2. EXISTING CONDITIONS
Kimley-Horn conducted a review of the subject site including existing land uses in the surrounding
area, the adjacent street system, current traffic volumes and operating conditions, lane configurations
and traffic conditions at nearby intersections, and other key roadway characteristics. This section of
the report details information on the existing conditions obtained through aerial imagery and a site
visit.
Area Land Uses S Connectivity
Located approximately one-half mile west of the signalized intersection of IL Route 83-Main Street/IL
Route 171, the subject site is located within the Maley Road Industrial Park. The site is generally
bounded by industrial uses to the north, east, and west. Cog Hill Golf & Country Club is located on
the south side of Main Street. Downtown Lemont is located approximately two and one-half miles to
the west.
Regional connectivity is provided by IL Route 83 and IL Route 171. Main Street provides local east -
west local access via Main Street which is located along the southern boundary of the subject site.
The Des Plaines River and associated industrial railway is located north of the site, providing access
to the regional freight transportation network.
Existing Roadway Characteristics
The following information was obtained about the existing roadway network.
Main Street is an east -west roadway located south of the site. The Illinois Department of
Transportation (IDOT) classifies Main Street as a Minor Arterial. Throughout the study area, Main
Street provides one travel lane in each direction. At its intersections with Maley Road and Access C,
Main Street provides a single shared lane on each approach; dedicated turn lanes are not provided.
The posted speed limit is 50 miles per hour (MPH). Main Street is under IDOT jurisdiction.
Maley Road provides access to the Maley Road Industrial Park with a north -south segment that
extends north from Main Street and a northeast -southwest segment that forms the northern boundary
of the subject site. Maley Road is a private roadway. Immediately east of Access A, the roadway is
gated. Through the study area Maley Road provides one travel lane in each direction. At the
intersection of Maley Road/Maley Road, the northeast -southwest segment was assumed to operate
under minor -leg stop control; the north -south segment was assumed to operate under a free -flow
condition. At its unsignalized intersection with Main Street, Maley Road provides separate left- and
right -turn lanes and operates under minor -leg stop control. There is no posted_ speed limit, and so a
speed limit of 25 MPH was assumed for purposes of this analysis.

Traffic Count Data
Turning movement count data was collected in June 2023 at the following intersections:
• Maley Road / Maley Road
• Maley Road / Main Street
• Maley Road / Access A (Vilest Maley Road Access)
• Maley Road / Access S (Fast Maley Road Access)
• Maley Road / Access C (Main Street Access)
The counts were conducted on a typical weekday from 6:00-9:00 AM, and 3:00-6:00 PM. These count
periods were selected in order to capture the peak travel periods in the area. The traffic data revealed
that peak traffic conditions occur within the study area from 7:30-8:30 AM and 4.30-5:30 PM. For
purposes of this analysis, the peak hour vehicle traffic volumes were rounded to the nearest multiple
of five and balanced between the study intersections_ Note that counts were conducted at the private
driveway on the east side of Maley Road between Main Street and Maley Road, as well as the private
driveway on Maley Road west of Access A. These counts were used to balance the roadway network_
The existing traffic volumes are presented in Exhibit 2. A summary of the traffic count data is provided
in the appendix.

Existing Capacity Analysis
Capacity analysis for the existing and future conditions was performed using Synchro Version 11,
The capacity of an intersection quantifies its ability to accommodate traffic volumes and is expressed
in terms of level of service (LOS), measured in average delay per vehicle. LOS grades range from A
to F, with LDS A as the highest (best traffic flow and least delay), LOS E as saturated or at -capacity
conditions, and LOS F as the lowest (oversaturated conditions). The lowest LOS grade typically
accepted by jurisdictional transportation agencies in Northeastern Illinois is LOS Q.
The LOS grades shown below, which are provided in the Transportation Research Board's Highway
Capacity Manual (HCM), quantify and categorize the driver's discomfort, frustration, fuel
consumption, and travel times experienced as a result of intersection control and the resulting traffic
queuing. A detailed description of each LOS rating can be found in Table 2.1.

The range of control delay for each rating (as detailed in the HCM) is shown in Table 2.2. Because
signalized intersections are expected to carry a larger volume of vehicles and stopping is required
during red time, note that higher delays are tolerated for the corresponding LOS ratings.

Based on these standards, capacity results were identified for the study intersections under existing
conditions. The results of capacity analysis for existing conditions are summarized in Table 2.3. In
this table, operation on each approach is quantified according to the average delay per vehicle and
the corresponding level of service. The results for the study intersections are based on HCM 61h
Edition capacity analysis. Copies of the Synchro reports are provided in the appendix.

Under existing conditions, the intersection approaches and movements operate acceptably at LOS C
or better during both peak hours. For each study intersection, the 95th percentile queue is
approximately one (1) vehicle during the peak hours. At the intersection of Maley Road/Main Street,
the 9511, percentile queues estimated for the southbound approach are accommodated within the
existing storage lanes.

