418 Main Street ( Lemont, IL 60439 TO: Village Board Meeting FROM: Jamie Tate, Community Development THROUGH: Jason Berry, CEcD, AICP, Economic & Community Development Director SUBJECT: An Ordinance Approving a Special Use for a Preliminary Planned Unit Development (PUD) Plan for a Fleet Maintenance and Storage Facility with Overnight Truck Parking on 10.95-Acres Located at 10800 Route 83 in Lemont, IL (State Express) DATE: June 10, 2024 SUMMARY/BACKGROUND State Express has requested approval of a Preliminary Planned Unit Development (PUD) to expand their freight and logistics company and allow fleet maintenance and overnight parking of trucks and trailers on the 10.95-acre M-2 zoned parcel located behind their existing logistics office at 10800 Route 83. State Express has been operating their general freight and logistics company in the former Meno Stone office and showroom building since 2021 when purchasing the property. There is an existing 17,000 square -foot building that State Express will use for their fleet maintenance and pave a portion of the M-2 zoned lot to provide 60-truck parking stalls and 87 trailer parking stalls. Significant screening with a combination of fencing, berming and landscaping will be installed along Route 83 in conjunction with the redevelopment. ANALYSIS Comprehensive Plan Aesthetically improving the subject property with proper pavement, striping and significant landscaping and berming is in line with the Lemont 2030 Comprehensive Plan goal to create inviting gateways into the Village of Lemont. Planning & Zoning Commission (PZC) The PZC held a public hearing on January 10, 2024 to discuss the proposal. The PZC voted 5-1 to recommend approval of the Preliminary PUD for State Express with conditions that have been incorporated into the attached ordinance. Committee of the Whole (COW) The COW reviewed and discussed the Preliminary PUD for State Express at the regular COW meeting held on March 18, 2024. Comments have been incorporated into the attached ordinance. Consistency with Village Policy Lemont 2030 Comprehensive Plan STAFF RECOMMENDATION Staff is recommending approval of the attached ordinance. BOARD ACTION REQUESTED A motion to approve the attached ordinance. U AN ORDINANCE GRANTING A SPECIAL USE FOR A PRELIMINARY PLANNED UNIT DEVELOPMENT (PUD) PLAN FOR A FLEET MAINTENANCE AND STORAGE FACILITY WITH OVERNIGHT TRUCK PARKING ON 10.95-ACRES LOCATED AT 10800 ROUTE 83 IN LEMONT, ILLINOIS (State Express) WHEREAS, State Express, represented by Fred Thaete of CAGE Engineering, (hereinafter referred to as "the Petitioner") is the owner of the 17.23-acre property at 10800 Route 83 and 12959 Main Street (PINS# 22-14-401-030-0000, 22-14-401-031-0000, and 22-14-401-027-0000) (hereinafter referred to as the "Subject Property"), legally described and depicted in Exhibit A; and WHEREAS, the Subject Property is 3 separate parcels with 3 different zoning districts, including the M-2 zoned 10.95-acre Parcel 1 (PIN: 22-14-401-030-0000), the M-1 zoned parcel 2 (PIN: 22-14-401- 027-0000), both depicted in the Alta Survey in Exhibit A, and the B-3 zoned parcel (PIN: 22-14-401-031- 0000); and WHEREAS, State Express has been operating their freight and logistics office from the building on the B-3 zoned parcel and desire to use the vacant [former Meno stone] manufacturing building on the M-2 zoned parcel for truck repair and maintenance of their own fleet; and WHEREAS, the storage of trucks and trailers is accessory to the maintenance and repair within this building, requiring the site to be paved a solid surface according to the Village's Unified Development Ordinance (UDO) and meet all other codes and requirements, including stormwater detention, landscaping, berming and screening; and WHEREAS, the Lemont 2030 Comprehensive Plan designates this area as a "Gateway" into the Village of Lemont encouraging aesthetic improvements and beautification through private investment; and WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois Municipal Code, Title 17 Unified Development Ordinance ("UDO") seeking a special use for a preliminary planned unit development, consisting of the following (hereinafter referred to as "State Express Preliminary PUD"): 1. Preliminary Planned Unit Development Site Plan by CAGE Engineering dated 2/20/2024, attached hereto and incorporated herein as Exhibit B; and 2. Truck Maneuvering Plan by CAGE Engineering dated 2/20/2024, attached hereto and incorporated herein as Exhibit C; and 3. PUD Landscape Plan by LG Workshop dated 8/28/2023 and revised on 1/31/2024, attached hereto and incorporated herein as Exhibit D; and 4. Sight Line Exhibit by CAGE Engineering dated 2/20/2024, attached hereto and incorporated herein as Exhibit E; and 5. PUD Lighting Plan by CAGE Engineering dated 9/11/2023 