R-324-94 Requesting Transfer of Community Development Block Grant Funds from Capital Improvements to Single-Family Rehabilitation ProjectsVILLAGE OF L ONT RESOLUTION c%`f DATE OF APPROVAL 7 -#- 9y A RESOLUTION REQUESTING TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FROM CAPITAL IMPROVEMENTS TO SINGLE - FAMILY REHABILITATION PROJECTS WHEREAS, Cook County has been designated as an "Urban County" by the Department of Housing and Urban Development under the provisions of the Housing and Community Development Acts of 1974, as amended (hereinafter referred to as the "Acts "); and WHEREAS, the Village of Lemont, a municipal corporation located in Cook, DuPage, and Will Counties, is a subgrantee of Cook County under the provisions of said Acts; and WHEREAS, the Tillage applied for and received an award of $125,000 toward the reconstruction of Logan Street from Hickory to State Streets, known as Project 92 -036; and WHEREAS, said award by Cook County was based on 1980 census data, which indicated that the project area would qualify as low to moderate income; and WHEREAS, more recent 1990 census data indicate that the area no longer qualifies as low to moderate income, thereby making the project ineligible according to HUD guidelines; and WHEREAS, Cook County has offered the Village the opportunity to transfer these funds to Project 93 -044 for single - family rehabilitation. n - 2 NOW THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage and Will, that the Village hereby requests an amendment from the County of Cook, Illinois of the Community Development Block Grant Agreement for project Number 93 -044 to increase the grant amount for said single - family rehabilitation grant by $125,000 from $75,000 to $200,000, and that, further, the Village of Lemont does hereby approve said amendment including the amendment of the Project Summary and the Budget to reflect the increase in the grant amount. Jones LEMONT Village of Faith 418 Main Street • Lemont, IL 60439 -3788 (708) 257 -1550 Fax (708) 257 -1598 MEMORANDUM To: Mayor Kwasneski Board of Trustees Fr: Dana Jenkins Trustees Barbara Buschman Alice Chin Keith Latz William Margalus Rick Rimbo Ralph Schobert February 22, 1994 Re: Community Development Block Grant (CDBG) Funding Reconstruction of Logan Street from Hickory to State The Village has recently received notification from Cook County that the above - referenced project is no longer considered eligible :for Block .Grant .funding due to a change in HUD guidelines requiring the County to use 1990, rather than 1980, census data in determining eligibility as a low to moderate income area (defined as having at least 42% of residents low to mod income) . The project area, which had a concentration of 42.29% low and mod income residents, now has only 22.09% according to the 1990 census. Board members will note that Cook County has offered the Village the opportunity to transfer these funds previously awarded for Logan Street ($125,000) to the Village single - family rehabilitation account. The Village would then have $200,000 (rather than the $75,000 originally awarded) for single - family rehab projects. Recipients would of course still be required to qualify as low or moderate income in order to receive rehab assistance. As Mr. Schwertman of Cook County has confirmed that the alternative is to lose the funding, staff is recommending adoption of the attached resolution requesting this transfer of funds.