3. DEVELOPMENT CHARACTERISTICS
This section of the report ❑utlines the proposed site plan and summarizes site -specific traffic
characteristics.
❑evelopment Characteristics
The proposed redevelopment would include a 34.55-acre transportation facility. With the
redevelopment, the existing ❑ffice building would remain, and the perking area would be modified to
provide a total of 643 truck parking spaces. In addition, a total of 41 vehicle spaces (39 standard, 2
accessible) would be provided.
Access to the site would be provided via a single full -access driveway to Maley Road (Access A),
located near the northwest quadrant of the site. The existing east driveway to Maley Road (Access
B), located east of the gate, would be removed. The driveway to Main Street, located near the
southeast quadrant of the site, would be a gated emergency access only (Access C). For purposes
of this analysis, the proposed redevelopment was assumed to be completed in 2024. A conceptual
site plan is provided in the appendix.
Trip Generation
In light of the unique characteristics ❑f the transportation facility, site trip generation was estimated
based on operational data (i.e., employee headcount, shift hours, and truck activity) provided by JB
Hunt. This data reflects JB Hunt's experience operating similar facilities and intended ❑perations for
the Lemont site. A summary of the estimated site trip generation is provided in Table 3.1.

Directional Distribution
The estimated distribution of site -generated traffic on the surrounding roadway network as it
approaches and departs the site is a function of several variables, such as the nature of surrounding
land uses, prevailing traffic volumes/patterns, characteristics of the street system, and the ease with
which motorists can travel over various sections of that system. The anticipated directional
distributions are outlined for both passenger cars and heavy vehicles in Table 3.2, It should be noted
that site -generated trucks will be directed to travel on Main Street east of Maley Load only; site -
generated trucks will not travel west on Main Street through downtown Lemont.

Based on these assumptions, the site -generated trip assignment for passenger cars and heavy
vehicles is illustrated in Exhibit 3 and Exhibit 4, respectively. Total site -generated traffic, the sum of

4. FUTURE CONDITIONS
This section of the report defines future roadway improvements and develops future traffic projections
for analysis. The redevelopment is expected to be complete by Year 2024; Kimley-Horn therefore
evaluated future traffic conditions for a Year 2029 design horizon (build -plus -five conditions, per
typical IDOT requirements). A future no -build scenario was prepared in order to assess future traffic
operation without the proposed redevelopment. Site -generated trips were then added to the no -build
scenari❑ to analyze the redevelopment's impact on the study intersections.
Future (2029) No -Build Traffic Projections
Background traffic volumes were estimated using data from the Chicago Metropolitan Agency for
Planning (CMAP). Based on information received from CMAP, traffic growth along Main Street is
projected at a compounded rate of roughly 1.3 percent annually through Year 2050. Therefore, an
annual growth rate of 1.3 percent was applied to existing traffic volumes (Exhibit 2) through Year
2029, The future (2029) no -build traffic volumes are presented in Exhibit 6. An official letter from
CMAP documenting the projected Year 2050 traffic volumes is included in the appendix.
Based on the anticipated traffic volumes, the results of capacity analysis for Year 2029 no -build
conditions are summarized in Table 4.1. Future conditions were evaluated based on existing lane
geometry and traffic control. Consistent with existing conditions, the results of the capacity analysis
are based on Synchro HCM 6th Edition reports. Copies of these reports are included in the appendix.

Future (2029) Build Traffic Projections
To develop future build traffic projections, total site trips (Exhibit 5) were added to the no -build traffic
projections (Exhibit 6) to calculate future build traffic projections. With the proposed redevelopment,
existing site operations would no longer occur; and therefore, existing traffic volumes ❑bserved at
Access A (Exhibit 2) were removed from the area roadway network. Traffic projections for the Year
2029 build scenario are illustrated in Exhibit 7.
According to the Village of Lemont, IDOT plans to widen Main Street from Wheeler Drive to IL Route
831IL Route 171. However, based on available information the IDOT project is in preliminary stages.
For purposes of the Year 2029 no -build and build analysis, Main Street was assumed to continue to
operate as a two-lane roadway.
Based on the volume projections presented in Exhibit 7 and existing geometry, capacity results were
identified for the study Intersections under Future (2029) Build conditions. The results of the capacity
analysis are summarized in Table 4.2. Consistent with the analysis of existing conditions, the results
are based on Synchro's HCM 614 Edition reports. Copies of these reports are included in the appendix.

5. RECOMMENDATION & CONCLUSION
Based on Kimley-Horn's review of the proposed site plan and evaluation of existing and future traffic
conditions, the existing study intersections are projected to adequately accommodate the proposed
redevelopment. The following improvements are recommended to accommodate site traffic:
+ Remove the east driveway to Maley Road (Access B),
• Gate and sign the driveway to Main Street (Access C) as emergency access only.
• Based on previous use of the site, Access A should accommodate truck turning maneuvers;
however, an AutoTURN analysis is recommended. to confirm truck access and onsite
circulation.
• Minor -leg stop control should be posted for outbound traffic at Access A.
Regardless of the final configuration of site driveway geometrics, several additional items should be
taken into consideration when preparing site improvement plans for the subject development. As the
site design progresses, care should be taken with landscaping, signage, and monumentation at the
site access locations to ensure that adequate horizontal sight distance is provided from the new stop
bars. If alterations to the site plan or land use should occur, changes to the analysis provided within
this traffic impact study may be needed.