with last revision date of 2/20/2023 (error noted and should be 2024), attached hereto and incorporated herein as Exhibit F; and 6. Traffic Impact Study by KLOA dated 11/16/2023, attached hereto and incorporated herein as Exhibit G; and 7. Preliminary Engineering Plan by CAGE Engineering dated 9/11/2023, attached hereto and incorporated herein as Exhibit H; and WHEREAS, the Planning and Zoning Commission (PZC) of the Village of Lemont, Illinois conducted a public hearing on January 10, 2024 for the Preliminary Planned Unit Development approval request and voted 5-1 to recommend approval of the Preliminary Planned Unit Development (PUD) with conditions remediated or a part of this ordinance; and WHEREAS, the Village Board passed a motion to extend the public hearing for the State Express Preliminary PUD an additional 90 days according to Section 17.04.040 E. on May 13, 2024 and WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by law and was published in the Dozily Southtovvn, a newspaper of general circulation within the Village; and WHEREAS, the President and Board of Trustees of the Village have reviewed the matter- herein and have determined that the requested Preliminary PUD is in the best interest of public health, safety, and welfare of the residents of the Village of Lemont, and hereby adopts the finding of facts as set forth in Exhibit I. NOW, THEREFORE BE IT ORDAINED by the Village President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois as follows: SECTION ONE: Incorporation of Recitals. The foregoing findings and recitals are hereby adopted as Section 1 of this Ordinance and are incorporated by reference as if set forth verbatim herein. SECTION TWO: Special Use. A special use for a preliminary planned unit development is granted as provided and conditioned in this Ordinance, and a special use for outdoor storage of trucks and trailers on the M-2 zoned parcel within the subject property is granted and conditioned in this Ordinance. SECTION THREE: Conditions. The special use for a planned unit development shall have the following conditions: 1. General Conditions. Unless otherwise approved by the Village Board the Subject Property shall be developed and maintained in accordance with Village Code, the approved plans, the conditions of this Ordinance and the exhibits to this Ordinance. 2. Prior to final PUD approval the following plans/permits shall be applied for and submitted for approval to the Village: a) Final engineering plan, b) Final photometric plan, c) Final landscape plan, and d) Final site plan. 3. Specific Conditions. The following specific conditions shall apply: a) Final PUD Plan. An application for Final PUD/Plat is required at time of submittal. Final PUD Plans and Plat will not be approved by the Village without satisfactory jurisdictional review, permits and approval. b) Departures from Zoning Standards. The following departures from the UDO are a part of this PUD and ordinance: 1. Section 17.27.020: Allowing the continuance of the existing water well and not connecting to Village water system; and 2. Section 17.28.020: Allowing the continuance of the existing septic system and not connecting to the Village sewer system. c) The special use is granted to solely State Express. d) The maintenance and repair building is for State Express trucks only and cannot accept any other trucking company for repair or maintenance. e) No portion of the subject property shall be leased, subleased or utilized by any other operators, individuals or 3`d parties for truck or trailer parking at any time. f) State Express shall direct all truck traffic to travel east on Main Street through posted signs, training brochures and all other documentation on -site and provided to all drivers. g) The M-1 zoned parcel shall remain undeveloped and unused for truck, trailer or vehicle parking or storage until a plan is presented to the Village to bring the property up to Village code with an allowable use. Maintenance of the vacant M-1 parcel shall not be necessary, including but not limited to, the installation of asphalt grindings, pavement, gravel, or any similar material or action to further put the parcel into non -conforming status. The eventual redevelopment of the M-1 zoned parcel shall be an amendment to this Preliminary PUD ordinance. h) No tractor or trailer parking shall encroach into the B-3 zoned property. i) The landscape berm/buffer along Route 83 shall be included in the Site Development Permit and completed prior to occupancy of the truck maintenance facility. The berm should include both a combination of fencing and landscaping to entirely screen the subject property in this area. The Village Arborist should be notified and included during the installation of the berm. j) An agreement with adjacent property owner (Gas N Wash) shall be a part of the Site Development Permit to construct the access road from Main Street to the subject property. A construction and maintenance plan should be included in this agreement. k) The [former Meno Stone] monument sign frame along Route 83 must be entirely removed prior to Final Planned Unit Development approval. 