SUMMARY/BACKGROUND
HR Green is assisting the Village with design engineering services for a proposed traffic signal
at the intersection of 131 st Street and Derby Road. After meetings with Cook County and the
Lemont Park District, the Village and the Park District were made aware that a traffic signal
would need to be installed at this intersection before Derby Farms Park can open up to traffic
due to the increase in traffic (both vehicular and pedestrian) that it will cause.
The time and materials, not to exceed fee for this project is $54,606.51.
ANALYSIS
The 131 st Street and Derby Road Traffic Signal is a project that is on a strict timeline if Derby
Farms Park is to open Summer 2026 as currently scheduled. The Village is exploring funding
sources for the construction of the traffic signal, but the project needs to get designed quickly
in order to give the contractor a chance to get parts ordered. Some traffic signal equipment
has a 3-4 month lead time which will hold construction from starting.

WHEREAS the Village of Lemont, Counties of Cook, Will, and DuPage, Illinois, ("the
Village") is a municipality in the State of Illinois with full powers to enact Ordinances and adopt
Resolutions for the benefits of the residents of the Village; and
WHEREAS, the Village and HR Green, Inc. wish to enter a professional services
agreement for 131" Street and Derby Road Traffic Signal Design Engineering as further outlined
in the professional services agreement attached hereto as Exhibit A ("Agreement"); and
WHEREAS, the Mayor and Board of Trustees find that it is in the best interests of the
Village to authorize the Agreement attached hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
That the above recitals and legislative findings are found to be true and correct and are
hereby incorporated herein and made a part hereof as if fully set forth in their entirety.
SECTION 2:
The Mayor and Board of Trustees of the Village of Lemont hereby approve the
Agreement with HR Green, Inc. in substantially the same form as attached hereto as Exhibit A,
subject to attorney review.
SECTION 3:
The Mayor and Clerk are hereby authorized, respectively, to execute the Agreement with
HR Green, Inc.
SECTION 4:

THIS AGREEMENT/SCOPE OF SERVICES is between the VILLAGE OF LEMONT, ILLINOIS
(hereafter "CLIENT") and HR GREEN, INC. (hereafter "COMPANY").
1.0 Project Understanding
1.1 General Understanding
CLIENT intends to install a new traffic signal at the intersection of 1315t Street and Derby
Road. CLIENT has already determined a traffic signal is warranted in association with the
proposed Derby Farm Park development. Thus, a warrant study will not need to be
performed by COMPANY. Due to the intersection's distance from other signalized
intersections, it is also assumed that the new traffic signal will not be interconnected.
In general, this SCOPE OF SERVICES governs the Phase II engineering services required
for the installation of a new traffic signal at the intersection of 131st Street and Derby Road.
These services will include, but are not limited to, limited field survey and the development
of contract plans, specifications and estimates.
CLIENT intends to fund both the engineering and construction with local funds. 1311t Street
is under the jurisdiction of Cook County (CCDOTH). As such, oversight by CCDOTH will be
required.
1.2 Design Criteria/Assumptions
The following design guidelines will apply to this project:
A. Manual on Uniform Traffic Control Devices (MUTCD);
B. Cook County Standards;
C. IDOT District One Traffic Signal Design Guidelines (as applicable);
D. IDOT District One Traffic Signal Specifications (as applicable);
E. IDOT BLR Manual (as applicable);
F. IDOT Standard Specifications for Road and Bridge Construction; and
G. CLIENT Standard Specifications for Improvements.
2.0 Scope of Services
CLIENT agrees to engage COMPANY to perform the following services:
2.1 Land Surveying
A. Right of Way and Topographic Survey
COMPANY will perform a topographic survey of the 131st Street and Derby Road
intersection located in Lemont, IL. The survey limits will include the intersection
extending 50 feet past the curb returns in each direction. COMPANY will calculate the
existing right-of-way (ROW) within these limits as shown on provided plat of
dedication/right of way maps and recorded subdivision plats to include on the base map.
The topographic survey will include visible above ground improvements within the limits
described above and extend 10 feet outside of the existing ROW. Existing utilities will
be surveyed from visible flags or markings and above ground features only. Trees lying
within the limits described above and having a diameter of six (6) inches or greater will

