SUMMARY/BACKGROUND
The Village of Lemont Public Works Department prepared an RFQ for the 131 st Street Shared
Use Path project Phase I Engineering and received responses from Seven (7) firms. HR
Green was selected following the IDOT Qualification Based Selection (QBS) process for
Preliminary Phase I Engineering Services.
This agreement is for Phase I preliminary engineering services for an amount not to exceed
$113,400.00, based on IDOT STP cost sharing, the local funds will be 25% or $28,350.00.
As outlined in the Agreement, the Village proposes to install a new multi -use path along 131 st
Street from the Corn Ed easement North of 131 st Street on Derby Road to Bell Road (if
enough STP funding is available). The total length of the improvement is approximately 9,750
feet or 1.85 miles. The scope of the improvements include earth excavation, installation of
structural geogrid, 8-inch base, 2-inch hot -mix asphalt surface course, ADA ramp installation,
pavement marking, bike path signage, and landscape restoration.
ANALYSIS
This project is identified in the 5-year Capital Improvement Plan, however, Phase I
Engineering is not included in the FY25 Budget

WHEREAS the Village of Lemont, Counties of Cook, Will, and DuPage, Illinois, ("the
Village") is a municipality in the State of Illinois with full powers to enact Ordinances and adopt
Resolutions for the benefits of the residents of the Village; and
WHEREAS, the Village and HR Green, Inc. wish to enter a professional services
agreement for 131s' Street Shared Use Path Preliminary Phase I Engineering as further outlined in
the professional services agreement attached hereto as Exhibit A ("Agreement"); and
WHEREAS, the Mayor and Board of Trustees find that it is in the best interests of the
Village to authorize the Agreement attached hereto as Exhibit A.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
That the above recitals and legislative findings are found to be true and correct and are
hereby incorporated herein and made a part hereof as if fully set forth in their entirety.
SECTION 2:
The Mayor and Board of Trustees of the Village of Lemont hereby approve the
Agreement with HR Green, Inc. in substantially the same form as attached hereto as Exhibit A,
subject to attorney review.
SECTION 3:
The Mayor and Clerk are hereby authorized, respectively, to execute the Agreement with
HR Green, Inc.
SECTION 4:
This Resolution, and its parts, are declared to be
sentence, clause, provision, or portion of this Resolution
shall not affect the validity of any other portion of this
force and effect.

THIS AGREEMENT is between Village of Lemont (hereafter "CLIENT") and HR Green, Inc.
(hereafter "COMPANY").
1.0 Project Understanding
The Village of Lemont (VILLAGE) proposes to install a new multi -use path along 131st Street
from the Com Ed easement north of 131 st Street on Derby Road to Bell Road (if enough
STP funding is available). The total length of improvements is approximately 9,750 feet or
1.85 miles.
The general scope of the improvements are earth excavation, installation of structural
geogrid/8" aggregate base/2" hot -mix asphalt surface course, ADA ramp installation,
pavement marking, bike path signage, and landscape restoration.
2.0 Scope of Services
The CLIENT agrees to employ COMPANY to perform the following services:
Phase I Engineering
HR Green, Inc. (COMPANY) will prepare a Phase I Study and Design Report for the
proposed improvements for resurfacing of State Street. The Phase I Study and Report will
be prepared to FHWA Standards.
A. Early Coordination
1. Coordinate and schedule a kick-off meeting with VILLAGE, IDOT Local Roads,
and Southwest Conference Planning Liaison;
2. Complete and submit Project Program Information (PPI) form.
B. Data Collection and Review
1. Prepare aerial mosaics of the project limits to be used for exhibits and meetings.
The latest County aerials will be utilized;
2. Coordinate with utility companies to obtain maps of utilities within the project
limits and place this information on CADD base maps;
3. Request existing roadway and utility plans from the VILLAGE (where available).
C. Preliminary Design Studies
1. Prepare location maps;
2. Prepare estimates of cost to determine most economically efficient location for
the multi -use path;
3. Prepare existing and proposed typical section sheets;
4. Prepare the plan sheets (1" = 50' base maps).
D. Phase I Report
1. Prepare draft Phase I Submittal and report exhibits;
2. Preliminary Opinions of Probable Costs will be developed;
3. Provide IDOT two (2) draft reports for review and comment by Village staff;
4. Address IDOT's preliminary report and prepare final Phase I Report.

