R-11-03 02/24/03RESOLUTION RESOLUTION APPROVING NOTICE OF INTENT FOR THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM PHASE II STORMWATER PERMIT WHEREAS, the National Pollutant Discharge Elimination System (NPDES) Phase II Stormwater program is a mandate of the Clean Water Act of 1972; and WHEREAS, the NPDES Phase II Rule requires permit coverage for stormwater discharges from certain regulated small municipal separate storm sewer systems; and WHEREAS, it has been determined that the Village of Lemont will be required to apply for a NPDES Phase II stormwater permit; and WHEREAS, the NPDES Phase II Permit requires that all applicants submit a Notice of Intent to the Illinois Environmental Protection Agency (IEPA) along with a stormwater management plan that identifies: the best management practices and measurable goals for the six minimum control measures; a timetable for implementation; and the person(s) responsible for implementation; and WHEREAS, the Village has developed a stormwater management plan and prepared the applicable Notice of Intent and is attached as Exhibit A. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that the attached Notice of Intent is hereby approved. The volunteers from the Lemont Environmental Advisory Commission will work closely with the school district in providing an interesting learning experience for the students. The Committee will be responsible for making recommendations to the management team member in charge of the administration of the Storm Water Management Plan. Illicit discharge detection /elimination BMP No. C.1 Storm Sewer Atlas. The Village has an existing atlas for the storm sewer system. This atlas will be updated to include all subsequent additions to the system and will show all conveyance system components including structures, pipes, swales and discharge points (outlets). Measurable Goals • Locate all point sources to the receiving waters. The number of point sources noted. The Ordinance will include provisions for fines and other sanctions for non - compliance. Measurable Goals • Permanent erosion control will be established prior to final occupancy of development. The number of occupancies granted after the first final inspection. The Village owns and maintains a majority of the detention basins in the Village. These basins are addressed in the Detention Pond Management Program. The Ordinance will also include provisions for inspection and enforcement of the minimum maintenance requirements. The number of attendees (frequency — annually) • Employees will assist in the program by finding violations. The Village will enhance the Program by developing a cleaning cycle. This program will provide annual cleaning for all structures. The structures will be inspected prior to cleaning to determine the structural condition and recorded. Measurable Goals • A schedule of inspections will be developed and incorporated in a database. The number of inspections made (frequency — monthly) • A repair schedule will be developed to correct problems noted from the inspection process. The number of repairs made (frequency — monthly) Milestones Year 1 — Develop expanded program Year 2 — Initiate program BMP No. F.3 - Municipal Operations Storm Water Control Detention Pond Management Plan. The Village currently has a program to maintain Village owned detention ponds. The Village will refine this program to include condition inspections and repair schedules. The Plan will be updated annually. The Village also includes mowing in this program. Measurable Goals • A database will be developed to provide a tracking mechanism for the scheduling of inspections of Village owned detention ponds.
