A Resolution Approving Cost Change Request
with Municipal Well & Pump
WHEREAS, the Village of Lemont ( "Village ") operates and maintains a water supply
system; and
WHEREAS, the Village has requested estimates from the two known contractors that
can inspect and perform certain diagnostics for Well 6 of the Village's water supply system; and
WHEREAS, upon receipt and review of said estimates, the Village found it in the best
interests of the health, safety and welfare of the public to enter into an agreement with Municipal
Well & Pump for inspection and performance of diagnostics of Well 6; and
WHEREAS, Municipal Well & Pump, upon their inspection of Well 6, discovered a
need for new parts and repair for Well 6; and
WHEREAS, pursuant to the provisions of Section 5/8 -9 -1 of the Illinois Municipal Code
(65 ILCS 5/8 -9 -1) the Board of Trustees (hereinafter collectively the "Village Board ") may, by a
vote of two- thirds of its Trustees then holding office, waive the requirements for public bidding;

WHEREAS, because of the timing and need for repairs to Well 6, the Village Board
finds it in the best interests of the health, safety and welfare of the public to begin repairs of Well
6 immediately; and
WHEREAS, upon review by Village staff, it was concluded that the greatest benefit to
the Village will be realized by waiving the bidding process and approving the Cost Change
Request for the repairs of Well 6;
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE BOARD OF
TRUSTEES OF THE VILLAGE OF LEMONT, COOK, WILL & DU PAGE COUNTIES,
ILLINOIS that:

SECTION ONE: Incorporation of Recitals. The foregoing findings and recitals are
hereby adopted as Section One of this Resolution and are incorporated by reference as if set forth
verbatim herein.
SECTION TWO: Waiver of Public Bid Requirements and Approval of
Contract. Pursuant to the provisions of Section 5/8 -9 -1 of the Illinois Municipal Code (65 ILCS
5/8 -9 -1) the Village hereby waives the public bidding requirements otherwise applicable to
entering into the Cost Change Request between the Village of Lemont and Municipal Well &
Pump. Said Cost Change Request, attached as Exhibit A and incorporated in its entirety, is
hereby approved.
SECTION THREE: Ratification. The signature of the Village Administrator is hereby
ratified and he is further authorized to execute all other documents and take all actions necessary
which do not materially alter the Village's obligations to carry out this Resolution
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DUPAGE,
ILLINOIS on this 13 day of May, 2013.
