RESOLUTION AUTHORIZING APPROVAL OF AN AGREEMENT
WITH STRAND ASSOCIATES, INC. TO UPDATE
THE 1994 VILLAGE OF LEMONT WATER STUDY
WHEREAS, the Village of Lemont requires engineering services to update the 1994 Village
of Lemont Water Study; and
WHEREAS, the Village seeks to utilize the firm of Strand Associates, Inc.; and
WHEREAS, the Village and Strand Associates, Inc. have negotiated an agreement to
identify the terms and conditions of the services to be provided.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees that
the agreement attached hereto as Exhibit A is hereby approved.
PASSED AND APPROVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF LEMONT, COUNTIES OF COOK, WIL AND DU PAGE, ILLINOIS,

Re: Water System Study Update
Dear Dan,
As requested, we have prepared a Scope of Services and estimated fee to update the Village of
Lemont's Water System Study. The study will provide the Village with a comprehensive plan
for water system expansions through the year 2020. This update assumes that the water
distribution map and model will be updated and calibrated under a separate project.
Scope of Services
The Scope of Services envisioned for the Water System Study is noted below.
1. Attend initial project meeting
2. Review Village data including comprehensive plan, pumping/sales records, 10 -year
roadway improvement plan, water rate and tap on fee information.
3. Develop future water demands based on comprehensive plan and water use data.
4. Determine additional supply and storage needs, along with timetable for implementation.
5. Determine water distribution system requirements to address proposed areas of future
growth.
6. Develop opinions of probable construction costs for proposed improvements.
7. Prepare preliminary System Needs and Improvement Report for staff review.

8. Analyze existing water revenue requirements.
9. Prepare water rate structure to address study recommendations with comparison to at least
five nearby communities.
10. Prepare final water study which incorporates all study components.
11. Present study results to Village Board or Committee of the Whole meeting.
Fee Basis
Services shall be provided on an hourly not -to- exceed basis for the time actually spent, plus
expenses, per our standard billing procedure. The total estimated fee is $17,500.
If this proposal is acceptable to the Village, please let us know and we will begin work on the
project immediately. If you have any questions or would like additional information, please
