SUMMARY/BACKGROUND
The Village has applied for a grant through Cook County's Community Development Block
Grant program (CDBG) to make road improvements to an area of Kotlin connecting to Main
Street. The area is currently unincorporated but can be annexed subject to Board ordinance if
funding is received as part of the grant and the improvements can be made the infrastructure.
The infrastructure is in very poor condition. The county has given direction municipalities
direction to annex unincorporated areas adjacent to municipal boundaries and would be willing
to assist in funding improvements to bridge gap necessary to do so. Staff has reached out to
township highway and administration officials and they are supportive of the project. The
grant application was discussed at the budget committee of the whole. It was decided to
reduce scope and focus only on the basic road improvements at this time. There is no
guarantee of the grant award, the resolution is only committing to a local match should the
grant be received.

RESOLUTION NO. R-0-24
A RESOLUTION COMMITTING LOCAL FUNDS
WHEREAS, the Village Board of the Village of Lemont, Illinois has taken action to
submit an application for funding through the Community Development Block Grant (CDBG)
Program administered by the Cook County Bureau of Economic Development, and
WHEREAS, receipt of CDBG Program funding is essential to allow the Village of
Lemont to undertake the project to rehabilitate Kotlin Road connected to Main Street, and
WHEREAS, the Village of Lemont has certain monies allocated for the above -
referenced project, as needed, and
WHEREAS, the Village of Lemont would annex the Kotlin Road right of way along
with the parcels adjacent to Kotlin Road only if the CDBG funding is received, and
NOW, THEREFORE BE IT RESOLVED by the Village President and Board of
Trustees of the Village of Lemont, Cook, Will, and DuPage Counties, Illinois, as follows:
SECTION 1:
That a Request is hereby made to the County of Cook, Illinois for Community
Development Block Grant ("CDBG") funds for Program Year 2024 in the amount of $165,000.00
for Kotlin Road Reconstruction.
SECTION 2:
That the Village President and the Director of Public Works is hereby authorized to sign
the application and various forms contained therein, make all required submissions, and do all
things necessary to complete the application for the funds requested in Section 1 of this
Resolution, a copy of which application is on file with the Clerk.
SECTION 3:
That the Village President is hereby authorized to certify that matching funds which have
been identified as supporting its projects as set out within its application will be made available
upon the approval of the projects by the County of Cook, Illinois or the prorated share thereof.
SECTION 4:
The Village of Lemont does hereby commit funds from the General fund for use in
conjunction with CDBG Program funds, such funds to equal 50% of the estimated total project
cost of $330,000.
PASSED AND APPROVED BY THE VILLAGE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND
DUPAGE, ILLINOIS, ON THIS 8" DAY OF APRIL, 2024.
