O-19-25 Rezoning 15.9 Acres of Property Located at 12100 Bell Road in Lemont, IL (Wallin)418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jason Berry, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: An Ordinance Rezoning 15.9 Acres of Property Located at 12100 Bell Road in Lemont, IL (Wallin) DATE: April 28, 2025 SUMMARY/BACKGROUND Richard Rymek of R/J Rymek is representing the owners of the 15.9-acre property at 12100 Bell Road, referred to as the Wallin Farm, requesting rezoning to R-5A, Single Family Detached and Attached Residential District, following annexation into the Village of Lemont. There are no development plans attached to the annexation and rezoning request, and any future development is subject to the Village's codes and procedures following annexation. ANALYSIS Comprehensive Plan The future land use in the Comprehensive Plan is Conventional Neighborhood (Residential). Planning & Zoning Commission (PZC) A public hearing was held on March 5, 2025 to discuss the rezoning. The PZC voted (6-0) to recommend approval of the rezoning. Committee of the Whole (COW) The rezoning was discussed at the COW meeting on March 24, 2025. Consistency with Village Policy STAFF RECOMMENDATION Approval of the attached ordinance. BOARD ACTION REQUESTED A motion to approve the attached ordinance. SMOLLEN, Clerk JANELLE KITTRIDGE DAVE MAHER KEN MCCLAFFERTY KEVIN SHAUGHNESSY RICK SNIEGOWSKI RON STAPLETON Trustees Published in pamphlet form by authority of the Village President and Board of Trustees of the Village of Lemont on 4 � 025 ORDINANCE NO. 0--25 AN ORDINANCE REZONING 15.9-ACRES OF PROPERTY LOCATED AT 12100 BELL ROAD IN LEMONT, ILLINOIS (Wallin) WHEREAS Richard Rymek of R/J Rymek Co., representing Raymond Harley Wallin and Angela Jeane Wallin, (hereinafter referred to as the "Petitioners") are the owners of the subject property covering approximately 15.9-acres (PIN# 22-26-201-010-0000) located at 12100 Bell Road (hereinafter referred to as the "Subject Property") described in Exhibit A; and WHEREAS the Petitioners applied pursuant to the provisions of the Lemont, Illinois Municipal Code, Title 17 Unified Development Ordinance for a zoning map amendment from R-1, Single -Family Detached Residential District to R-5A, Single -Family Detached and Attached Residential District, for the Subject Property; and WHEREAS the Planning & Zoning Commission of the Village of Lemont, Illinois conducted a public hearing on March 5, 2025 for the rezoning request and voted 6-0 to recommend approval of the rezoning; and WHEREAS the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, ("the Village") is a municipality in the state of Illinois with full powers to enact ordinances and adopt ordinances for the benefit of the residents of the Village; and WHEREAS, the Village and applicant have complied with the statutory procedures and requirements for rezoning of the Subject Property, defined as the 15.9-acres included in this ordinance. 2 NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village of Lemont, Cook, DuPage and Will County, Illinois as follows: SECTION 1: That the above recitals and legislative findings are found to be true and correct and are hereby incorporated herein and made a part hereof as if fully set forth in their entirety. SECTION 2: The subject property, described in Exhibit A, is rezoned from R-1 to R-5A District in conformance with Village's Unified Development Ordinance. The zoning map of the Village of Lemont is hereby amended in accordance with the provision of this Ordinance. SECTION 3: General Conditions. Unless otherwise approved by the Village Board, the subject property shall be developed and maintained in accordance with the Lemont, Illinois Municipal Code, the Annexation Agreement, and this Ordinance. SECTION 4: This ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law. SECTION 5: If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity thereof shall not affect any of the other provisions of this ordinance. SECTION 6: All ordinances in conflict herewith are hereby repealed to the extent of such conflict.
