SUMMARY/BACKGROUND
J.B. Hunt, represented by attorney Vince Rosanova, is under contract to purchase
approximately 35-acres located at 13275, 13335 and 13337 Main Street. The subject property
consists of 3 parcels that will be consolidated through the Final Planned Unit Development
and Final Plat process. At this time, J.B. Hunt is requesting approval of a Special Use for a
Preliminary Planned Unit Development (PUD) and Plat to allow a freight transportation
terminal, truck and trailer parking and cargo container storage in the M-3 zoning district.
The subject property consists of the vacant Ahern Rentals site and adjacent Champagne
Carriers truck and trailer storage property. J_B_ Hunt will upgrade the site to include, but not
limited to:
• Landscaping, terming and fencing improvements along Main Street to create a year-
round screening from Main Street; and
• Paving with asphalt and cement curbs; and
• Properly striping and site lighting for the trailer storage lot and vehicular parking lot; and
• Removing secondary access points to route all traffic to one gated entrance from Maley
Road.
J.B. Hunt will limit daily truck/trailer traffic to the total provided by the traffic study plus 10%
(154 trucks) and instruct all truck traffic to travel east toward Archer Avenue/IL-83. They
have committed to off -site improvements to better the Maley Industrial Park such as installing
proper street striping and signs for the Maley Road and Main Street intersection. J.B. Hunt will
work with IDOT to determine if a westbound right -turn lane is warranted on Main Street in
conjunction with the J.B. Hunt redevelopment. J.B. Hunt has committed to incurring the entire
cost of the right -turn lane if so warranted.
J.B. Hunt is a Fortune 500 Transportation and logistics company with over 60 years of industry
experience and agrees with the Village of Lemont's 2030 Comprehensive Plan and Goals to
improve and enhance the entrances into the community. They will work through the Final PUD
and Plan process to ensure this is achieved through improvements including fencing,
landscaping and berming along Main Street.

The Future Land Use map included in the Lemont 2030 Comprehensive Plan depicts this area
as Industrial (IND). The proposal adequately meets the goals and objectives of the Lemont
2030 plan,
Planning & Zoning Commission_(PZC)
The PZC held a public hearing on August 2, 2023 and voted (5-0) to recommend approval of
the Preliminary Planned Unit Development and Plat for J.B. Hunt with conditions incorporated
into the attached ordinance.
Committee of the Wholo(COW)
The COW discussed the proposed redevelopment on August 21, 2023 and provided feedback
and suggestions that have been incorporated into the attached ordinance.

