SUMMARY/BACKGROUND
The Village Board is requested to approve two Code Compliance Grant awards for the
FY2025 cycle. These grants are designed to support critical life safety and utility upgrades
within the Village's downtown TIF districts, aligning with the goals of the Lemont 2030
Comprehensive Plan to enhance public safety and infrastructure.
Mediterranean Avenue LLC (317 Canal Street): $25,000 grant for the installation of a fire
sprinkler system and water main improvements.
308 Canal LLC (46 Ed Bossert Street): $25,000 grant for the installation of a fire sprinkler
system and water service upgrades.
Both projects meet the eligibility requirements of the Code Compliance Grant Program, with
total eligible project costs exceeding the required thresholds.

A RESOLUTION APPROVING CODE COMPLIANCE GRANTS
FOR THE FY2025 CYCLE IN LEMONT, IL
WHEREAS, the Lemont 2030 Comprehensive Plan recommends supporting economic growth
and public safety through infrastructure improvements; and
WHEREAS, the Village has established the Code Compliance Grant Program ("CCGP") to
support necessary life safety and utility upgrades, including fire suppression systems,
accessibility improvements, and water/sewer infrastructure in the downtown TIF districts; and
WHEREAS, said program is administered by the Village and funded through the TIF District
Revenues to promote public safety, accessibility, and economic revitalization within designated
areas; and
WHEREAS, pursuant to said program, the Village has agreed to participate, subject to its sole
discretion, in sharing the costs of eligible improvements under the criteria of the CCGP; and
WHEREAS, applications were reviewed at the December 16, 2024 Committee of the Whole and
the proposed work was found to meet the requirements for eligibility under the CCGP; and
WHEREAS, the Mayor and Board of Trustees find that it is in the best interests of the Village to
authorize the following grants:
1. Mediterranean Avenue LLC, 317 Canal Street (sprinkler system and water main
improvements), in the amount of $25,000.
2. 308 Canal LLC, 46 Ed Bossert Street (sprinkler system and water service upgrades), in the
amount of $25,000.

BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Cook,
DuPage and Will County, Illinois as follows:
SECTION 1: RECITALS.
That the above recitals and legislative Endings are found to be true and correct and are hereby
incorporated herein and made a part hereof as if fully set forth in their entirety.
SECTION 2: APPROVAL.
The Mayor and Board of Trustees of the Village of Lemont hereby approve the above Code
Compliance Grant Agreements in substantially the same form as attached hereto as Exhibit A,
subject to attorney review.
SECTION 3: EFFECTIVE DATE.
This Resolution shall be in full force and effect from and after its passage, approval, and
publication in pamphlet form as provided by law.

Grants will be approved by resolution at a Village Board meeting. Payment is made to the business or
commercial property owner. A grant award cannot be assigned to a contractor or other vendor.
Awardee is responsible for submitting an IRS Form W-9 Taxpayer Identification Form.

ELIGIBILITY
To be eligible for reimbursement of project costs under this grant program, the following requirements and
conditions must be met:
• The property must be a commercial establishment located within one of the Village of Lemont's
downtown TIF districts
• The total project cost must exceed $2,000
• The applicant must be either (1) the owner of a building within a downtown TIF district or (2) the owner
of a business within a downtown TIF district
• Active businesses must possess a current Business License and a valid Certificate of Occupancy, with no
outstanding fines or fees owed to the Village or County.
• The improvement project must be for one or more of the items listed as eligible for reimbursement below
• Repair, renovation, or installation projects started prior to the submission of a grant application will be
considered on a case -by -case basis.
REIMBURSABLE COSTS
Grants are issued in the form of reimbursements after eligible expenses are incurred. The following costs are
eligible for reimbursement under this grant program:
• Installation of fire suppression systems or fire alarms
• Necessary improvements to sewer or water infrastructure, excluding water meters
• Improvements that address accessibility (ADA)
Costs must be submitted within 90 days of the grant award; projects not completed by April
30 2025 will be deemed ineligible and the grant award revoked.
INELIGIBLE REIMBURSEMENT COSTS
The following costs are not eligible for reimbursement under this grant program:
• Repair, replacement, or installation of noncommercial signs (as defined by the Unified Development
Ordinance)
• Building or site maintenance costs
• Painting (unless in conjunction with the repair or replacement of wood or other exterior materials)
• Interior work that does not fall into one of the categories listed under reimbursable costs
• All other costs not specifically listed
GRANT REVIEW AND APPROVAL PROCESS
Grants are awarded on a competitive basis. Grants for the current cycle are accepted as long as funds are available.
Upon receipt of a grant application, those grants for sign or fagade projects where the subject property is within
the Lemont Historic District will be forwarded to the Historic Preservation Commission for review and approval
of a Certificate of Appropriateness. Following the close of the application deadline, a grant review committee shall
evaluate the grant applications. Based on the criteria listed below, the grant review committee will make
recommendations to the Board of Trustees on the awarding of grants and the monetary amount for each grant.
GRANT EVALUATION CRITERIA
• The extent to which the structure or site is in need of repair, renovation, or improvement
• The extent to which the scope of work will have an impact on the aesthetics and character of the Lemont's
business districts
• The extent to which the project will honor the historical integrity of the structure or site
• Whether the structure or site has previously been awarded a grant by the Village
