SUMMARY/BACKGROUND
The Village has participated in the State of Illinois Department of Central Management
Services (CMS) Joint Purchasing Program for bulk rock salt for many years. The State is
requiring a Certificate of Authority binding the community to terms of the purchase to be
submitted with its salt survey. This salt survey will ensure our salt order for the 2025-2026
snow season. The State requests communities to submit the required tonnage in March/April
of the preceding year. The State then prepares the bids and awards the contract in late fall.
ANALYSIS
The purchase of bulk rock salt has been included in the FY26 budget. Staff recommends
purchasing 2,500 tons of bulk rock salt through the State. The quantity requested is higher
than past years due to the anticipated completion of the salt storage barn at the Derby Tower
site.

A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTIFICATE OF
AUTHORITY TO PURCHASE 2,500 TONS OF BULK ROCK SALT THROUGH THE
STATE OF ILLINOIS CY2025-2026 ROCK SALT CONTRACT JOINT PURCHASING
AGREEMENT
WHEREAS the Village of Lemont, Counties of Cook, Will, and DuPage, Illinois, ("the
Village) is a municipality in the State of Illinois ("State") with full powers to enact Ordinances
and adopt Resolutions for the benefit of the residents of the Village; and
WHEREAS, the Village seeks to purchase 2,500 tons of bulk rock salt through the State
Joint Purchasing agreement; and
WHEREAS, the State requires the Village to execute a Certificate of Authority by Vote
(the "Certificate") substantially in accordance with Exhibit A prior to April 7, 2025, in order to
participate in the Joint Purchasing Agreement for the 2025-2026 season; and
WHEREAS, execution of the Certificate binds the Village to the contractual obligations
for purchasing 2,500 tons of bulk rock salt in accordance with the terms of the joint participant
agreement; and
WHEREAS, it is in the best interest of the Village of Lemont to approve the Certificate
substantially in accordance with Exhibit A
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1: INCORPORATION OF RECITALS
That the recitals set forth above are incorporated here by reference.
SECTION 2: APPROVAL OF CERTIFICATE OF AUTHORITTY
The Village President and Board of Trustees hereby approve the Certificate of Authority
by Vote, and the Village Administrator, Village Clerk, or Designee are hereby authorized and
directed to execute on behalf of the Village the Certificate of Authority by Vote substantially in
the form attached as "Exhibit A".
SECTION 3: REPEALER
All Resolutions or parts of Resolutions in conflict with any of the provisions of this
Resolution shall be, and the same hereby repealed to the extent of the conflict.
SECTION 4: SEVERABILITY
This Resolution and every provision thereof shall be considered severable. If any
section, paragraph, clause, or provision of this Resolution is declared by a court of law to be
invalid or unconstitutional, the invalidity or unconstitutionality thereof shall not affect the
validity of any other provisions of this Resolution.
SECTION 5: EFFECTIVE DATE
This Resolution shall be in full force and effect from and after its passage and approval in
the manner provided by law.
