R-91-24 Approving a Final Plat of Subdivision for 13011 Grant RoadVILLAGE OF I P Wq I'M EIVhUNT 418 Main Street I Lemont, IL 60439 TO: Village Board Meeting FROM: Jamie Tate, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: A Resolution Approving a Final Plat of Subdivision for 13011 Grant Road (Donegal) DATE: November 25, 2024 SUMMARY/BACKGROUND Route 83 Properties II, LLC (Donegal) submitted a Final Plat of Subdivision application on December 14, 2021. The plat underwent an extended review process, primarily due to prolonged delays with the Illinois Department of Transportation (IDOT). Despite the complexities of the plat, the Village Engineer approved it while awaiting IDOT's sign -off, which has now been completed. The Final Plat is consistent with the Preliminary Plat approved as part of the Final Planned Unit Development (PUD) under Ordinance 0-9-18 on January 22, 2018, and is now ready for adoption by the Village of Lemont and recording with Cook County. ANALYSIS Comprehensive Plan The future land use map in the Lemont 2030 Comprehensive Plan designates the subject property as Industrial (IND). The proposed Final Plat is consistent with the Comprehensive Plan. Planning & Zoning Commission (PZC The Final Plat of Subdivision for Route 83 Properties (Donegal) was presented at the regularly scheduled PZC meeting on October 2, 2024. The PZC had no discussion and recommended approval of the Final Plat. Committee of the Whole (COW) The Final Plat for Donegal was presented and discussed at the COW meeting held on October 21, 2024. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Staff recommends approval of the attached resolution. A RESOLUTION APPROVING A FINAL PLAT OF SUBDIVISION FOR 13011 GRANT ROAD STREET IN LEMONT, IL (Donegal) WHEREAS, Simon Bradley of Route 83 Properties II, LLC (hereinafter referred to as the "Petitioner"), is the owner of the property covering approximately 21.125-acres located at 13011 Grant Road (PINS# 22-14-200-012, 22-14-200-006, 22-14-200-022, 22-14-200-024, 22-11-500-003, 22-11-500-004, 22-14-200-011, 22-14-200-023, 22-11-100-012, 22-14-200- 021, 22-14-200-020, 22-11-100-006, 22-14-201-039), legally described and depicted in Exhibit A (hereinafter referred to as the "Subject Property"); and WHEREAS, the Petitioner submitted the Final Plat of Subdivision of Route 83 Properties dated 6/10/2021 by Mackie Consultants, LLC, (hereinafter referred to as "Final Plat of Subdivision") for final plat approval in accordance with the requirements of the Lemont Unified Development Ordinance; and WHEREAS, the Petitioner filed an application with the Village of Lemont on November 29, 2021, with applicable fees and documentation for a Final Plat of Subdivision; and WHEREAS, the Planning & Zoning Commission (PZC) recommended the Final Plat of Subdivision at the regularly scheduled PZC meeting on October 2, 2024; and WHEREAS, the Planning & Zoning Commission (PZC) voted (6-0) at this meeting to recommend the Final Plat of Subdivision provided in Exhibit A; and WHEREAS, the Final Plat of Subdivision is in substantial conformance with the Preliminary Plat approved within 0-9-18 on January 22, 2018, and the physical development policies and standards of the Village of Lemont; and WHEREAS, the President and Board of Trustees have determined that the proposed plat of subdivision is in the best interest of the Village of Lemont. BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois, as follows: SECTION ONE: The President and Board of Trustees hereby finds and determines that the facts set forth in the preamble hereto are true and correct and hereby adopts same as part of this Resolution. SECTION TWO: The Final Plat of Subdivision of Route 83 Properties, drafted by Mackie Consultants, LLC dated 6/10/2021 is hereby approved in substantially the form attached hereto as Exhibit A. SECTION THREE: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law.
