SUMMARY/BACKGROUND
Village staff have been working with the Loft HOA to re -configure placarded resident parking
spots in the Lemont Parking Garage in order to encourage more utilization of the parking
garage by the residents of the Front Street Lofts. Residents with additional parking needs and
other downtown residents will be able to purchase overnight parking permits.
ANALYSIS
In order to enforce parking restrictions in the parking garage, staff is recommending an
ordinance to re-establish a ban on overnight parking in the Parking Garage. Parking overnight
from 3am through 6am would be restricted in the parking garage and on Front Street. The
penalty for the parking ban is suggested as a $25 fine.
Like other new restrictions, enforcement would be delayed for 60 days after ordinance
enactment, with violators being issued warnings for the first 60 days.
10.16.030. - All-night parking.
Ua No person shall park any vehicle on either side of the following streets during the
hours from 3:00 a.m. to 6:00 a.m. on Fridays:
(1) Canal Street.
(2) Main Street, from Fremont Street to Lockport Street.
(3) Stephen Street, from Main Street to River Road.
(4) Talcott Avenue, from Stephen Street to Holmes Street.
(5) Front Street.

(b) No person shall park any vehicle on either side of the following streets during the
hours from 3:00 a.m. to 6:00 a.m. on any day;
(1) Front Street.
(2) Violations of this section shall be punished by a fine not exceeding $25.00.

10.16.045. - Village of Lemont parking garage.

No person shall park any vehicle in the parking garage during the hours from 3:00 a.m,
to 6:00 a.m. on any day.
(b) Vehicles parking in reserve slots will be exempt from the parking restriction.

hang tags must be properly displayed by hanging on the rear view mirror in the interior
of the vehicle. Residents of the downtown

annual bass

AN ORDINANCE AMENDING CHAPTER 10.16 OF THE LEMONT, ILLINOIS
MUNICIPAL CODE (PARKING GARAGE & PARKING RESTRICTIONS)
WHEREAS, the Village of Lemont ("Village") is an Illinois Municipal Corporation
pursuant to the Illinois Constitution of 1970 and the Statutes of the State of Illinois; and
WHEREAS, the Village President and Board of Trustees desire to amend a certain
provision of the Lemont, Illinois Municipal Code ("Village Code"); and
WHEREAS, the Village finds that it is in the best interests of the Village and its
residents to amend Chapter 10.16 of the Village Code in the manner set forth below;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF LEMONT, COOK, DUPAGE AND WILL
COUNTIES, ILLINOIS, as follows:
SECTION 1: The foregoing findings and recitals, and each of theirs, are hereby adopted
as Section 1 of this Ordinance and are incorporated by reference as if set forth verbatim herein.
SECTION 2: The Village Code, as amended, is hereby further amended in Chapter
10.16.030 — All-night parking and Chapter 10.16.045 — Village of Lemont parking garage, with
deletions in strikethrough and additions in underlined text so that Section 10.16.030 and
10.16.045 shall be read as follows:
10.16.030. -All-night parking.
U No person shall park any vehicle on either side of the following streets during the hours
from 3:00 a.m. to 6:00 a.m. on Fridays:
