O-24-25 Rezoning 1.07 Acres of Property Located at 1341 Gordon Lane in Lemont, IL (Rizzo)418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jason Berry, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: An Ordinance Rezoning 1.07 Acres of Property Located at 1341 Gordon Lane in Lemont, IL (Rizzo) DATE: April 28, 2025 SUMMARY/BACKGROUND Lawrence and Cynthia Rizzo, represented by attorney Peter Coules, are requesting to rezone their 1.07-acre property at 1341 Gordon Lane from R-2 to R-4 Detached Single -Family Residential. The rezoning is necessary to support a forthcoming Plat of Subdivision that would divide the parcel into two conforming lots under R-4 zoning standards, which the current R-2 district does not accommodate. ANALYSIS Comprehensive Plan The future land use for the subject property in the Lemont Comprehensive Plan is Infill Residential and the rezoning is in alignment with the plan. Planning & Zoning Commission (PZC) A public hearing was held on April 9, 2025 to discuss the rezoning from R-2 to R-4, both detached single-family residential districts. The PZC voted (6-0) to recommend approval of the rezoning. Committee of the Whole (COW) The COW discussed the rezoning for 1341 Gordon Lane at the meeting held on April 21, 2025. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Approval of attached ordinance. BOARD ACTION REQUESTED Motion to approve attached ordinance. SMOLLEN, Clerk JANELLE KITTRIDGE DAVE MAHER KEN MCCLAFFERTY KEVIN SHAUGHNESSY RICK SNIEGOWSKI RON STAPLETON Trustees Published in pamphlet form by authority of the Village President and Board of Trustees of the Village of Lemont on 4-l-'025 ORDINANCE NO. 04-�--25 AN ORDINANCE REZONING 1.07 ACRES OF PROPERTY LOCATED AT 1341 GORDON LANE IN LEMONT, ILLINOIS (Rizzo) WHEREAS Lawrence and Cynthia Rizzo (hereinafter referred to as the "Petitioners") are the owners of the subject property covering approximately 1.07-acres (PIN# 22-31-405-004-0000) located at 1341 Gordon Lane (hereinafter referred to as the "Subject Property") described and depicted in Exhibit A; and WHEREAS the Petitioner applied pursuant to the provisions of the Lemont, Illinois Municipal Code, Title 17 Unified Development Ordinance for a zoning map amendment from R-2 to R-4 for the Subject Property; and WHEREAS the Planning & Zoning Commission of the Village of Lemont, Illinois conducted a public hearing on April 9, 2025 for the rezoning request and voted 6-0 to recommend approval of the rezoning; and WHEREAS the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, ("the Village") is a municipality in the state of Illinois with full powers to enact ordinances and adopt ordinances for the benefit of the residents of the Village; and WHEREAS, the Village and applicant have complied with the statutory procedures and requirements for rezoning of the Subject Property, defined as the 1.07 acres included in this ordinance. 2 NOW THEREFORE, be it ordained by the President and Board of Trustees of the Village of Lemont, Cook, DuPage and Will County, Illinois as follows: SECTION 1: That the above recitals and legislative findings are found to be true and correct and are hereby incorporated herein and made a part hereof as if fully set forth in their entirety. SECTION 2: The subject property, described in Exhibit A, is rezoned from R-2 to R-4 District in conformance with Village's Unified Development Ordinance. The zoning map of the Village of Lemont is hereby amended in accordance with the provision of this Ordinance. SECTION 3: General Conditions. Unless otherwise approved by the Village Board, the subject property shall be developed and maintained in accordance with the Lemont, Illinois Municipal Code and this Ordinance. SECTION 4: This ordinance shall be in full force and effect from and after its passage, approval and publication as provided by law. SECTION 5: If any section, paragraph, clause or provision of this ordinance shall be held invalid, the invalidity thereof shall not affect any of the other provisions of this ordinance. SECTION 6: All ordinances in conflict herewith are hereby repealed to the extent of such conflict.
