R-438-96 07/08/96VILLAGE OF LEMONT RESOLUTION NO. 44 3 DATE OF APPROVA &% A RESOLUTION OF OBJECTION FOR THE RECORD OF THE COOK COUNTY ZONING BOARD OF APPEALS REGARDING A REQUEST FOR VARIANCES FOR DOUBLE -FACED ILLUMINATED OUTDOOR ADVERTISING SIGNS ON THE SANTA FE RR ABUTTING THE STATE STREET HIGHRISE BRIDGE WHEREAS, The Village of Lemont is a zoned municipality with limits near the property which is the subject of a request for a variation in the cause known as Docket Number 6386 and 6387 before the Cook County Zoning Board of Appeals, said property being described as follows: Docket #6386: THAT PORTION OF ATCHISON, TOPEKA, & SANTA FE R.R. CO. IN E. 1/2 OF SW 1/4 OF SEC. 20, T37N, R11, E. OF 3RD PM, LYING W. OF W. LINE OF LEMONT ROAD. & E. OF LINE 318' W. OF & PARALLEL/w W. LINE OF LEMONT ROAD; and Docket #6387: THAT PORTION OF ATCHISON, TOPEKA, & SANTA FE R.R. CO. IN E. 1/2 OF SW 1/4 OF SEC. 20, T37N, R11 E. OF 3RD PM LYING E. OF E. LINE OF LEMONT ROAD AND W. OF LINE 318' E. OF & PARALLEL/W SAID E. LINE OF LEMONT ROAD; COMMONLY KNOWN AS BOTH SIDES OF THE SANTA FE RAIL ROAD ALONG THE STATE STREET HIGHRISE BRIDGE; and WHEREAS, the entire boundary of the subject property is within 1 1/2 miles of the corporate limits of the Village of Lemont; and WHEREAS, the need for the increase in sign length is not due to the particular physical surroundings, shape or topographical conditions of the specific property involved in the request; and WHEREAS, the request for the increase in sign length would not be unique to this specific property but could be applicable to any other property within the same zoning classifications; and WHEREAS, the erection of outdoor advertising signs with the proposed variances would be based exclusively on a desire for the property owner and lessee to make more money out of the property; and WHEREAS, outdoor advertising signs are detrimental to the public welfare and are injurious to other property in the area by creating negative aesthetic impact on the historic I &M Canal area, Lemont's Historic Downtown and other properties; and WHEREAS, granting of the variances could impair an adequate supply of light to adjacent properties and may endanger public safety due to their location in relation to the State Street Bridge; and WHEREAS, the variance for increasing the sign length to 48 feet is not authorized by the Cook County Zoning Ordinance as the Ordinance only allows a 20% increase in the maximum 35 foot length requirement; and WHEREAS, no variance has been sought in regards to height of signs which would hide these signs from view of the State Street bridge if allowed at the maximum 20 foot heights by the Cook County Zoning Ordinances; and WHEREAS, no variance has been sought in the frontage of the parcel on the St to Street B9 Bridge; feet under the Cook County Zoning Ordinance bas ed on and WHEREAS, no variance has been sought in Zorimo locating dtnanceid signs less than 500 feet from a Park (I &M Canal) as required under the Cook County WHEREAS, no variance has been sought in regards to the proposed 66' lot width for the signs where an I -3 District requires a minimum 100 foot width; and parts of the subject parcels are located within the Village of Lemont and are subject to the Village of Lemont Zoning jurisdiction; and is within the Lemont WHEREAS, it appears from the public records that jurisdiction; all of the subject property Village limits and is therefore subject to Lemont Zoning WHEREAS, the I &M Canal Nat'l. Heritage Corridor has been so designated by the U.S. Department of the Interior National Park Service; and WHEREAS, the Community has made a concerted effort to control signage standards on main entrances into this historic Community. NOW THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Lemont, Counties of Cook, DuPage and Will, State oCouln Illinois, Zoning Boardlo�f Appeals hereby objects to 6386 the request for variances which is the subject of Cook County and 6387.