WHEREAS, J.B. 1-lunt 'Transport, Inc,, represented by Derek Kennerner and attorney Vince
Rosanova, (hereinafter referred to as "the Petitioner") is the contract purchaser of the 35-acre property
at 13275, 13335 and 13337 Main Street (PINS# 22-14-300-043-0000, 22-14-300-044-0000 and 22-14-
300-042-0000) (hereinafter referred to as the "Subject Property"), legally described and depicted in
Exhibit A; and
WHEREAS, the Petitioner applied pursuant to the provisions of the Lemont, Illinois Municipal
Code, Title 17 Unified Development Ordinance ("UDO") seeking a pr0iminary plat of subdivision and
a special use for a preliminary planned unit development, consisting of the following (hereinafter
referred to as "J.I3. I Iunt Preliminary PUD");
1. Preliminary Plat of Subdivision for 13275, 13335 and 13337 Main Street Consolidation
drafted by Compass Surveying LTD dated 6-15-2023 and revised on 9-7-2023, attached
hereto and incorporated herein as Exhibit A; and
2. Topographic Map of Existing Conditions for 13275, 13335 and 13337 Main Street drafted
by Compass Surveying LTD dated 6-7-2023 with a revision date of 9-8-2023, attached
hereto and incorporated herein as Exhibit B; and
3. PUD Preliminary Plan prepared by Kimley I lorn dated 6-15-2023 and revised 8-28-2023,
attached hereto and incorporated herein as Exhibit C;; and
4. Preliminary Engineering and Landscaping Plans prepared by Kimley Born dated 6-15-
2023 and revised 8-28-2023, attached hereto and incorporated herein as Exhibit D; and
5. Preliminary Storinwater Report prepared by Kimley Horn dated 8-30-2023, attached
hereto and incorporated herein as Exhibit E; and
6. Traffic Impact Study by Kimley Horn dated 6-2023, attached hereto and incorporated
herein as Exhibit F.
7. Photometric sketch prepared by Kimley Horn dated 6-15-2023, attached hereto and
incorporated herein as Exhibit G.
WHEREAS, the Planning and Zoning Commission of the Village of Lemont, lllinois
conducted a public hearing on August 2, 2023 for the Preliminary Planned Unit Development and
Preliminary Plat approval request and voted 5-0 to recommend approval of the Preliminary Planned
Unit Development (PUD) and Preliminary Plat with conditions specified as a part of this ordinance
below; and
WHEREAS, a notice of the aforesaid public hearing was made in the manner provided by law
and was published in the Daily Southtown, a newspaper of general circulation within the; Village; and
WHEREAS, the President and Board ol'Truatees of then Village have reviewed the: matter herein
and have determined that the requested Preliminary PUD and Plat are in the best interest of" public
health, safety, and welfare of the residents of the Village of Lemont, and hereby adopts the finding of
facts as set forth in Exhibit I.
NOW, THEREFORE BE IT ORDAINED by the Village President and Board of Trustees of
the Village of Lemont, Counties of Cook, DuPage, and Will, Illinois as follows:
SECTION ONE: Incorporation of Recitals, The foregoing findings and recitals are hereby
adopted as Section 1 of this Ordinance and are incorporated by reference as if set forth verbatim herein,
SECTION TWO: Special Use. A special use for a planned unit development is granted as
provided and conditioned in this Ordinance:, and a special rGse for cargo container storage in the M-3
zoning district is granted and conditioned in this Ordinance, and a special use for a Freight
Transportation Terminal in the M-3 zoning district is granted and conditioned in this Ordinance.
SECTION THREE: Conditions. The special use for a planned unit development shall have
the following conditions:
1. General Conditions. Unless otherwise approved by the Village Board the Subject Property
shall be developed and maintained in accordance with Village Code, the approved plans, the
conditions of this Ordinance and the exhibits to this Ordinance.
2. Prior to final plat and final PUD approval the following plans/peamits shall be applied for and
submitted for approval to the Village;
a) Final engineering plan,
b) Final photometric plan,
c:) Final landscape plan, and
d) Final lot consolidation plat/plans,
3. Specif3e Conditions. The following specific conditions shall apply:
a) I{inal PUD Phit/flan. An application for Final PUD/Plat is required at time of final PUD
PLJD/Plat submittal. Final PUD Plans and Plat will not be approved by the Village without
MWRL) permit.
b) Depitrtures from Zoning Standards. The following departures from the l,1DO are a part
of this YUID and ordinance:
Section 17,06.190: Allowing pfirking stall width for trucks and trailers of 1 I -feet
as indicated in Exhibit D; and
Section 17.14.020: Allowing luminaires to be mounted up to 45-feet in height for
poles generally indicated oil Exhibit G.
c) The special use is granted solely to J.B. Hunt Transport, Inc., a Georgia corporation, its
subsidiaries, and affiliated companies.
d) No portion of the Subject Property shall be leased, subleased or utilized by any ❑ther
operators, individuals or 3" parties for truck ❑r trailer parking at any time.
c) No more: than 10% of trucks operated to and from the Subject Property will be non-J.B.
Hunt truck operators.
f) J.B. Hunt will install a westbound right turn lane at its sole cost subject to the: following
criteria:
IDOT concurs that a right -turn lane is warranted at the intersection of Maley Road
and Main Street as conceptually depicted in Exhibit H. Should IDOT not concur
that said turn lane is warranted J.B. Hunt shall not be required to construct said
turn lane.
The requisite right-of-way (ROW) is available to install the turn lane. If the
requisite ROW is not available, J.B. Hunt shall work with IDOT to acquire said
ROW.
3. J.B. Hunt shall be permitted to operate, following obtaining occupancy, until the
ROW is acquired (if needed) and until the turn lane installed for a period 01' up to
five (5) years. Installation of said turn land shall not be: a condition precedent to the
Village: issuing J.B. Hunt an occupancy permit for the Subject Property.
g) No more than 77 outbound and 77 inbound truck/trailer trips totaling a maximum of 154
truck/trailer trips a day shall be permitted as described in the Traffic Impact Study,
provided in Exhibit F (includes 10% increase in trip volume). There shell be no restriction
or cap on passenger vehicles or trucks without trailers traveling to and from the Subject
Property.
h) J.B. Hunt shall direct all truck traffic to travel east on Main Street through posted signs,
training brochures and ether documentation on -site and provided to all drivers.
i) The use of jersey barriers is prohibited on the Subject Property,
j) The Final Photometric Plan shall contain no more than 21 poles 45-foot in height and shall
be generally consistent with Exhibit G.
k) Chain link fencing shall be vinyl coated black.
I) Outstanding Comments. The Petitioner must address all comments and issues as noted in
the Preliminary plan reviews and forthcoming in the Final plan reviews by the Consulting
Planner, Village Engineer, Village Arborist, Village Ecologist, Village Plumber and Fire
Marshal, prior to Final PUD and Final Plat approval.
SECTION FOUR: The preliminary planned unit development (PUD) approval shall lapse in
the event the Petitioner dies not file a complete Application for Final PUD/Plat approval within one (1)
year of the date of this Ordinance, unless otherwise extended by the President and Board of Trustees
of the Village.
SECTION FIVE: That the Village Clerk of the Village of Lemont be and is directed hereby
to publish this Ordinance in pamphlet form, pursuant to the Statutes of the State of Illinois, made and
provided.
SECTION SIX: That this Ordinance shall be in full force and effect from and after its passage,
approval and publication as provided by law.