1) Fire sprinklers shall be provided in the truck maintenance building on the M-2 zoned lot, as required, requested and stated by the Lemont Fire District. m)Outstanding Comments. The Petitioner must address and remediate all comments and issues as noted in the Preliminary plan reviews and forthcoming in the Final plan reviews by the Consulting Planner, Village Engineer, Village Arborist, Village Ecologist, Village Plumber and Fire Marshal, prior to Final PUD and Tinal Plat approval. SECTION FOUR: The planned unit development (PUD) approval shall lapse in the event the Petitioner does not file a complete application for Final PUD/Plat approval within the date of this Ordinance, unless otherwise extended by the President and Board of Trustees of the Village. SECTION FIVE: That the Village Clerk of the Village of Lemont be and is directed hereby to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois, made and provided. SECTION SIX: That this Ordinance shall be in frill force and effect from and after its passage, approval and publication as provided by law. I I II EXHIBIT G Traffic Impact Study Proposed Truck Facility Lemont, Illinois y SINE November 16, 2023 This report summarizes the methodologies, results, and findings of a traffic impact study conducted by Kenig, Lindgren, O'Hara, Aboona, Inc. (KLOA, Inc.) for a proposed truck facility to be located in Lemont, Illinois. The site, which currently contains several independent masonry companies, is located on the east side of Archer Avenue approximately 875 feet north of Main Street. As proposed, the facility is to provide several buildings that will be used for general office and operations activities and the repair, maintenance, and preparation of truck cabs and trailers for over the road operations. Access to the facility will be provided via an existing full access drive on Archer Avenue and an existing full access drive on Main Street that serve the existing site and adjacent uses. The purpose of this study was to examine background traffic conditions, assess the impact that the proposed facility will have on traffic conditions in the area, and determine if any roadway or access improvements are necessary to accommodate traffic generated by the proposed facility. Figure I shows the location of the site in relation to the area roadway system. Figure 2 shows an aerial view of the site. The sections of this report present the following: • Existing roadway conditions • A description of the proposed facility • Directional distribution of the facility traffic • Vehicle trip generation for the facility • Future traffic conditions including access to the facility • Traffic analyses for the weekday morning and weekday evening peak hours • Recommendations with respect to adequacy of the site access and adjacent roadway system Traffic capacity analyses were conducted for the weekday morning and weekday evening peak hours for the following conditions: Existing Conditions — Analyzes the capacity of the existing roadway system using existing peak hour traffic volumes in the surrounding area. 2. Year 2029 No -Build Conditions — Analyzes the capacity of the existing roadway system using existing peak hour traffic volumes increased by an ambient area growth not attributable to any particular development and the traffic to be generated by area developments. Year 2029 Total Projected Conditions — Analyzes the capacity of the future roadway system using the projected traffic volumes that include the existing traffic volumes, ambient area growth, the traffic to be generated by area developments, and the increase in traffic estimated to be generated by the proposed facility. The following provides a description of the geographical location of the site, physical characteristics of the area roadway system including lane usage and traffic control devices, and existing peak hour traffic volumes. Site Location The site, which currently contains several independent masonry companies, is located on the east side of Archer Avenue approximately 875 feet north of Main Street. Land uses in the vicinity of the site include the Sag Quarries Park (SQP) to the east, single-family homes to the south, and industrial uses to the west. It should be noted that a mixed -use development is under construction in the northwest quadrant of the Archer Avenue/IL 83/Main Street intersection. Existing Roadway System Characteristics The characteristics of the existing