SUMMARY/BACKGROUND
It is an annual process to create a new budget and approve the non -union pay plan. The
Village Administrator and Finance Director have submitted a budget for approval which
includes funds allocated for pay increases for employees covered by the non -union pay plan.
The non -union pay plan covers regular full-time and regular part-time employees. Regular
employment means that an employee is scheduled to work a set number of hours year-round.
In addition to regular employment, the Village employees' people on paid -on -call, temporary
and seasonal bases. In order to make it clear as to which provisions cover each group of
nonunion employees, three separate groups of pay ranges have been submitted for approval.
One applies to regular full-time employees, another to regular part-time employees, and a
third to paid -on -call, temporary and seasonal employees. In the pay plan description, these
same distinctions are made between the three groups of employees and how they will be
compensated.
ANALYSIS
The non -union pay plan has a plan description which explains how the non -union pay plan
functions. It also contains three separate charts with pay ranges for the three groups of
employees already identified. Pay ranges were increased at the midpoint of the range by 3%
generally, with the minimum and maximum equally spread on either side of the midpoint. By
raising the pay ranges, it will allow pay rates to remain competitive with the market. It is
proposed that regular full-time and regular part-time employees receive a 3.0% across-the-
board pay increase on May 1, 2024. Paid -on -call, temporary and seasonal employees will
receive a 3.0% across-the-board pay increase on May 1, 2024. In addition to the across-the-
board pay increases to be received on May 1, 2024, non -union regular employees will be
eligible for a merit increase of 0 to 2% on their anniversary date based on their performance.
Paid -on -call, temporary and seasonal employees do not receive annual evaluations and are
not eligible for a merit pay increase. MAP union employees receive a step or longevity pay
increase on their anniversary date in addition to the May first across-the-board pay increase.

STAFF RECOMMENDATION
Staff recommends adoption of the non -union pay plan and list of authorized positions. The pay
increases for non -union employees are comparable to those of employees covered by the
MAP union contracts. The proposed pay increases are in line with what employees are
receiving in comparable communities and the job market in general, according to survey data.
The non -union pay increases have been costed out and incorporated into the budget
calculations. The amount of the pay increases and rise in the midpoints of the pay ranges will
assist the Village in attracting and retaining valued staff members during a period of low
unemployment and increasing inflationary economic pressures.

WHEREAS, the Village of Lemont adopted Ordinance 725 as amended, which established a pay
plan and provided a schedule of authorized employment positions; and
WHEREAS, it is necessary to amend the Ordinance to reflect the proposed organizational
changes; and
WHEREAS, this amendment shall be made part of the employee Personnel Manual adopted by
Resolution 210.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the
Village of Lemont, Cook, Will, and DuPage Counties, Illinois, that the Schedule of Authorized Positions
and Pay Ranges is hereby amended as shown in Exhibit A.

2024 - 2025 PAY PLAN DESCRIPTION AND RULES
I. INTRODUCTION
The pay plan of the Village is designed to ensure consistent and standardized
employee salary administration. The day-to-day management and interpretation of
the pay plan shall be the responsibility of the Village Administrator. The pay plan
and classification system does not include, and shall not apply to, any employment
position covered as part of a collective bargaining agreement.
The pay plan applies to regular full-time and part-time employees who are regularly
scheduled and work year-round. Any paid -on call, temporary or seasonal
employment position with the Village, such as a seasonal position or a paid on -call
position, shall only be covered under the pay plan to the extent specified. Any
employment position covered by an employment contract shall not be covered
under the pay plan except to the extent otherwise provided in the employment
contract.
11. PAY PLAN CLASSIFICATION SYSTEM
The classification of all jobs will be classified utilizing specific job titles plus an
assignment of that job title to a salary range on the salary schedule.
In general, for full-time positions the Village will construct pay ranges measuring
35%-45% in width and 5%-12% between each pay grade, as recommended by the
Position and Classification Study completed in 2013 and as adopted by the Village
Board in 2019. The Village will be conducting another pay study in 2024.
III. PROGRESSION THROUGH PAY PLAN
A. Employees will normally start at the entry step of the pay range assigned to
the job classification. If determined to be in the best interest of the Village,
the Village Administrator may start an employee at a rate higher than the
minimum. Reasons for starting an employee at a pay rate above the
minimum shall be limited to instances in which the applicant possesses
experience above what would be considered entry level, the re- hiring of a
previously employed individual or instances in which competition within the
labor market warrants such a pay level.
B. Progression through an employee's pay range will be dependent upon
performance evaluations conducted by the Department Head and/or
immediate Supervisor. Individual merit raises may range from zero to two
percent (0% to 2%), subject to a Village -wide mean as determined by the
Village Board, for regular employees who receive an annual performance
evaluation.
In addition, all regular employees subject to this pay plan shall receive an
across-the-board pay increase on May first (1st) of three percent (3.0%)
added to their base pay rate. Paid- on call, temporary or seasonal
employees shall receive an across-the-board pay increase on May first (1 st)
of three percent (3.0%) added to their base pay rate, unless otherwise
specified, but shall not be subject to a merit pay increase.
C. The maximum merit pay increase within any twelve (12) month period shall
be eight percent (8%). The pay raise for a regular first year employee will
be divided between two separate increases at the six (6) month and one (1)
year anniversary dates.
IV. FREQUENCY OF PAY ADJUSTMENTS
A. Regular new employees and those promoted to a new grade shall be
evaluated and shall be eligible to receive a pay adjustment upon the
completion of six (6) months of service, and upon the completion of one (1)
year of service.
B. For regular employees, merit increases shall be considered annually
thereafter on the employee's anniversary date. In the event of a promotion,
the promotion date will be used as the new anniversary date.
V. AMENDMENTS TO CLASSIFICATION SYSTEM & PAY SCHEDULE
A. All amendments to the pay plan, job classifications, assigned pay ranges,
authorized strength, and to the pay schedule shall require adoption of an
Ordinance by the Village Board of Trustees.
B. From time to time the Village Administrator shall analyze the pay ranges
and job classifications of the Village to determine whether revisions are
required. Such recommended revisions shall be forwarded to the Village
Board for consideration and possible adoption.
C. Individuals exempt from overtime are defined as salaried employees. Those
employees who are eligible for overtime are defined as hourly -paid
employees. The actual hourly rate paid shall be based upon the salary
assigned, divided by the number of hours designated for the position.
D. In order to maintain its competitiveness, the Village will review and, if
necessary, make market adjustments to the pay ranges. Such adjustments
may be based upon trends in the economy and labor market. Any such
adjustment shall be effective on May 1, and shall apply to all non -
represented employees.
E. The Village Board may choose to delay the frequency of pay adjustments
as indicated in Section IV, B subject to economic conditions which may
make such action necessary.
