R-65-25 Authorizing Support of Participation in the Safe Routes toR�s-as TO: Village Board Meeting FROM: Ted Friedley, Public Works THROUGH: SUBJECT: A Resolution Authorizing Support of Participation in the Safe Routes to School Grant Program (Central School - District 113A Pedestrian Crossing & Sidewalk Gap Closure) DATE: August 25, 2025 SUMMARY/BACKGROUND Central School from District 113A reached out to the Village looking to partner on a Safe Routes to School grant application for the following proposed improvements: • Pedestrian Crossing Improvements at McCarthy Road & Freemont Street • Sidewalk Gap Closures on these Proposed Streets • McCarthy Street • Houston Street • Sobieski Street • Logan Street • Lintz Street • Freehauf Street This year's SRTS program is 100% funded because the usual 20% local match will be provided by the Highway Safety Improvement Program. The partnership works because of IDOT's involvement with reimbursing funds and their preference with working with municipalities. ANALYSIS These are improvements that the Village has had planned if the right funding source came along. This is the right funding source. R- b5— -25 A RESOLUTION AUTHORIZING SUPPORT OF PARTICIPATION IN THE SAFE ROUTES TO SCHOOL GRANT PROGRAM (Central School — District 113A Pedestrian Crossing & Sidewalk Gap Closure) WHEREAS, the Village of Lemont wishes to participate in the Safe Routes to School (SRTS) Program 2025 Funding Cycle as the lead agency, in conjunction with the Lemont- Bromberek District 113A as partners, toward providing infrastructure improvements within the Village of Lemont to promote increase walking and bicycling opportunities for Lemont High School students; and WHEREAS, the Village of Lemont finds that the Safe Routes to School (SRTS) program is a beneficial means of improving childhood physical activity and promoting pedestrian safety measures in the vicinity of schools; and WHEREAS, the Safe Routes to School Program (SRTS) is administered through the Illinois Department of Transportation (IDOT), and the Village is required to submit this Resolution as part of the application process to IDOT; and WHEREAS, the Village of Lemont is to perform administrative responsibilities for the project including timely bid letting and oversite of design and construction; and WHEREAS, the proper officials, agents, and employees of the Village are hereby authorized and directed to take such further action as they may deem necessary or appropriate to perform all obligations and commitments of the Village in accordance with the provisions of the Safe Routes to School (SRTS) Program NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows: SECTION 1: The Foregoing findings and recitals are hereby adopted as section One of this Resolution and are incorporated by reference as if set forth verbatim herein. SECTION 2: The Village President and Village Clerk are hereby authorized to support the Village's participation in the Safe Routes to School grant program and directed to execute all necessary documents in order to participate in said program. SECTION 3: This Resolution shall be in full force and effect from and after its passage and approval as provided by law. SMOLLEN Village Clerk F �' 4 ABSENT: ABSTAIN: JOHN EGOFSKE President Exhibit A Letter of Support Central School 113A August 14, 2025 John Paris Special Programs Unit Chief Bureau of Programming, Room 308 Illinois Department of Transportation 2300 South Dirksen Parkway Springfield, IL 62764 RE: Illinois Safe Routes to School Program Village of Lemont Letter of Support District 113A—Central School (Elementary) To whom it may concern: The Village of Lemont is pleased to submit an application for funding through the Illinois Safe Routes to School Program (SRTS) Funding Cycle 2025 as a Sponsor for Central School, an elementary learning facility in Lemont-Bromberek School District 113A. The proposed project will include pedestrian crossing enhancements, upgraded traffic control devices across McCarthy Road, and the closure of sidewalk gaps in nearby southern neighborhoods currently lacking, safe, accessible routes to Central School. McCarthy Road is a high traffic volume state route connecting the Des Plaines River crossing from the west to rapidly growing suburban communities to the east. The crossing improvements will include flashing beacons at the pedestrian crossing signs and 20 mph school zone speed limit signs north of Central School. These upgraded traffic control devices heighten driver awareness, providing additional notice to slow down —especially important given the limited reaction time when approaching the curve where Stephen Street becomes McCarthy Road. In addition, seven residential streets within a half mile radius south of Central School have sidewalk gaps or the severely deteriorated sidewalks, making the route unwalkable and forcing students to walk or bike traffic lanes. This project will add ADA-compliant ramps, landings, and handrails ensuring accessibility and safety for all users. All sidewalk construction will occur within the Village's right-of-way where the Village has full authority to meet all obligations and commitments under SRTS program requirements. These improvements will not only enhance student safety but also encourage more children to walk or bike to school.