roadways near the facility are described below and illustrated in Figure 3. Archer Avenue (IL 171183, IL 171) is generally a northeast -to -southwest, principal arterial roadway that generally provides two through lanes in each direction. The Archer Avenue/IL 83/ Main Street intersection provides dual left -turn lanes, two through lanes, and an exclusive right -turn lane on both approaches of Archer Avenue. At its unsignalized intersection with the existing access drive serving the site and other adjacent uses, Archer Avenue provides a through lane and a shared through/left-turn lane on the northbound approach and a through lane and a shared through/right- turn lane on the southbound approach. At its unsignalized intersection with Old Archer Avenue and the SQP access road, Archer Avenue provides an exclusive left -turn lane, two through lanes, and an exclusive right -turn lane on the northbound approach and an exclusive left -turn lane, a through lane, and a shared through/right-turn lane on the southbound approach. Archer Avenue is under the jurisdiction of the Illinois Department of Transportation (IDOT), is designated as a Strategic Regional Arterial (SRA) route, and has a posted speed limit of 45 miles per hour. North of Main Street, Archer Avenue is designated as IL 171/IL 83 and carries an annual average daily traffic (AADT) volume of 25,600 vehicles (IDOT 2021). South of Main Street, Archer Avenue is designated as IL 171 and carries an AADT volume of 19,900 vehicles (IDOT 2021). Proposed ma Facility KLOA� Leont, Illi1i noisis 4 IL 83 (111 `h Street) is an east -west, principal arterial roadway that provides one through lane in each direction widening to two lanes at its intersection with Archer Avenue. At its signalized intersection with Archer Avenue, IL 83 is aligned opposite Main Street, and provides dual left - turn lanes, two through lanes, and an exclusive right -turn lane on the IL 83 approach. IL 83 is under the jurisdiction of IDOT, carries an AADT volume of 12,400 vehicles (IDOT 2021), is not designated as an SRA route, and has a posted speed limit of 45 miles per hour. Main Street is an east -west minor arterial roadway that provides two through lanes in each direction in the vicinity of the site narrowing to one lane in each direction approximately one quarter mile west of Archer Avenue. At its signalized intersection with Archer Avenue, Main Street is aligned opposite IL 83 and provides dual left -turn lanes, a through lanes, and a shared through/right-turn lane on the Main Street approach. At its unsignalized intersection with the existing access drive serving the site and other adjacent uses, Main Street provides a shared through/left-turn lane on the eastbound approach and a shared through/right-turn lane on the westbound approach. At its unsignalized intersection with Old Archer Avenue, Main Street provides an exclusive left -turn lane and two through lanes on the eastbound approach and a through lane and a shared through/right-turn lane on the westbound approach. Main Street is under the jurisdiction of IDOT, carries an AADT volume of 7,750 vehicles (IDOT 2021), is not designated as an SRA route, and has a posted speed limit of 50 miles per hour. Proposed Mixed -Use Development and the Vacation of Old Archer Avenue A mixed -use development containing a fuel center with 20 passenger vehicle fueling positions, three truck fueling positions, and a convenience store, and an approximate 10,800 square -foot commercial building is under construction in the northwest quadrant of the Archer Avenue/IL 83/Main Street intersection. Access to this proposed development will be provided via a full movement access drive located on Archer Avenue opposite the SQP access road and a full movement access drive located on the north side of Main Street at the location of the vacated Old Archer Avenue. Existing Traffic Volumes In order to determine current traffic conditions within the study area, KLOA, Inc. conducted peak period traffic counts at the following intersections: • Archer Avenue with Main Street/IL 83 (Thursday, October 5, 2023) Archer Avenue with the existing site access drive (Tuesday, June 25, 2019) • Archer Avenue with the SQP access road and Old Archer Avenue (Tuesday, June 25, 2019) • Main Street with the existing site access drive (Tuesday, June 25, 2019) The traffic counts were conducted during the weekday morning (7:00 A.M. to 9:00 A.M.) and weekday evening (4:00 P.M. to 6:00 P.M.) peak periods. The results of the traffic counts show that the peak hours of traffic generally occur between 7:00 A.M. and 8:00 A.M. during the morning peak period and between 4:30 P.M. and 5:30 P.M. during the evening peak period. The existing traffic volumes inclusive of heavy vehicle traffic are illustrated in Figure 