RESOLUTION AUTHORIZING APPROVAL OF AN ENGINEERING
AGREEMENT WITH STRAND ASSOCIATES, INC.
FOR DESIGN AND CONSTRUCTION SERVICES FOR WELL #6
WHEREAS, the Village of Lemont requires engineering services related to design and
construction services for a new well and softening plant to meet future needs of the community; and
WHEREAS, the Village seeks to utilize the firm of Strand Associates, Inc. to design and
prepare specifications for Well #6; and
WHEREAS, the Village and Strand Associates, Inc. have negotiated an agreement to
identify the terms and conditions of the services to be provided.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that
the Engineering Fee Proposal attached hereto as Exhibit A is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DU PAGE, ILLINOIS,

Re: Engineering Fee Proposal for Well No. 6 Facilities with Softening Plant
Dear Mr. Fielding:
At your request, we have prepared an engineering fee proposal for the design of a new
deep well facility for the Village of Lemont. The facility will be housed in a masonry
building and will include a new 1,650- foot -deep well, well pumping equipment, and ion
exchange treatment to reduce anticipated elevated radium levels. This proposal also
includes construction- related services for the deep well only.
Engineering Services
Design services envisioned for the Well No. 6 will include preliminary planning,
topographic surveys, final design, plan and specification preparation, and IEPA
submittals. Specific components are noted below:
1. A new deep well, which will be drilled to a depth of approximately 1,650 feet
and cased to a depth of 1,050 feet to case off the upper St. Peter sandstone.
2. Pumping facilities, which will be housed in a masonry building designed to
reflect the architectural appearance of nearby condominiums. Facilities will
include a submersible well pump, chemical room, electrical gear, and controls
tied into the existing SCADA system.
3. An ion exchange plant consisting of an automatic zeolite softener, sized to treat
75 percent of total well flow.
Construction services for the deep well will include bidding assistance (including
duplication), shop drawing review, general observation, contract administration, and
part-time, on -site construction observation.
Engineering Fees
The proposed engineering services shall be provided on an hourly fee basis for the time
actually spent on the project (plus expenses) per our standard billing procedure.

Proposed engineering fees do not include legal surveys, IEPA loan applications, soil
borings, design of a major ground -level reservoir, construction services for the well
house and treatment facility, or any specialized investigations including archeological,
hazardous waste, or flood evaluations.
The total estimated engineering fee for the Well No. 6 facility design with well borehole
construction services is $129,500, with the following anticipated breakdown.
