VB Minutes 9-13-2010MINUTES VILLAGE BOARD MEETING September 13, 2010 The regular meeting ofthe Lemont Village Board was held on Monday, September 13, 2010 at 7:00 p.m., President Brian Reaves presiding. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; present. III. CONSENT AGENDA Motion by Stapleton, seconded by Blatzer, to approve the following items on the consent agenda by omnibus vote: A. Minutes B. Approval of Disbursements C. Ordinance 0-61-10 -Ordinance Amending Chapter 5.04 of the Lemont Municipal Code: Alcoholic Beverages D. Resolution R-53-10 -Resolution Authorizing Letter of Credit Reduction for Meadowlark Subdivision. Roll call: Sniegowski; Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. IV. MAYOR'S REPORT Mayor Reaves reported on the ruptured oil pipeline in Romeoville going into Citgo which created an odor in the Village over the weekend. Mayor mentioned the state education funding for Lemont schools. Mayor Reaves received word that Matt Ryan, Will County Chief of Staff, died today. Motion by Blatzer, seconded by Miklos, to approve a Proclamation naming September 17-23 as Constitution Week. Voice vote: 6 ayes. Motion passed. Motion by Chialdikas, seconded by Sniegowski, to approve a Proclamation declaring September as Alcohol & Drug Addiction Recovery Month. Voice vote: 6 ayes. Motion passed. AUDIENCE PARTICIPATION -AGENDA ITEMS V. CLERK'S REPORT Clerk Smollen attended the South & West Municipal Clerks meeting on Thursday, September 2 in Berwyn. ORDINANCES Ordinance 0-62-10 -Ordinance Adopting 2010 Recodification of Lemont Municipal Code. Motion by Blatzer, seconded by Miklos, to adopt said Ordinance. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. Ordinance 0-63-10 -Ordinance Adopting Annual Schedule of Fees. Motion by Blatzer, seconded by Miklos, to adopt said Resolution. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. VI. VILLAGE ATTORNEY REPORT VII. VILLAGE ADMINISTRATOR REPORT Ben Wehmeier reported that the Village has seen an increase in sales tax in the last 4 months. VIII. BOARD REPORTS Chialdikas Economic Development. Trustee Chialdikas reminded residents to shop in Lemont. Stapleton Art & Culture Liaison. Grand Opening for the Lemont Center for the Arts is 1:00 p.m. on Saturday, September 18 in the Village Square Center near Aldi's. IX. STAFF REPORTS Police Chief Shaughnessy reminded residents that kids are back I school. Anew law prohibits use of cell phones in school zones. There has been a recent spike in thefts from unlocked cars in town. Chief reminded residents to lock vehicles parked in the driveway or on the street. X. UNFINISHED BUSINESS Motion by Miklos, seconded by Blatzer, to Reconsider Action Taken at the August 23 Meeting on An Ordinance Amending the Zoning Map from R-1 to B-4 for Property Located Between Great Lakes Quarries and the I&M Canal (Heritage Quarries Scuba Diving). Motion by Miklos, seconded by Sniegowski to Table the Reconsideration to the September 27 Village Board Meeting. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. Motion by Miklos, seconded by Blatzer, to Reconsider Action Taken at the August 23 Meeting on an Ordinance Approving Special Use for Outdoor Recreation (Heritage Quarries Scuba Diving). Motion by Miklos, seconded by Blatzer, to Table this Reconsideration tothe September 27 Village Board Meeting. Roll call: Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas, Miklos; ayes. Motion passed. A preliminary agenda was presented for a planning meeting for Village Board and Administrative staff members on September 24 at 11:00 a.m. during the Illinois Municipal League Conference. Exact location of the meeting to be determined. XI. NEW BUSINESS XII. EXECUTIVE SESSION Motion by Blatzer, seconded by Stapleton, to move into Executive Session for the purpose of Setting Price for Real Estate.
