R-29-25 Approving a Final Plat of Subdivision for 1341 Gordon Lane in Lemont, IL (Rizzo)418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jason Berry, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: A Resolution Approving a Final Plat of Subdivision for 1341 Gordon Lane in Lemont, IL (Rizzo) DATE: April 28, 2025 SUMMARY/BACKGROUND Lawrence and Cynthia Rizzo, represented by attorney Peter Coules, are requesting approval of a Plat of Subdivision for their property at 1341 Gordon Lane. The recently approved rezoning from R-2 to R-4 Detached Single -Family Residential allows the 1.07-acre parcel to be divided into two conforming lots under R-4 standards. ANALYSIS Comprehensive Plan The future land use for the subject property in the Lemont Comprehensive Plan is Infill Residential and the proposed subdivision is in alignment with the plan. Planning & Zoning_ Commission (PZC) A public hearing was held on April 9, 2025 to discuss the plat of subdivision with the associated rezoning to R-4. The PZC voted (6-0) to recommend approval of both the rezoning and plat of subdivision for 1341 Gordon Lane. Committee of the Whole (COW) The COW discussed the rezoning and plat of subdivision for 1341 Gordon Lane at the meeting held on April 21, 2025. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Approval of attached resolution. BOARD ACTION REQUESTED Motion to approve attached resolution. RESOLUTION APPROVING A FINAL PLAT OF SUBDIVISION FOR 1341 GORDON LANE IN LEMONT, IL (Rizzo) WHEREAS, Lawrence and Cynthia Rizzo, represented by Attorney Peter Coules, (hereinafter referred to as the "Petitioners"), are the owner of the property covering approximately 1.07-acres located at 1341 Gordon Lane (PIN# 22-27-300-047-0000), legally described in Exhibit A (hereinafter referred to as the "Subject Property"); and WHEREAS, the Petitioner submitted the Final Plat of Rizzo's First Subdivision dated 4/16/2025 (Order #250331) by Kabal Surveying Company, (hereinafter referred to as "Final Plat of Subdivision"), provided in Exhibit A, for final plat approval in accordance with the requirements of the Lemont Unified Development Ordinance; and WHEREAS, the Petitioner has filed an application with the Village of Lemont on March 17, 2025 for Final Plat of Subdivision to create two residential home lots from one existing residential lot; and WHEREAS, the Planning & Zoning Commission (PZC) voted (6-0) to recommend approval of the Final Plat of Subdivision at the PZC meeting on April 9, 2025, provided in Exhibit A; and WHEREAS, the Plat of Subdivision creates two (2) conforming R-4, Detached Single -Family Residential District zoning lots; and WHEREAS, the Final Plat of Subdivision is in substantial conformance with the physical development policies and standards of the Village of Lemont; and WHEREAS, the President and Board of Trustees have determined that the proposed plat of subdivision is in the best interest of the Village of Lemont. BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois, as follows: SECTION ONE: The President and Board of Trustees hereby finds and determines that the facts set forth in the preamble hereto are true and correct and hereby adopts same as part of this Resolution. SECTION TWO: The Final Plat of Rizzo's First Subdivision, drafted by Kabal Surveying Company (Order 4250331) dated 4/16/2025 be and is hereby approved in substantially the form attached hereto as Exhibit A.
