SUMMARY/BACKGROUND
Five (5) bids were received on February 2, 2024, for the Stephen Street Structural Wall Repair
project which work includes earth excavation and backfill, the removal and installation of
concrete structural wall brick veneer installation and all appurtenant construction.

A RESOLUTION APPROVING AWARD OF CONTRACT
STEPHEN STREET STRUCTURAL WALL REPAIR PROJECT
WHEREAS the Village of Lemont requires that the Stephen Street Structural Wall Repair
project be completed; and
WHEREAS, the Village seeks to utilize the services of E.P. Doyle & Son, LLC for such
work; and
WHEREAS, E.P. Doyle & Son, LLC, 1100 Wheaton Oaks Court, Wheaton, IL 60187
submitted a low bid for such work in the amount of $858,060.50.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Lemont, Counties of Cook, Will and DuPage, Illinois, as follows:
SECTION 1:
The agreement attached hereto as Exhibit A is hereby approved.
SECTION 2:
The Village Administrator is hereby authorized to execute the agreement and to make
minor changes to the document prior to execution that do not materially alter the Village's
obligations, to execute any other agreements and documentation as well as to take any other steps
necessary to carry out this resolution.
SECTION 3:
This Resolution shall be in full force and effect from and after its passage and approval as
provided by law.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL, AND DUPAGE, ILLINOIS,

Attached please find the tabulation sheet for the bid opened on February 2, 2024, for the subject project,
Stephen Street Structural Wall Repair Project. HR Green, Inc. has verified that out of the five (5)
bidder's, E.P. Doyle & Son, LLC. is the apparent qualified low bidder at $858,060.50 total for the complete
project. The bids range from the noted low bid up to $1,485,865.00. Our engineer's opinion of probable
construction cost for the full project was calculated as $764,120.00.
Based on the results as summarized above and because E.P. Doyle & Son, LLC. is a qualified contractor,
we recommend them to be awarded the contract at their bid prices that currently show a total amount of
$858,060.50. After discussions with Lemont Park District and E.P. Doyle & Son, LLC, the best pathway for
pedestrians in that corridor is still to be determined. Some of the proposed sidewalk and all of the proposed
striping for this project will be removed at a cost savings of nearly $15,000.00. There could also be
additional opportunities for cost savings with E.P. Doyle & Son, LLC also being the General Contractor for
the nearby Athens Park project.