Introduction
Kimley-Horn and Associates, Inc., serves as the engineering consultant for J13 Hunt Transport
Services, Inc. who is proposing to redevelop two adjacent parcels and retrofit an existing building.
The proposed sitework includes demolition, grading, storm sewer, watermain, sanitary sewer, and
paving installation.
This memo will evaluate the pre and post development runoff characteristics of the development for
the approximately 34.97 ac property. Village of Lemont and the Metropolitan Water Reclamation
District of Greater Chicago (MWRD) requirements will be addressed.
Existing Conditions
The majority of the existing site is currently a gravel truck parking lot. There is also an existing
building with a surrounding paved parking Jot. The western half of the site drains via sheet flow to an
existing detention basin at the northwest corner of the property. The eastern half of the site drains via
sheet flow and storm sewer to an existing detention basin at the northeast corner of the site. Both
basins discharge to a drainage ditch running northeast along Maley Road which ultimately leads to
the Calumet Sag Channel.
Proposed Conditions
In proposed conditions, the drainage patterns will remain relatively unchanged. As part of the paving
improvements, additional storm sewer will be added In the truck parking lot. The proposed storm
sewer will outlet into the two improved basins on the north side of the site. The two basins will be
connected by an equalizer pipe and will outlet to the drainage ditch through the east basin only.
These basins will be improved to current standards and expanded in order to meet the design
requirements of both the Village of Lemont and the MWRD Watershed Management Ordinance.
Stor►nwater Detention Design
The intent of this memo is to show compliance with both Village of Lemont and MWRD requirements
for the modified detention basins. Per Lemont code, the allowable release rate is 0.15 cfs per acre of

development. Per MWRD code, the allowable release rate for the Calumet Sag Channel watershed is
0.30 cfs per acre of development. As the allowable release rate required by the Village ordinance is
less, the 0.15 cfslacre value was used in the preliminary stormwater management calculations.
The analysis of the proposed stormwater detention basins was completed with the assistance of
HydroCAD Version 10.20. Detailed analysis has been provided in the attached HydroCA❑
Calculations, The combined basins meet the detention release rate requirements for both the Village
of Lemont and MWRD. See the table below for the release rates based on the development area.

