R-48-25 Approving Purchases for Lighting Up Lemont Holiday Items�T,9MONT LLAGE OF 418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Linda Molitor, Administration THROUGH: SUBJECT: A Resolution Approving Purchases for Lighting Up Lemont Holiday Items DATE: July 14, 2025 SUMMARY/BACKGROUND Lighting Up Lemont began in 2019 with the first lease to own lighting displays from Artistic Holiday Designs that adorned Village Green and Budnik Plaza. Since this time, we have expanded the lighting displays and street pole lights throughout the entire downtown, bringing thousands of people to our downtown to brighten up the season during the cold winter months and bring additional foot traffic to the businesses. For 2025, staff would like to continue to purchase items from vendors that will continue to enhance our existing displays while adhering to our budgeted amount of $20,000.00. In addition, a budget line item of $50,000.00 was included for the purchase of a new Extended Branch Tree with lights, ornaments, and a tree topper, along with the service to install, take down, maintain, and store the tree. We will again offer sponsorship opportunities for the 2025 — 2026 Lighting Up Lemont season to purchase additional holiday display items. ATTACHMENTS Resolution Approving Purchase of Lighting Up Lemont Holiday Items 2025.pdf VILLAGE OF LEMONT i RESOLUTION NO. j! 6" A Resolution Approving Purchases for Lighting Up Lemont Holiday Items ADOPTED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT THIS 14TH DAY OF JULY 2025 Published in pamphlet form by authority of the President and Board of Trustees of the Village of Lemont, Counties of Cook, Will and DuPage, Illinois on this 14TH day of July 2025 Resolution No. k-45 7 ' A Resolution Approving Purchases for Lighting Up Lemont Holiday Items WHEREAS, the Village of Lemont ("Village") intends to have holiday design decorations in the downtown area; WHEREAS, the Village has obtained the holiday displays from different vendors in the past based on budgeted amounts and needs; WHEREAS, Section 5/8-9-1 of the Illinois Municipal Code (65 ILCS 5/8-9-1) allows the Board of Trustees of the Village ("Village Board"), upon a vote of two-thirds of the trustees then holding office, to waive the requirements for competitive bidding; and WHEREAS, the Village Board has determined that it is advisable, necessary and in the best interests of the Village to waive competitive bidding to purchase holiday lighting display items for the budgeted amount of $20,000.00, and $50,000.00 for the purchase of a new Extended Branch Tree including accessories, setup and take down, and maintenance and storage for the 2025-2026 Lighting Up Lemont season. NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT, COOK, WILL & DU PAGE COUNTIES, ILLINOIS that: SECTION ONE: Incorporation of Recitals. The foregoing findings and recitals are hereby adopted as Section One of this Resolution and are incorporated by reference as if set forth verbatim herein. SECTION TWO: Waiver of Public Bid Requirements and Authorize to Purchase items for 2025. The Village Board hereby waives the competitive bidding requirements and authorizes the purchase of displays and tree items totaling $70,000.00 for the 2025-2026 Lighting Up Lemont holiday season. SECTION THREE: The Village Administrator or his designee is hereby authorized to execute any documents and take any other steps necessary to purchase holiday items as needed to continue to enhance and expand the Lighting Up Lemont holiday season. SECTION FOUR: This Resolution shall be in full force and effect from and after its passage and approval as provided by law.