4. Figure 5 illustrates the exiting heavy vehicle traffic volumes. Copies of the traffic count summary sheets are included in the Appendix. Proposed Truck Facility IrlwoAlholk Lemont. Illinois 6 Crash Analysis KLOA, Inc. obtained crash data' for the most recent available past five years (2018 to 2022) for the intersections of Archer Avenue with Main Street and IL 83, Archer Avenue with the existing access drive, and Main Street with the existing access drive. The crash data for the Archer Avenue/IL 83/Main Street intersection is summarized in Table 1. A review of the crash data indicated that no crashes occurred at the intersections of Main Street with the existing access drive and Archer Avenue with the existing access drive during the review period. Further, no fatalities were reported at any of the studied intersections between 2018 and 2022. Proposed TruckFczciliry 1r1WOAX***,C Lemont, Illinoisois 9 In order to properly evaluate future traffic conditions in the surrounding area, it was necessary to determine the traffic characteristics of the proposed facility, including the directional distribution and volumes of traffic that it will generate. Proposed Site and Facility Plan As proposed, the facility is to occupy several buildings that will be used for general office and operations activities and the repair, maintenance and preparation of truck cabs and trailers for over the road operations. The facility is to provide 71 passenger car parking spaces, 93 tractor truck cab parking spaces, and 62 trailer parking spaces. Access to the facility will be provided as follows: The existing full movement access drive is located on the west side of Archer Avenue approximately 1,500 feet northwest of IL 83/Main Street which currently serves the subject site and adjacent uses. This access drive will continue to provide one inbound lane and one outbound lane with outbound movements under stop sign control. The existing full movement access drive is located on the north side of Main Street approximately 1,425 feet west of Archer Avenue which currently serves the subject site and adjacent uses. This access drive will continue to provide one inbound lane and one outbound lane with outbound movements under stop sign control. It should be noted that all truck traffic will be directed to use the Main Street access drive. A copy of the proposed site plan is included in the Appendix. Directional Distribution The directions from which traffic generated by the proposed facility will approach and depart the site were estimated based on existing travel patterns, as determined from the traffic counts. Figure 6 illustrates the directional distribution of the facility -generated traffic. Proposed mTruck ois Facility X1W 0A� Lemont, Illinois 10 Facility Traffic Volumes The following summarizes the operation of the facility as provided by the operator: • The facility will typically be open from 8:00 A.M. to 6:00 P.M. Monday through Friday. • The facility is anticipated to have approximately 30 office employees and 20 maintenance/repair employees for a total of approximately 50 employees. It was assumed that 75 percent of the employees will arrive and depart during the morning and evening peak hours. • The facility is anticipated to generate a total of 15 to 20 trucks trips on a typical day that will generally be distributed evenly throughout the day. Table 2 illustrates the projected traffic to be generated by the facility during the critical morning and evening peak hours. Facility Traffic Assignment The estimated weekday morning and weekday evening peak hour traffic volumes that will be generated by the proposed facility were assigned to the roadway system in accordance with the previously described directional distribution (Figure 6). Figure 7 illustrates the traffic assignment of the passenger vehicle trips and Figure 8 illustrates the traffic assignment of the truck trips projected to be generated by the proposed facility. Background Traffic Conditions The following additional traffic growth was also included in the projected traffic volumes: The traffic projected to be generated by the mixed -use development that is under construction in the northwest quadrant of the Archer Avenue/IL 83/Main Street intersection. The existing traffic volumes (Figure 4) were increased by a regional growth factor to account for the increase in existing traffic related to regional growth in the area (i.e., not attributable to any particular planned development). Based on ADT projections provided by the Chicago Metropolitan Agency for Planning (CMAP) in a letter, the existing traffic volumes are projected to increase by a compound annual growth rate of 0.3 percent per year. As such, traffic volumes were increased by approximately 3.7 percent total to represent Year 2029 