRTS) is administered through the
Illinois Department of Transportation (IDOT), and the Village is required to submit this
Resolution as part of the application process to IDOT; and
WHEREAS, the Village of Lemont is to perform administrative responsibilities for the
project including timely bid letting and oversite of design and construction; and
WHEREAS, the proper officials, agents, and employees of the Village are hereby
authorized and directed to take such further action as they may deem necessary or appropriate to
perform all obligations and commitments of the Village in accordance with the provisions of the
Safe Routes to School (SRTS) Program
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The Foregoing findings and recitals are hereby adopted as section One of this Resolution
and are incorporated by reference as if set forth verbatim herein.
SECTION 2:
The Village President and Village Clerk are hereby authorized to support the Village's
participation in the Safe Routes to School grant program and directed to execute all necessary
documents in order to participate in said program.
SECTION 3:
This Resolution shall be in fall force and effect from and after its passage and approval as
provided by law.

THE VILLAGE OF LEMON , COUNTIES OF COOK, WILL, AND DUPAGE, ILLINOIS,

District 210 — Lemont High School
To whom it may concern:
The Village of Lemont is pleased to submit an application for funding through the Illinois Safe Routes to School Program
(SRTS) Funding Cycle 2025 as a Sponsor for Lemont Township High School District 210. The proposed project includes
pedestrian crossing improvements, upgraded traffic control devices, and sidewalk gap closures within a half -mile radius of
Lemont High School. These enhancements will provide students and community members with safe, direct access to the
high school from surrounding neighborhoods.
Several sidewalks in the area currently lack connections to the adjacent arterial or residential streets. To the south of the
high school, Grant Street and Holmes Street do not connect to McCarthy Road, while to the north, Julia Street lacks a
connection to Main Street. These missing links force pedestrians to take longer routes to reach designated crosswalks at
high volume intersections.
McCarthy Road is a heavily traveled state route that connects Lemont's downtown area to rapidly growing suburban
communities to the east. The high traffic volumes at the Julia Street intersection make it difficult for students traveling from
the south to safely access the high school. Installing flashing beacons on 20-mph school zone speed limit signs and
pedestrian crossing signs will increase driver awareness and provide additional notice to reduce speed. These safety
measures will significantly enhance student safety while also encouraging walking and riding bicycles to school.
