RESOLUTION AUTHORIZING AWARD OF CONTRACT
FOR STATE STREET WATER MAIN REPLACEMENT PROJECT,
WHEREAS, the Village of Lemont requires that the State Street Water Main Replacement Project,
be completed; and
WHEREAS, the Village seeks to utilize the construction firm of Len Cox & Sons Excavating, Inc. for
such work; and
WHEREAS, Len Cox & Sons Excavating, Inc. submitted a low bid for such work in the amount
$176,170.00;
NOW, THEREFORE, BE IT RESOLVED, by the President and Board ofTrustees that the Contract with
Len Cox & Sons Excavating, Inc. is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF LEMONT,
COUNTIES OF COOK, WILL AND DuPAGE, ILLINOIS, on this 27th day of September, 2010.

Listed below and on the attached "Bid Tabulation ", please find the results of the September 21, 2010
bid opening for the above - captioned project. Two (2) bids were received and tabulated, with errors
being found that did not affect the bid order.
Len Cox & Sons Excavating $ 176,170.00
Airy's Inc. 272,735.00
Engineer's Estimate $ 145,717.00
The low bid submitted by Len Cox & Sons Excavating, in the amount of $176,170.00, is $30,453.00
(20.90%) above the Engineer's Estimate of $145,717.00. The reason for the low bid volume and the
increase in bid price over the Engineer's Estimate is due, in my opinion, to the complexity of this
project, the high traffic location, and tight work conditions. From our records, nine (9) contractors
came in to look at the plans for the project; five (5) contractors picked up plans; and only two (2) bid the
project. Thus, I am not convinced we will get more bidders or a lower price if we "rebid" this project.
The Village is also under a deadline to spend the $100,000 in CBDG funds by year end. Given this
scenarios, and since Len Cox & Sons Excavating is qualified to perform this type of work, we therefore
recommend that the Contract be awarded to Len Cox & Sons Excavating, 151 Springfield Avenue,
Ste 10, Joliet, IL 60435, in the amount of $176,170.00.