conditions (one-year buildout plus five years). A copy of the CMAP projections letter is included in the Appendix. The Year 2029 no -build traffic volumes, which include the existing traffic volumes increased by the regional growth factor and the traffic to be generated by the proposed mixed -use development, are illustrated in Figure 9. Total Projected Traffic Volumes The facility -generated traffic (Figures 7 and 8) was added to the year 2029 no -build volumes (Figure 9) to determine the Year 2029 total projected traffic volumes, as shown in Figure 10. Proposed Truck Facility XLOI�� Lemeni ont, Illinois 13 The following provides an evaluation conducted for the weekday morning and weekday evening peak hours. The analysis includes conducting capacity analyses to determine how well the roadway system and access drives are projected to operate and whether any roadway improvements or modifications are required. Traffic Analyses Roadway and adjacent or nearby intersection analyses were performed for the weekday morning and weekday evening peak hours for existing, Year 2029 no -build projected traffic volumes, and Year 2029 total projected traffic volumes. The traffic analyses were performed using the methodologies outlined in the Transportation Research Board's Highway Capacity Manual (HCM), 6th Edition and analyzed using Synchro/SimTraffic 11 software. The analysis for the traffic -signal controlled intersections were accomplished using field measured cycle lengths and phasings to determine the average overall vehicle delay and levels of service. The analyses for the unsignalized intersections determine the average control delay to vehicles at an intersection. Control delay is the elapsed time from a vehicle joining the queue at a stop sign (includes the time required to decelerate to a stop) until its departure from the stop sign and resumption of free flow speed. The methodology analyzes each intersection approach controlled by a stop sign and considers traffic volumes on all approaches and lane characteristics. The ability of an intersection to accommodate traffic flow is expressed in terms of level of service, which is assigned a letter from A to F based on the average control delay experienced by vehicles passing through the intersection. The Highway Capacity Manual definitions for levels of service and the corresponding control delay for signalized intersections and unsignalized intersections are included in the Appendix of this report. Summaries of the traffic analysis results showing the level of service and overall intersection delay (measured in seconds) for the existing, no -build, and total projected conditions are presented in Tables 3 through 6. A discussion of each intersection follows. Summary sheets for the capacity analyses are included in the Appendix. Proposed Truck Facility XAFOAMW Lemont, Illinois 21 Discussion and Recommendations The following summarizes how the intersections are projected to operate and identifies any roadway and traffic control improvements necessary to accommodate the facility -generated traffic. Archer Avenue with Main Street and IL 83 The results of the capacity analyses indicate that the intersection currently operates at Level of Service (LOS) D during the weekday morning and weekday evening peak hours. It should be noted that several movements currently operate at LOS E, which is due in part to the long cycle length and the reduced green time provided to the left -turn movements, which operate under a protected phase only, and the IL 83/Main Street movements. The Archer Avenue through movements are projected to operate at LOS C or better. Under Year 2029 no -build conditions, this intersection is projected to continue to operate at LOS D during the weekday morning and weekday evening peak hours. In addition, the intersection movements are generally projected to operate at the same levels of service. Under Year 2029 total projected conditions, this intersection is projected to continue to operate at LOS D during the weekday morning and weekday evening peak hours. In addition, the intersection movements are generally projected to operate at the same levels of service. As such, the intersection has sufficient reserve capacity to accommodate the traffic to be generated by the facility and no roadway improvements or traffic control modifications are required. Archer Avenue with the Access Drive Serving the Site and Adjacent Uses The results of the capacity analyses indicate that the access drive approach currently operates at LOS D during the weekday morning peak hour and LOS F during the weekday evening peak hour. The lower level of service is due to the higher volume of traffic along Archer Avenue and the reduced number of gaps in the traffic stream. This traffic can exit the access