SUMMARY/BACKGROUND
Following the adoption of new International Code Council building and construction codes, and
anticipating changes to the upcoming fee schedule in the new fiscal year, certain amendments
are recommended to the contractor license, building administration, and permit fee chapters of
the Village code.

AN ORDINANCE AMENDING THE LEMONT, ILLINOIS MUNICIPAL CODE,
TITLE 5 BUSINESS LICENSES AND REGULATIONS, TITLE 15 THE BUILDING
CODE OF THE VILLAGE OF LEMONT

WHEREAS, the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, ("the
Village") is a municipality in the state of Illinois with full powers to enact ordinances and adopt
resolutions for the benefit of the residents of the Village; and
WHEREAS, the President and Board of Trustees of the Village of Lemont (the
"Corporate Authorities") may from time to time amend the text of the Village Code when it is
determined to be in the best interests of the residents of the Village; and
WHEREAS, the Corporate Authorities find that it is in the best interest of the Village to
amend the Village Code provisions regarding the demolition of structures.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1: That the above recitals are found to be true and correct and are hereby
incorporated herein and made a part hereof, as if fully set forth in its entirety.
SECTION 2: The Village Code, as amended, is further amended in Title 5, Business
Licenses and Regulations, with additions shown in underlined text and deletions shown in
t fikethr-.i*g to Chapter 5.14. Contractors of the Village Code as follows:
5.14.050. Bond. Delete in its entirety, and in lieu of, add the following:

5.14.060. Contractor insurance.
(a) Contractors must maintain sufficient insurance to protect the interests of the property
owner and the community during the work. All insurance must be placed in financially
responsible companies that are authorized under the insurance laws of Illinois to do

SECTION 3: The Village Code, as amended, is further amended in Title 15, Buildings
and Construction, with additions shown in underlined text and deletions shown in st..iket 7 -e ,.h to
Chapter 15.00. Building Administration of the Village Code as follows:
15.00.100. Stop work orders.
(a) Notice to owner. Upon notice from the building official that work on any building or
structure is being prosecuted contrary to the provisions of this title, or in an unsafe and
dangerous manner, such work shall be immediately stopped. The stop work order shall
be in writing and given to the owner of the property involved, or the owner's agent, or
to the person doing the work, or shall be posted on the building or structure and shall
state in general terms, the condition which caused the violation. This fine shall be in
addition to any other fine warranted or required by any other part of this building code
or the Lemont, Illinois Municipal Code, and said fine must be paid in full in the
amount established in the annual fee ordinance at the eler-k's effiee i the village hall
prior to the stop work order being rescinded. Additional citations may be issued at the
building official's discretion, for any condition that violates village ordinances and/or
building codes.
15.00.150. Violation.
The fine assessed for the issuance of a violation resulting in the stop work order must be
paid in full prior to the rescinding of the order. Any issue that caused the issuance of the
stop work order must be corrected, inspected and approved by a building official prior to
paying the fines. Each day that a violation exists shall constitute a separate and distinct

SECTION 4: The Village Code, as amended, is further amended in Title 15, Buildings
and Construction Chapter, with additions shown in underlined text and deletions shown in
triket"r-etigh to Chapter 15.02. Permit Fees of the Village Code as follows:
15.02.030. Additional Fees.
Permit fees for the following shall be in the amount established in the annual fee
ordinance:
(1) Construction trailer;
(2) Demolition
(2 3) Driveways;
(3 4) Lawn sprinkler systems;
a. Less than 75 heads; and
b. Over 75 heads;
(4 5) Reroof, residential single-family only;
a. Up to 2,000 sq. ft; and
b. 2,001 to 3,000 sq. ft.; and
c. Over 3,000 sq. ft
(-5 6) Sewer/water repair;
(g 7) Sheds, 120 square feet or less;
(7 8) Signs (permanent), additional fee for electrical connection;
(8 9) Temporary tents; and
(9 10) Commercial occupancy permit; and
(4-0 11) Decks;
a. Up to 200 sq. ft; and
b. Over 200 sq. ft.
Permit fees for work not specifically listed in this section will be calculated on a cost of
construction basis as specified per section 15.02.010.
15.02.050. Mechanical.

Mechanical permit fees shall be in the amount established in the annual fee ordinance.
15.02.090. Late fees.
(c) Construction activity found to be under construction without a valid permit
shall be issued a Stop Work Order. Violation of a Stop Work Order would be
subject to citations under Section 15.00.150. The normal permit fee as required by
this chapter shall be increased in the amount established in the annual fee
ordinance.
SECTION 5: Those provisions of the Village Code that have not been expressly amended
by this ordinance shall remain in full force and effect.
SECTION 6: If any section, paragraph, clause or provision of this ordinance shall be held
invalid, the invalidity thereof shall not affect any other provision of this ordinance.
SECTION 7: All ordinances, resolutions, motions or orders in conflict with this
ordinance are hereby repealed to the extent of such conflict.
SECTION 8: This ordinance shall be in full force and effect upon its passage, approval
and publications as provided by law.