be located, but the species will not be identified. The survey will reference existing NGS
control stations on the Illinois State Plane Coordinate System East Zone NAD83 (2011)
and NAVD88 (US Survey Feet).
B. Base Map
COMPANY will generate a MicroStation ORD drawing/base map, and terrain model
including one (1) foot contour intervals, of the existing features collected within the
project limits according to IDOT standards. The topographic survey base map will
show tags to existing visible utilities and features, where appropriate.
C. Plat of Dedication
COMPANY will prepare a Plat of Dedication for two (2) subject parcels identified as
PINs 22-34-101-007 and 22-34-400-016. The plat will adhere to local standards and
requirements set forth by Cook County. The COMPANY will supply a PDF copy for
review and a hard copy for recording by the CLIENT. Each proposed right-of-way corner
will be monumented with a 5/8" steel bar or other suitable marker.
2.2 Intersection Design Study
COMPANY will develop an Intersection Design Study (IDS) for the signalized intersection
of 13111 Street and Derby Road. Three (3) copies of the IDS will be submitted to CLIENT
and CCDOTH. It is assumed that only two (2) submittals will be necessary to obtain
CCDOTH approval. The following tasks will be completed as part of the IDS development:
A. Capacity Analyses
CLIENT recently completed a Traffic Impact Study (TIS) as part of a separate project.
All traffic data and analysis will be provided by CLIENT and no coordination with the
Chicago Metropolitan Agency for Planning (CMAP) is expected.
B. IDS Exhibits
COMPANY will prepare the typical IDS exhibits depicting channelization, capacity
analysis results, and general design considerations using the standard IDOT format.
Auto turn simulations of the design vehicle will be included with the IDS.
C. Design Exception Documentation
BDE 3100 (Design Exception Request Project Identification) forms will be completed for
each design element that does not meet IDOT BLR policy, for up to four (4) design
exceptions. Each design exception will be documented on IDOT's latest BDE 3100 form
and will include an exhibit illustrating the design element not meeting policy.
2.3 Contract Plans, Specifications and Estimates
COMPANY will prepare contract plans, specifications and estimates for the new traffic
signal installation. Initially, a concept traffic signal layout will be submitted to CLIENT for
concurrence. Following CLIENT's concurrence on the concept traffic signal layout,
complete plans, specifications and estimates will be submitted to CLIENT and CCDOTH for
review and comment (or approval) at the pre -final (90%) and final (100%) milestones. The
plans will not be submitted to any other agencies.

The following sheets will be developed for the traffic signal installation plans:
1. Cover Sheet / Index / Highway Standards;
2. General Notes;
3. Summary of Quantities;
4. Removal Plan;
5. Standard Traffic Signal Design Details;
6. Traffic Signal Installation Plan;
7. Cable Plan, Phase Designation Diagram and Schedule of Quantities; and
8. Mast Arm Mounted Street Name Signs.
B. Specifications
COMPANY will prepare the following specifications (as applicable) for inclusion in the
contract documents:
1. IDOT BLR Manual;
2. Cook County Special Provisions;
3. Cook County Standards; and
4. Manual of Uniform Traffic Control Devices.
All work related to regulated substances, including all sampling, testing and
documentation, will be the responsibility of the Contractor. Similarly, all work related to
Clean Construction Demolition Debris (CCDD), including all sampling, testing and
documentation, will be the responsibility of the Contractor. A special provision will be
included in the Contract Documents stating that these responsibilities, including
preparation of LPC Forms 662 and/or 663, shall be borne by the Contractor.
Because the area of disturbance is anticipated to be less than one (1) acre, a Storm
Water Pollution Prevention Plan (SWPPP) and Notice of Intent (NOI) will not be
required, as per the requirements of the National Pollutant Discharge Elimination
System (NPDES), established by the Illinois Environmental Protection Agency (IEPA).
C. Estimates
COMPANY will prepare an Engineer's Opinion of Probable Cost (EOPC) for submittal
to CLIENT at the pre -final (90%) and final (100%) milestones.
D. Quality Assurance and Quality Control
COMPANY will provide Quality Assurance and Quality Control (QA/QC) in accordance
with COMPANY's current Quality Manual (QM), which outlines processes for project
planning, including design input, outputs, review and verification. The QM also outlines
internal processes, such as standardization, internal project audits, selection and rating
of subconsultants, and monitoring of deliverables.
2.4 Coordination
A. COMPANY will conduct general coordination throughout the project with CLIENT and
CCDOTH. This item includes, but is not limited to letters, telephone and email

