VB Minutes 8-23-10MINUTES VILLAGE BOARD MEETING August 23, 2010 The regular meeting of the Lemont Village Board was held on Monday, August 23, 2010 at 7:00 p.m., President Brian Reaves presiding. Roll call: Blatzer, Chialdikas, Miklos, Sniegowski, Stapleton, Virgilio; present. III. CONSENT AGENDA Motion by Blatzer seconded by Sniegowski, to approve the following items on the consent agenda by omnibus vote: A. Minutes B. Approval of Disbursements Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. IV. MAYOR'S REPORT Motion by Sniegowski, seconded by Chialdikas, to open a Public Hearing on the Amended Annexation Agreement for a Townhome Subdivision at 12660 Thornberry Drive (Courtyards of Briarcliffe). Voice vote: 6 ayes. Motion passed. There being no public comment, a motion was made by Sniegowski, seconded by Blatzer, to close the Public Hearing. Voice vote: 6 ayes. Motion passed. Mayor Reaves reminded residents to lock cars parked on the street. Mayor Reaves attended the vintage baseball game between the Lockport Sleepers and the Milwaukee Grays on August 23 sponsored by the Historical Society and threw out the first pitch. AUDIENCE PARTICIPATION -AGENDA ITEMS V. CLERK'S REPORT A committee consisting of the Mayor, Clerk, Trustees Blatzer, Sniegowski &Virgilio met to review the Executive Session Minutes from January 1 through June 30, 2010. Motion to release sections from the June 14 and June 18, 2010 minutes by Blatzer, seconded by Sniegowski. Voice vote: 6 ayes. Motion passed. Clerk Smollen received notice of apre-hearing conference by ICC to audit cost services of Illinois American Water Company to be held in Springfield at the Leland Building on September 14 at 11:00 a.m. ORDINANCES Ordinance 0-56-10 -Ordinance Authorizing Execution of Amended Annexation Agreement for a Townhome Subdivision on a 4.76 Acre Parcel Located at 12660 Thornberry Drive (Courtyards of Briarcliffe). Motion by Chialdikas, seconded by Miklos, to adopt said Ordinance. After much discussion regarding the changes presented to the Board right before the start of the meeting, the Board felt they would like to see the changes in writing before voting on this ordinance. Motion by Stapleton, seconded by Blatzer, to table the Ordinance until the September 13 meeting. Voice vote: 6 ayes. Motion passed. Ordinance 0-57-10 -Ordinance Granting Preliminary PUD Plan/Plat Approval, Special use for a PUD and a zoning map amendment from B-3 to R-5 for a Townhome Subdivision on a 4.76 Acre Parcel Located at 12660 Thornberry Drive (Courtyards of Briarcliffe). Motion by Blatzer, seconded by Chialdikas, to table the Ordinance until the September 13, 2010 meeting. Voice vote: 6 ayes. Motion passed. Ordinance 0-58-10 -Ordinance Amending the Zoning Map from R-1 (Residential) to B-4 (Commercial Recreation) -Heritage Quarries Scuba Diving. Motion by Sniegowski, seconded by Blatzer, to adopt said ordinance. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Stapleton, Blatzer, Chialdikas; ayes. Motion passed. Ordinance 0-59-10 -Ordinance Approving Special Use for Outdoor Recreation -Heritage Quarries Scuba Diving. Motion by Blatzer, seconded by Miklos to adopt said ordinance. Roll call: Blatzer, Chialdikas, Sniegowski: ayes; Miklos, Stapleton, Virgilio; nays. Mayor Reaves voted aye. Motion failed to carry since 4 trustees were needed to vote for the special use because the Planning and Zoning Commission did not recommend approval. After conferring with the Village Attorney, Mayor Reaves announced that Ordinance 0-58-10 (Rezoning) would be reconsidered at the September 13, 2010 meeting in light of the failure of the Special Use to receive Board approval. Ordinance 0-60-10 -Ordinance Adding Chapter 8.34 to the Lemont Municipal Code entitled: Vacant Properties. Motion by Miklos seconded by Sniegowski to adopt said Ordinance. Roll call: Miklos, Sniegowksi, Stapleton, Virgilio, Stapleton, Blatzer, Chialdikas; ayes. Motion passed. RESOLUTIONS Resolution R-50-10 -Resolution Authorizing, Supporting and Approving ITEP Grant Application for Lemont Road Bike Path. Motion by Chialdikas, seconded by Miklos, to adopt said Resolution. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Resolution R-51-10 -Resolution Authorizing, Supporting and Approving ITEP Grant Application for 131x' Street and Derby Road Bike Path. Motion by Blatzer, seconded by V irgilio, to adopt said resolution. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. Resolution R-52-10 -Resolution Authorizing Village Administrator to Enter into a Lease/Purchase Agreement for Public Works Vehicles. Motion by Blatzer, seconded by Virgilio, to adopt said resolution. Roll call: Miklos, Sniegowski, Stapleton, Virgilio, Blatzer, Chialdikas; ayes. Motion passed. VI. VILLAGE ATTORNEY REPORT VII. VILLAGE ADMINISTRATOR REPORT Cook and DuPage counties have received a federal disaster declaration for flooding which occurred on July 24.