Given the above actual release rate, the normal water level of the pond is 591.00 and the high water
level is 595.14, This results in a bounce of approximately 4.14 feet. The bottom of the pond is set at
590.50 to allow room for volume control storage.
The existing dry -bottom basin will be converted to a native planted, wetland style basin in
conformance with WMO requirements. The necessary volume control will be provided below the
outlet pipe at the bottom of the basins. Required and provided volume control calculations have been
attached for reference.
The existing control structure will be modified as part of the proposed basin improvements to ensure
compliance with the required release rates. The Improved basins will continue to outfall to the north
into the ditch along Maley Road and ultimately to the Calumet Sag Channel as the existing site does
today.
Sutnrnary
The existing site will be improved to include additional storm sewer infrastructure and the existing
stormwater management basins will be modified and expanded to conform with current MWRD and
Village of Lemont code requirements. The existing drainage patterns will be maintained as the site
will continue to drain from south to north, be routed through the improved stormwater management
basins, and ultimately outfall to the Maley Road ditch and Calumet Sag Channel.

EXECUTIVE SUMMARY
Kimley-Worn and Associates, Inc. (Kimley-Horn) was retained by JB Hunt to perform a traffic impact
study for a transportation facility proposed near the intersection of Main Street/Maley Road in Lemont,
Illinois. To accommodate the transportation facility, the existing perking lot would be modified to
provide a total of 643 truck parking spaces.
Access to the redevelopment would be provided via a single driveway along the south side of Maley
Road near the northwest quadrant of the site (Access A). The existing east driveway on Maley Road
(Access B) would be removed with the redevelopment. A gated emergency -only access would be
provided along Main Street (Access C). For purposes of this analysis, the proposed redevelopment
was assumed to be completed in 2024.
As part of this traffic impact study, existing and future traffic conditions were evaluated for the
intersections providing access to the site, including Maley Road/Main Street, Maley Road/Maley
Road, and the site access driveways. Based on a review of existing and future traffic conditions, the
addition of background traffic growth and site -generated traffic is not expected to materially impact
the study intersections.
Minor -leg stop control should be posted for outbound traffic at Access A. Access C should be gated
and signed as emergency -only access. All site -generated truck traffic should be directed to travel on
Main Street east of Maley Road only. Additional details related to the improvements identified above
are provided in the Recommendations & Conclusion section of this report.

1. INTRODUCTION
Kimley-Horn and Associates, Inc. (Kimley-Horn) was retained by JB Hunt to perform a traffic impact
study for a proposed 34.55-acre transportation facility located in the Maley Road Industrial Park_
Located on the north side of Main Street east of Maley Road, the site is currently occupied by an
office building and truck parking. The proposed transportation facility would reuse the existing office
building and the parking lot would be modified to provide a total of 634 truck parking spaces.
Access to the redevelopment would be provided via a single driveway along the south side of Maley
Road near the northwest quadrant of the site (Access A). The existing east driveway to Maley Road
(Access F) would be removed with the redevelopment. A gated emergency -only access would be
provided along Main Street near the southeast quadrant of the site (Access C). An aerial view of the
study location and surrounding area roadway network is presented in Exhibit 1.
As part of this study, the existing network was analyzed to determine the current operations at the
study intersections. Site trip generation characteristics were established for the proposed
redevelopment and added to projected background traffic volumes in order to assess the site's
potential impact on the area roadway network. This report presents and documents data collection,
summarizes the evaluation of the existing and projected future traffic conditions on the surrounding
roadways, and identifies recommendations to address the potential impact of site -generated traffic
on the adjacent roadway network.
