In Conjunction With The Logan/Warner/Singer Reconstruction ProjectRESOLUTION /.- RESOLUTION AUTHORIZING APPROVAL OF AN ENGINEERING AGREEMENT WITH MORRIS ENGINEERING, INC. IN CONJUNCTION WITH THE LOGAN/WARNER/SINGER RECONSTRUCTION PROJECT WHEREAS, the Village of Lemont requires engineering services related to the design of the Logan/Warner /Singer Reconstruction Project; and WHEREAS, the Village of Lemont seeks to utilize the firm of Morris Engineering, Inc.; and WHEREAS, the Village and Morris Engineering, Inc. have negotiated an agreement to identify the terms and conditions of the services to be provided. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that the agreement attached hereto as Exhibit A is hereby approved. (MEI) is pleased to provide this agreement for the design phase of the 2004 reconstruction project of portions of Logan Street, Warner Avenue and Singer Avenue as outlined in the 10 year comprehensive road program. MEI looks forward to providing you with the engineering services to continue the implementation of the comprehensive road program. Please find below the detailed scope of work Scope of Work Section 1: Meeting and Conferences 1) Attend such meetings with authorities exercising jurisdiction over the project. Such jurisdictional authorities shall include, but not limited to IEPA, MWRD, the State of Illinois and Federal Agencies. 2) Attend status meetings with Village staff to share information and ensure the proper design and schedule are accomplished. Section 2: Surveying Services 1) Provide a topographical survey of the project area to be improved. The topographic survey will include but not limited to: property corners, back of curb, road centerline, edge pavement water main, sanitary sewer, storm sewer, sidewalks, hydrants, and trees. Topographic information will all so be provided outside of right -of -way to ensure all grading issues are properly addressed. The limits of the project at intersections will include Lisle 5100 S. Bridge St. • Yorkville, IL 60560 (630) 553 -0770 • Fax (630) 553 -5270 meimail @aol.com Fox Lake 47 Nippersink Blvd. • Fox Lake, IL 60020 (847) 587 -0780 • Fax (847) 587 -0774 the entire intersection and 100 feet of additional topographic survey of the roads not included in the reconstruction. 2) Provide any easement documents for the improvements as maybe determined during the design. 3) Layout locations of any subsurface investigation as maybe required for the design of the improvements. 4) Draft the existing conditions of the project area as surveyed and confirmed through plat research. This information will be the base of the proposed improvements and will be incorporated into the construction plans.. Section 3: Preliminary Engineering Services 5) Prepare storm water calculations for the project area and the tributary area. The calculations will be used to size the storm sewer for the project site and for future connections of the storm sewer system in the region. Said calculations will be incorporated into the storm water report. 6) Prepare a preliminary utility plan for the storm sewer, sanitary sewer, and water main. This plan will show the direction of flow, approximate sizes, and points of connection. This plan will be presented to Village staff for review and comment and revised as needed to accomplish the each department's requirements. Section 4: Final Engineering Services 7) Prepare construction grade plans for the reconstruction of the areas noted above. Plans will incorporate roadway, sanitary sewer, storm sewer, water main, general grading, and erosion control. 8) Prepare specifications describing the work shown on the drawings. ENGINEER will prepare specifications for the work to be preformed on the project in conjunction with regulations of the Village of Lemont, MWRD, IEPA and the State of Illinois 9) Prepare a schedule of quantities and an engineer's opinion of probable construction cost based on the drawings, specifications and the current market values of items in the region. 10) Perform hydraulic and hydrologic calculations of the drainage from the proposed development and prepare a storm water management plan for conveying and appropriately discharging storm water offsite 11) Prepare permit applications for IEPA and MWRD including the NOI permit. Revise permits and plans with approval of the Village as requested by the agencies 12) Submit the Final Engineering Plans, Specifications, Engineer's Opinion of probable construction cost and hydraulic calculations to all governmental authorities having jurisdiction for review and approval. ENGINEER will make changes and revisions requested by said authorities with concurrence of the Village. 13)Prepare bid documents for the construction bid of the proposed improvements. Bid documents will closely follow IDOT standard documentation. 14)Prepare legal notice to be published in local newspapers for the letting of the construction project. MEI Offices will be the location of the purchase of the bidding documents. 15) Attend any required meetings such as pre -bid meeting, bid opening and bid evaluation meeting. ENGINEER will review all bids to confirm accuracy and make recommendations of the contractor to be selected. 16) Prepare the Contract for the low bidder and send for execution. Payment for Services MEI services are invoiced monthly on hourly basis to complete the project. The total payment for this contract is a hourly not to exceed amount of ninety -eight thousand seven hundred fifty dollars and no cents ($98,750.00) Any additional work beyond the scope of work-outlined, the time, including travel hours, spent on the project by professional and technical personnel will be invoiced at the rates noted below. Soil borings are estimated to be $3,500 for this project.
