High Road, Romeoville, IL) DATE: July 14, 2025 SUMMARY/BACKGROUND Attached is a resolution objecting to the proposed rezoning of 13141 S. High Road in unincorporated Will County from A-1 to 1-3. The application, submitted by ARAN Holdings, LLC, seeks to allow over 600 outdoor storage stalls for vehicles and equipment. The proposed development would impact High Road, which is partially under Lemont's jurisdiction. ANALYSIS The Village has concerns regarding increased truck traffic, deterioration of High Road, safety hazards related to a nearby low -clearance bridge, and congestion at the 127th Street and New Avenue intersection. These concerns are shared by nearby residents and are exacerbated by limited enforcement ability in the unincorporated area. The resolution formally objects to the proposed rezoning and requests mitigation or denial by Will County. Consistency with Village Policy STAFF RECOMMENDATION Approve the resolution. RESOLUTION NO. —i- A RESOLUTION OBJECTING TO WILL COUNTY ZONING CASE ZC-25-052 (13141 S. HIGH ROAD, ROMEOVILLE, IL) WHEREAS, the Village of Lemont, Counties of Cook, Will and DuPage, Illinois (the "Village"), is a municipality in the State of Illinois with full powers to enact ordinances and adopt resolutions for the benefit of its residents; and WHEREAS, the Village has received notice of Will County Zoning Case ZC-25-052, a petition by ARAN Holdings, LLC, requesting a map amendment from A-1 (Agricultural) to I-3 (General Industrial) for property located at 13141 S. High Road, Romeoville, Illinois (PIN: 12- 02-36-300-001-0000); and WHEREAS, 1271h Street from Smith Road westerly to New Avenue and High Road from 1271h Street south for approximately three-quarters of a mile is under the jurisdiction of the Village of Lemont; and WHEREAS, the applicant proposes to establish an outdoor storage facility containing over 600 individually striped vehicle and equipment stalls on a 19.9-acre parcel; and WHEREAS, the proposed use would require access from High Road, which is already subject to deterioration from daily truck traffic, and the Village anticipates that the proposed facility would substantially increase traffic volume along this corridor; and WHEREAS, the site lies near a low -clearance pipeline bridge owned by CITGO that crosses High Road, creating a hazard for tall vehicles and trailers, and traffic from the facility would likely impact an intersection already under scrutiny due to queueing and public safety issues at 127th Street and New Avenue; and WHEREAS, the Village has received multiple complaints from area residents regarding traffic, noise, and deteriorating road conditions, and further industrial activity would exacerbate these concerns without appropriate mitigation; and WHEREAS, the Village of Lemont has reviewed the petition and finds that the proposed use poses significant risks to transportation safety and the maintenance of local public infrastructure; and WHEREAS, the proposed use would undermine efforts to coordinate infrastructure investment and planning along Lemont's municipal border and the broader unincorporated High Road corridor. BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois, as follows: SECTION ONE: The Village of Lemont hereby objects to Will County Zoning Case ZC- 25-052 and respectfully requests that the Will County Board deny the proposed rezoning from A- 1 to I-3 for the subject property. SECTION TWO: Should Will County proceed with the case, the Village of Lemont requests that a full interjurisdictional traffic impact analysis be completed, tractor -trailer access to High Road from 127th Street be prohibited for the use of this property, and any approval be strictly conditioned to the submitted outdoor storage use as described in the application with a restriction on more intensive I-3 uses. SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. SECTION FOUR: The Village Clerk is directed to transmit this Resolution to the Will County Land Use Department and provide copies to the Will County Executive's Office and the Village of Romeoville.