drive but experiences additional delay during the evening peak hour. This is typical for a stop sign controlled approach along an arterial road such as Archer Avenue. Further, this analysis does not take into consideration the signalized intersection of Archer Avenue with IL 83 and Main Street, which will create additional gaps in the traffic stream. The northbound left -turn movement currently operates at LOS B during both peak hours. Under Year 2029 no -build conditions, the access drive approach is projected to operate at LOS E during the weekday morning peak hour and LOS F during the weekday evening peak hour. In addition, the northbound left -turn movement is projected to continue to operate at LOS B during both peak hours. Proposed Truck Facility IfIWOAMV04', Lemont, Illinois 22 As proposed, access to the facility will be provided by this full access drive which will continue to provide one inbound lane and one outbound lane under stop sign control. The results of the capacity analyses indicate that the access drive approach is projected to continue to operate at LOS E during the weekday morning peak hour and LOS F during the weekday evening peak hour. As discussed previously, the lower level of service is typical and expected at a stop sign controlled approach with an arterial roadway such as Archer Avenue. In addition, outbound movements are projected to operate with a volume to capacity ratio of less than 1.0 during the weekday evening peak hour and 951h percentile queues of three to four vehicles, indicating that vehicles will continue to be able to turn onto Archer Avenue. Left -turn movements to the access drive are projected to operate at LOS C or better during both peak hours with 95th percentile queues of one to two vehicles. As such, the access drive will be sufficient to accommodate the traffic projected to be generated by the proposed facility with limited impact on the through traffic on Archer Avenue. Archer Avenue with the Access Drive Serving the Site and the Adjacent Uses The results of the capacity analyses indicate that the access drive approach currently operates at LOS B during the weekday morning and weekday evening peak hours. The eastbound left -turn movement operates at LOS A during both peak hours. Under Year 2029 no -build conditions, the access drive approach is projected to continue to operate at LOS B during the weekday morning peak hour and LOS C during the weekday evening peak hour. The eastbound left -turn movement is projected to continue to operate at LOS A during both peak hours. As proposed, the site will continue to be served by this full access drive which will continue to provide one inbound lane and one outbound lane and should be under stop sign control. The results of the capacity analyses indicate that the access drive approach is projected to operate at LOS C during the weekday morning and weekday evening peak hours. The eastbound left -turn movement is projected to continue to operate at LOS A during both peak hours with 95`h percentile queues of one to two vehicles. As such, the proposed access drive will be sufficient to accommodate the traffic projected to be generated by the proposed facility with limited impact on the through traffic on Main Street. Proposed Tr•aicic Facility MAIWOAX*16, Lemont, Illinois 23 Based on the preceding analyses and recommendations, the following conclusions have been made: • The intersection of Archer Avenue with Main Street and IL 83 was recently improved and provides dual left -turn lanes, two through lanes, and a separate right -turn lane on the Archer Avenue and IL 83 approaches and dual left -turn lanes, a through lane, and a shared through/right-turn lane on the Main Street approach. • The site will continue to be served via the existing full movement access drive on Archer Avenue and the existing full movement access drive on Main Street. • Truck traffic will be restricted to the Main Street access drive. • The two existing access drives will adequately accommodate facility -generated traffic and ensure efficient and flexible access to and from the facility. • The area roadway system generally has sufficient reserve capacity to accommodate the traffic generated by the facility. As such, no additional roadway improvements or traffic control modifications are required. Based upon the evidence and testimony presented during the public hearing, the Lemont Village Board of Trustees finds the following: 1. The Lemont 2030 Comprehensive Plan's future land use map designates the subject site Employment Center (EC). 2. The proposal is generally in agreement with the future land use of the Lemont 2030 Comprehensive plan. 3. The PUD meets the standards for PUD objectives found in § 17.08.010 C with the conditions incorporated into the ordinance.
