RESOLUTION AUTHORIZING AWARD OF CONTRACT TO
ABBEY PAVING CO., INC. IN CONJUNCTION WITH THE
LEMONT COMMUTER PARKING LOT ADDITION
WHEREAS, the Village of Lemont requires construction services for the expansion of a
commuter parking lot on Ed Bossert Drive north of the I &M Canal; and
WHEREAS, the Village of Lemont seeks to utilize the construction firm of
Abbey Paving Co., Inc.; and
WHEREAS, Abbey Paving Co., Inc. has submitted a low bid for such work in the amount of
$134,857.38.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that the
Contract with Abbey Paving Co., Inc., is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WILL AND DUPAGE,
ILLINOIS, on this 13th day of Mav , 2002.

Dear Mr. May:
This is in response to your recent submittal of a bid tabulation, and low bid
proposal for the construction of a new commuter parking lot at the Metra
Heritage Corridor Lemont station under the capital grant referenced above.
The Illinois Department of Transportation hereby concurs in your selection of
the Abbey Paving Company, Inc. to provide construction services for your
commuter parking project in the low bid amount of $134,857.38. With regard
to Alternate No. 1, based on our review of your application and the
subsequent state approval and contract, the work is not part of the approved
scope of the subject grant since it does not provide sufficient benefits to transit
users to fund through the Operation GreenLight Program. Therefore, the
Department cannot participate in any costs associated with Alternate No. 1.
However, the village may wish to still implement this Alternate No, 1 as part of
this contract at its own expense. Upon execution of the grant contract, please
submit an executed copy of the construction contract, and a copy of the notice
to proceed.

Dear Mr. May:
The bid opening for the subject project was held on May 6th, 2002 at the Village Hall.
The bid process generally followed the Illinois Department of Transportation
procedure and was based on unit items.
Eight (8) contractors submitted bids for the construction of this project. The al parent
low bidder was Abbey Paving Company, Inc. of Aurora, Illinois with a base bid 3f
$134,857.38 and an alternate bid of $5,092.50 for a total bid amount of $139,9 .9.88.
The Engineer's Estimate of Cost was $151,221.20, $6610.00, and $157,831.20. The
other seven (7) bidders were Accu - Paving Co., Century Contractors Inc., "D"
Construction Inc., Hardin Paving Co., Johnson Blacktop Inc., McGill Construction Co.,
and MYS Inc.
Abbey Paving Company, Inc. possesses a current 1DOT Pre - qualification certif :ate for
most tasks associated with this project.
Abbey Paving's bid was submitted with the required signed Non - collusion Affi lavit,
the Equal Employment Opportunity and the Prevailing Wage form. A bid bon( was
also submitted as required for sum of 5% of the bid price.
Based on the submitted bid documents and the IDOT pre - qualification certific ate,
Abbey Paving Company, Inc. has met the requirements of the bid. Therefore, • ve
recommend award of the subject contract to Abbey Paving Company, Inc. for the bid
amount of $139,949.88
