RESOLUTION AUTHORIZING AWARD OF CONTRACT
FOR THE MAIN STREET SANITARY SEWER AND WATER MAIN EXTENSION
(MALEY ROAD TO 1200 FEET WEST OF BELL ROAD)
SPECIAL SERVICE AREA NO. 1
WHEREAS, the Village of Lemont requires that the Main Street Sanitary Sewer and
Water Main Extension, Special Service Area No. 1 be completed; and
WHEREAS, the Village seeks to utilize the construction firm of Bisping Construction
Company, Inc. for such work; and
WHEREAS, Bisping Construction Company, Inc. submitted a low bid for such work in
the amount of $1,106,100.00.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that
the Contract with Bisping Construction Company, Inc. is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DuPAGE, ILLINOIS, on this 20th
day of April, 2009.

Main Street Sanitary Sewer & Water Main Extension
Dear Mr. Bisping:
Due to a procedural issue, the Special Service Area for the Main Street Sanitary
Sewer and Water Main Extension project has not been established. The Village of
Lemont is now recommencing the SSA proceedings, with the intent to award the
construction contract for this project on April 13, 2009.
The Village of Lemont is requesting that you extend your bid to April 30, 2009, so
that we do not have to rebid this project, and so that we know that we are dealing
with a known cost. The Village will allow you to recover any labor increases that
occur between January 1, 2009 and the completion of the project, as part of the
condition of the bid extension. Adjustments for increase /decrease in material costs
will not be considered, or considered for request, unless due to change in project
scope.
If you so concur, please provide us a written response as confirmation. We are truly
sorry for the project delay and appreciate your cooperation and patience to date.
Please call me if you have any questions.
There is a remote chance that the Village of Lemont will proceed with the project
before the April date, if an intergovernmental agreement with Cook County can be
made to "up front" the project cost. We will keep you abreast of developments in this
regard also.

perform this type of work, we therefore recommend that the Contract be awarded to Bisping Construction
Company, P.O. Box 654, 110 Ford Drive, New Lenox, IL 60451, in the amount of $1,106,100.00.
