SUBJECT: Resolution Authorizing the Purchase and Buildout of a LEMA (Lemont Emergency Management Agency) Vehicle DATE: August 25, 2025 SUMMARY/BACKGROUND The LEMA (Lemont Emergency Management Agency) is in need to purchase one (1) new Ford 2025 Interceptor to replace a 2017 Ford Interceptor that has outlived its useful life. The cost which includes government pricing through Willowbrook Ford and the teardown and buildout from Midwest 911, Inc. minus trade-in for a cost not to exceed $55,000.00. ANALYSIS The FY26 Capital Plan has authorized the purchase of a LEMA (Lemont Emergency Management Agency) vehicle to replace a dated vehicle that has outlived its useful life. Village staff obtained a quote for the necessary equipment from Willowbrook Ford, Inc. and Midwest 911, Inc. The Village has purchased vehicles from Willowbrook Ford, Inc. in the past, and utilized Midwest 911, Inc. for buildouts. Willowbrook Ford, Inc. have offered the same governmental price as an otherwise municipal bid price to the Village. Consistency with Village Policy 5-Year Capital Improvement Plan (if applicable) STAFF RECOMMENDATION Staff recommends passing the resolution to waive competitive bidding and authorize the purchase of a 2025 Ford Interceptor from Willowbrook Ford and teardown and buildout from Midwest 911, Inc. as a LEMA (Lemont Emergency Management Agency) vehicle. A RESOLUTION AUTHORIZING THE PURCHASE AND BUILDOUT OF A LEMA (LEMONT EMERGENCY MANAGEMENT AGENCY) VEHICLE WHEREAS, the Village of Lemont ("Village") is an Illinois Municipal Corporation pursuant to the Illinois Constitution of 1970 and the Statutes of the State of Illinois; and WHEREAS, Village staff obtained a quote for the necessary equipment from Willowbrook Ford, Inc. and Midwest 911, Inc. The Village has purchased vehicles from Willowbrook Ford, Inc. in the past as well as utilizing Midwest 911, Inc., as they have offered the same governmental price as an otherwise municipal bid price to the Village; and; WHEREAS, it has become necessary for the Village of Lemont ("Village") to replace and upgrade certain vehicles for the Lemont Emergency Management Agency; and; WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) allows the Board of Trustees of the Village ("Village Board"), upon a vote of two-thirds of the trustees then holding office, to waive the requirements for competitive bidding; and WHEREAS, upon receipt and review of the quotes submitted, the President and Village Board have determined that it is advisable, necessary and in the best interests of the Village to accept the quote submitted by Willowbrook Ford for one (1) 2025 Ford Interceptor and buildout quote from Midwest 911, Inc. copies of which are attached hereto, at a price not to exceed $55,000.00 minus trade-in; WHEREAS, the Village Board finds that it is necessary, convenient and in the interest of the Village to authorize the purchase and buildout of the 2025 Ford Interceptor; BE IT RESOLVED by the Village President and Board of Trustees of the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows: SECTION ONE: The foregoing findings and recitals are hereby adopted as Section One of the Resolution and are incorporated by reference as if set forth verbatim herein. SECTION TWO: The Village Board hereby accepts the low bid to purchase one (1) 2025 Ford Interceptor and accepts the quote from Willowbrook Ford and Midwest 911, Inc. for the purchase and installation of the necessary equipment at a price not to exceed $55,000.00 minus trade-in.