correspondence, and the filing of information. It is assumed that no in -person meetings
will be necessary for this project.
B. COMPANY will conduct utility coordination as necessary to complete the District One
Special Provision for Status of Utilities to be Adjusted. This will include submitting a
JULIE design ticket; conducting initial outreach with all utilities identified by JULIE;
gathering atlases and drafting approximate utility locations into the computer -aided
design and drafting (CADD) base design files; performing a preliminary utility conflict
analysis; submitting plans to utilities throughout the duration of the project; and
documentation for preparation of the Special Provision.
C. CLIENT is currently acquiring funding for a Phase I contract for preliminary design of
Multi -use Path (MUP) along Derby Road and 1315t Street as part of a separate project.
There are also significant water main improvements being proposed along the 131st
Street corridor as part of a separate project. This item includes coordination and
implementation of these projects into the plans.
D. COMPANY will assist CLIENT in completing the permit documentation for submittal to
CCDOTH for authorization for the Contractor to occupy and perform work within the
CCDOTH ROW along 131s' Street within the project limits.
2.5 Bidding Assistance
Subsequent to the completion of the design and preparation of contract documents,
COMPANY will perform or assist in the following activities:
A. COMPANY will assemble the proposal booklet, advertise the project, attend the bid
opening, compile the bid tab and letter of recommendation.
B. COMPANY will provide any necessary bid assistance and respond to Contractor's bid
questions.
2.6 Administration
COMPANY will conduct general project administration throughout the duration of the
project, including management and oversight of the project team; periodic review of the
project execution; document control; scope, schedule and budget monitoring; billing and
invoicing; contract file management; and preparation of monthly progress reports.
3.0 Deliverables and Schedules Included in this SCOPE OF SERVICES
3.1 The following deliverable(s) will be generated for this project and are included in this SCOPE
OF SERVICES:
A. Pre -final (90%) plans, specifications and EOPC;
B. Final (100%) plans, specifications and EOPC;
C. Bid Package, Advertisement, and Contractor Letter of Recommendation
See Exhibit B for a detailed summary of recipients and estimated number of copies
necessary for the various deliverables. CLIENT will be invoiced for any additional copies
required above this estimate.
3.2 This SCOPE OF SERVICES is based upon an assumed project duration of three (3)
months, commencing with COMPANY's receipt of written Notice to Proceed from CLIENT.
This schedule was prepared to include reasonable allowances for review and approval times
required by CLIENT. This schedule shall be equitably adjusted as the project progresses,

allowing for changes in the scope of the project requested by CLIENT or for delays or other
causes beyond the control of COMPANY.
4.0 Items not included in SCOPE OF SERVICES/Supplemental Services
The following items are not included as part of this SCOPE OF SERVICES:
A. ROW acquisition services;
B. Soil borings and/or geotechnical report;
C. Geometric design or roadway plans;
D. Traffic counts, projections or coordination with CMAP;
E. Warrant studies;
F. Traffic signal interconnect;
G. Drainage studies, designs and/or reports;
H. Phase I studies and/or reports;
I. Environmental surveys, documentation and/or coordination;
J. Storm Water Pollution Prevention Plan and/or Notice of Intent;
K. Preliminary Site Investigation and/or special waste testing;
L. Public involvement and/or stakeholder outreach;
M. Design and Plans for Sidewalk, Multi -use Path, and ADA Ramps
N. Tree Survey/Inventory
O. Plat of Survey/Topography
P. Construction Layout and/or Construction Observation; and
Q. Meetings with CCDOTH.
Supplemental services not included in the SCOPE OF SERVICES can be provided by
COMPANY under separate AGREEMENT, if desired.
5.0 Services by Others
No services by others will be needed for this project.
6.0 Client Responsibilities
CLIENT will provide the traffic data, traffic analysis files, and the traffic signal warrant
analysis. CLIENT will also review the deliverables within a reasonable timeframe, so as
not to delay the project schedule.
7.0 Professional Services Fee
7.1 Fees
The fee for services will be based on COMPANY salaried hourly rates current at the time
the AGREEMENT is signed. These salaried hourly rates are subject to change annually.
Non -salary expenses directly attributable to the project such as: (i) living and traveling
expenses of employees when away from the home office on business connected with the
project; (ii) identifiable communication expenses; (iii) identifiable reproduction costs

applicable to the work; and (iv) outside services will be charged in accordance with the rates
current at the time the service is done.
7.2 Invoices
Invoices for COMPANY's services shall be submitted, on a monthly basis. Invoices shall be
due and payable within 45 days after approval by the City Council, and in accordance with
the Illinois Prompt Payment Act.
7.3 Extra Services
Any service required but not included as part of this SCOPE OF SERVICES shall be
considered extra services. Extra services will be billed on a Time and Material basis with
prior approval of the CLIENT.
7.4 Exclusion
This fee does not include attendance at any meeting or public hearings other than those
specifically listed in the Scope of Services. These service items are considered extra and
are billed separately on an hourly basis.
7.5 Payment
CLIENT AGREES to pay COMPANY on the following basis:
Time and Materials Not to Exceed, $54,606.51.

This Agreement is an addendum to and is considered part of the Master Agreement
between CLIENT and COMPANY. All terms and conditions contained in that agreement
apply to this Agreement.
This AGREEMENT is approved and accepted by the CLIENT and COMPANY upon both parties
signing and dating the AGREEMENT. Services will not begin until COMPANY receives a signed
agreement. COMPANY's services shall be limited to those expressly set forth in this
AGREEMENT and COMPANY shall have no other obligations or responsibilities for the Project
except as agreed to in writing. The effective date of the AGREEMENT shall be the last date
entered below.
