O-15-25 Authorizing Stop Sign Request418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Judy Radomski, Police Department THROUGH: SUBJECT: Ordinance Authorizing Stop Sign Request DATE: April 28, 2025 SUMMARY/BACKGROUND The Village of Lemont has an ordinance establishing the location of all stop signs within the Village. On January 3, 2025 the Police Department reviewed a request for a Stop Sign on southbound Covington Drive at Camelot Lane. Village of Lemont Traffic Safety conducted a preliminary assessment of the intersection and determined that the intersection bordered on Covington Knolls South Park and that numerous pedestrians crossed the intersection. Trustees and village staff have received numerous complaints from residents about the speed of cars driving by Covington Knolls South Park. ANALYSIS Traffic surveys were conducted in the area of Covington Drive and Camelot Lane January 8, 2025 through January 16, 2025. That area of Covington Drive is the North entrance of where Covington Drive is contiguous with Covington Knolls South Park. A 3-way stop sign already exists on the south side of the park affecting northbound traffic. During the survey period, 9,889 vehicles passed the instrument. The average speed of the vehicles assessed was 26 MPH. The posted speed on Covington Drive is 20 MPH. There were 55% of the vehicles with enforceable violations, resulting in a "High" enforcement rating. Based on the report, the police department recommends the installation of the stop sign. Consistency with Village Policy STAFF RECOMMENDATION Staff recommends authorization to install a stop sign. BOARD ACTION REQUESTED Authorization to proceed with the installation of a stop sign. D I5`Z- AN ORDINANCE AUTHORIZING STOP SIGN REQUEST WHEREAS, the Village of Lemont ("Village") is an Illinois Municipal Corporation pursuant to the Illinois Constitution of 1970 and the Statutes of the State of Illinois; WHEREAS, the Village has determined according to law that there exists certain personal property owned by the Village that is no longer necessary or useful to the Village and is hereby declared to be surplus property; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT, COOK, DUPAGE AND WILL COUNTIES, ILLINOIS, as follows: SECTION 1: The foregoing findings and recitals, and each of them, are hereby adopted as Section 1 of this Ordinance and are incorporated by reference as if set forth verbatim herein. SECTION 2: That appropriate signage shall be erected informing the public that Covington Drive and Camelot Lane is an all -way stop intersection. SECTION 3: The Village Clerk of the Village of Lemont be and is directed hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois, made and provided.