E. Meetings
1. This project will require the following meetings during Phase I:
a. Phase I Kick-off with IDOT (virtual Webex meeting);
b. In -person meeting at Village;
c. Meeting Information:
. COMPANY will have two (2) representatives at all meetings;
. COMPANY will prepare meeting minutes.
F. Pavement Cores and Soils Investigation
COMPANY will retain the services of a geotechnical sub -consultant to perform the
geotechnical investigation for the project. The tasks to be performed as part of the
project will include pavement cores (at 1,000-ft intervals, up to 2' depth) in
accordance with IDOT geotechnical standards.
IDOT will require the necessary analysis and certifications for Clean Construction
Demolition Debris (CCDD) as part of the project and the sub -consultant will develop
the required reports and IEPA certification forms (LPC 662/663) to be included as
part of the Phase I Project Report.
3.0 Deliverables and Schedules Included in this Agreement
The Company will provide the Client 2 approved copies of the Project Development
Report
Schedule: The project will be complete within 360 days from the receipt of Notice to
Proceed. It is anticipated that the PDR will be completed before August 30, 2025.
This schedule was prepared to include reasonable allowances for review and approval
times required by the CLIENT and public authorities having jurisdiction over the project.
This schedule shall be equitably adjusted as the project progresses, allowing for changes
in the scope of the project requested by the CLIENT or for delays or other causes beyond
the control of COMPANY.
4.0 Items not included in Agreement/Supplemental Services
The following items are not included as part of this AGREEMENT:
- Phase II Engineering
- Phase III Engineering
- Construction
Supplemental services not included in the AGREEMENT can be provided by COMPANY
under separate agreement, if desired.

The fee for services will be based on COMPANY standard hourly rates current at the time
the AGREEMENT is signed. These standard hourly rates are subject to change upon 30
days' written notice. Non -salary expenses directly attributable to the project such as: (1)
living and traveling expenses of employees when away from the home office on business
connected with the project; (2) identifiable communication expenses; (3) identifiable
reproduction costs applicable to the work; and (4) outside services will be charged in
accordance with the rates current at the time the service is done.
7.2 Invoices
Invoices for COMPANY's services shall be submitted, on a monthly basis. Invoices shall
be due and payable upon receip tin accordance with Illinois Prompt Payment Act
50 ILCS505
Extra Services
Any service required but not included as part of this AGREEMENT shall be considered extra
services. Extra services will be billed on a Time and Material basis with prior approval of
the CLIENT.
7.3 Exclusion
This fee does not include attendance at any meetings or public hearings other than those
specifically listed in the Scope of Services. These service items are considered extra and
are billed separately on an hourly basis.
7.4 Payment
The CLIENT AGREES to pay COMPANY on the following basis:
Time and material basis with a Not to Exceed fee of $28,350.00 of Local Funds.
(Federal STP share shall not exceed $113,400.00)

This Agreement is an addendum to and is considered part of the Master Agreement
between CLIENT and COMPANY. All terms and conditions contained in that agreement
apply to this Agreement.
This AGREEMENT is approved and accepted by the CLIENT and COMPANY upon both parties
signing and dating the AGREEMENT. Services will not begin until COMPANY receives a signed
agreement. COMPANY's services shall be limited to those expressly set forth in this
AGREEMENT and COMPANY shall have no other obligations or responsibilities for the Project
except as agreed to in writing. The effective date of the AGREEMENT shall be the last date
entered below.
